การวิจัยเรื่องแนวทางการบริหารจัดการน้ําและอุทกภัยในพื้นที่ภาคเหนือตอนบน
อยางมีประสิทธิภาพ ศึกษากรณี สํานักงานพัฒนาภาค ๓ หนวยบัญชาการทหารพัฒนา
กองบัญชาการกองทัพไทยนี้ จัดทําขึ้นเพื่อศึกษาถึงสภาพปญหาของการบริหารจัดการน้ําที่เกิดขึ้น
ในประเทศไทย และในพื้นที่ภาคเหนือตอนบนบทบาท อํานาจหนาที่ ปญหาและขอจํากัดรวมทั้ง
ความสัมพันธของหนวยงานที่เกี่ยวของในการบริหารจัดการน้ํา ในพื้นที่ภาคเหนือตอนบน กับ
สํานักงานทหารพัฒนา ภาค ๓ หนวยบัญชาการทหารพัฒนา เพื่อเสนอแนวทางการบริหารจัดการน้ํา
รวมกับหนวยงานอื่นๆ ที่เกี่ยวของเพื่อใหเกิดการบูรณาการรวมกันอยางแทจริง และเกิด
ประสิทธิภาพโดยมีขอบเขตของ การวิจัย เฉพาะในพื้นที่ภาคเหนือตอนบนอันเปนพื้นที่ตนน้ําและ
สวนใหญเปนพื้นที่ปาและภูเขา ซึ่งอยูในพื้นที่รับผิดชอบของสํานักงานพัฒนาภาค ๓ หนวย
บัญชาการทหารพัฒนา ทั้งนี้มีหวงเวลาทําการศึกษาวิจัย ตั้งแต ๑๘ ต.ค.๕๗ ถึง ๒๕ มิ.ย.๕๘ ซึ่งการ
วิจัยในครั้งนี้เปนการวิจัยเชิงคุณภาพ โดยศึกษาถึงสภาพปญหาที่เกิดขึ้นในหวงที่ผานมา ทั้งจากภัย
แลงและอุทกภัย ประกอบกับการนําแนวทางบริหารจัดการตามแนวพระราชดําริ แนวคิดทฤษฎี แผน
แมบท และนโยบายของรัฐบาล มาเพื่อทําการวิเคราะห และนําผลของการวิเคราะห มากําหนด
เปนกรอบแนวทางและแผนการปฏิบัติงานของหนวยบัญชาการทหารพัฒนาที่จะปฏิบัติภารกิจ
รวมกับหนวยงานอื่นๆ ที่เกี่ยวของผลการวิจัยและขอเสนอแนะในการวิจัยครั้งนี้คือ ควรแตงตั้ง
ผูอํานวยการสํานักงานพัฒนาภาค ๓ หนวยบัญชาการทหารพัฒนา รวมเปนคณะอนุกรรมการพัฒนา
และบริหารจัดการทรัพยากรน้ําในพื้นที่ภาคเหนือ และปรับปรุงแกไขคําสั่งคณะกรรมการลุมน้ําโดย
ใหมีผูบังคับหนวยพัฒนาการเคลื่อนที่ (นพค.) รวมเปนคณะกรรมการ ทั้งนี้ในแตละคณะกรรมการ
ตองมีประชาชนและผูนําชุมชนในพื้นที่ เขารวมเปนกรรมการดวย นอกจากนี้ หนวยบัญชาการ
ทหารพัฒนา กองบัญชาการกองทัพไทย ตองปรับแผนงานพัฒนาแหลงน้ํา เปนแผนงานบริหาร
จัดการทรัพยากรน้ํา และขยายขอบเขตของงานใหครอบคลุม รวมทั้งเพิ่มเติมงบประมาณให
เหมาะสมจากงบประมาณรายจายประจําป และที่สําคัญ การบริหารจัดการน้ําและอุทกภัยในพื้นที่ตนน้ําในภาคเหนือ จําเปนที่จะตองเปนไปในกรอบแนวทางเดียวกันและประสานสอดคลองกัน โดย
ใชศักยภาพของทรัพยากรที่มีอยูของทุกหนวยงานที่เกี่ยวของมาปฏิบัติงานรวมกัน ภายใตการ
ซักซอมการปฏิบัติและการทําความเขาใจรวมกันตั้งแตในยามปกติ เพื่อใหเกิดการบูรณาการการ
ทํางานรวมกันอยางมีประสิทธิภาพและเกิดความยั่งยืน

ABSTRACT

Research on the effective approach of water and flood management in upper northern
area, this case study of The Regional Development Office 3 (RDO3), under the Armed Forces
Development Command (AFDC), is prepared to study about the problems of water management
in Thailand and the upper northern area about the roles, authority, limitations, and the relationships
between the agencies involved in water management in the upper northern area with the RDO3. In order
to propose the water management approach in corporation with other agencies involved to achieve the truly
integrated and effective work. The scope of the research is only in the upper northern part areas which is
the upstream areas where most of the areas are forest and mountains, where these areas are in charge of
the RDO3. However, the period of study is from 18th August, 2014 to 25th June, 2015. This
research is the qualitative research which studied about the problems occurred during the period as
mentioned above including drought and floods. We utilized management approach according to His
Majesty’s Initiative, theory, model scheme, and policies from the government, to analyze and used the
results from analysis to help define frameworks and action plans of the AFDC in working together with
other related agencies. The findings and recommendations of the study is that we should appoint the
director of theRDO3 as the co-development committees to help in water resources management in the
northern areas, and to help improve and work together with the watershed committees. However, the public
and the community leaders in each area should join the board of committee. In addition,the AFDC should
adjust the water resources development plan to be the water resources management plan and expand the
scope of coverage, and also adding budget to be appropriate with the annual expenditure. The mostimportant is that the water and flooding management in upstream areas in the north need to be aligned
and coordinated with the framework by utilizing the potential of the available resources from
allinvolved agencies in working together to achieve the effectiveness and sustainability in the
integrated work.
