การเปลียนแปลงในยุคโลกาภิวัตน์เป็ นปัจจัยหลักทีทําให้ปัญหาภัยคุกคาม ซึงเกิดจาก
ฝี มือของมนุษย์ มีการพัฒนารูปแบบไปอย่างซับซ้อน พลิกผัน และสามารถจะก่อขยายตัวลุกลาม
ไปได้อย่างรวดเร็ว ซึงในห้วงทศวรรษทีผ่านมาประเทศไทยได้เผชิญกับปัญหาและผลกระทบจาก
ภัยคุกคามทีเกิดขึนใหม่ๆ เป็ นจํานวนมาก ในขณะทีเจ้าหน้าทีฝ่ ายความมันคงของรัฐคงมีสถานภาพ
และการจัดองค์กรในรูปแบบเดิม และยังขาดการพัฒนาขีดความสามารถของบุคลากรทีเป็ น
มาตรฐาน ดังนันการวิจัยในเรืองนีจึงเป็ นการวิจัยเชิงคุณภาพทีมุ่งศึกษา และประเมินการ
เปลียนแปลงของปัญหาภัยคุกคามรูปแบบต่างๆ รวมทัง ศึกษาแนวทางในการจัดการปัญหา
ทีเป็ นอยู่ในปัจจุบัน เพือนําไปสู่การแสวงหาแนวทางทีเหมาะสมและมีความเป็ นไปได้ในการ
เตรียมความพร้อมของบุคลากร ซึงถือเป็ นกลไกหลักทีจะใช้ขับเคลือน และนําพากระบวนการ
แก้ปัญหาไปสู่ความสําเร็จทียังยืน และรวมไปถึงแนวความคิดในการปรับตัวของกองทัพ และ
องค์กรภาครัฐอย่างเป็ นระบบ มีการเชือมโยงเป็ นเครือข่ายทีสอดคล้องกันได้ทุกระดับ และสามารถ
จะพัฒนาต่อยอดเข้ากับยุทธศาสตร์การพัฒนาประเทศด้านอืนๆ ได้เป็ นอย่างดีทังนี การวิจัย
ยังได้ผลสรุ ปเป็ นแนวความคิด หลักการ และข้อเสนอแนะในทางปฏิบัติ อันได้แก่ ลักษณะ
ภัยคุกคามทีเปลียนแปลงไป และมุมมองทีเป็ นประโยชน์ต่อการจัดการปัญหาภัยคุกคาม ซึงทุกฝ่ าย
สามารถจะสอดประสาน และเชือมโยงความคิด ในระดับของตนเข้ากับเป้ าหมายในการรักษา
ความมันคงของชาติไปจนถึงการปกป้ องและสร้างความยังยืนแก่ผลประโยชน์แห่งชาติ การค้นหา
วิธีการทีจะทําให้องค์กรมีความได้เปรียบ และมีผลิตผลทีสร้างความได้เปรียบต่อฝ่ ายตรงข้าม
โดยอาศัยทรัพยากรมนุษย์ทีมีอยู่เดิมเป็ นต้นทุนหลักในการดําเนินการ การน้อมนํา และประยุกต์
ใช้หลักยุทธศาสตร์พระราชทาน “เข้าใจ เข้าถึง พัฒนา” เป็ นกรอบความคิด และหลักการสําคัญ
ในการจัดการปัญหาภัยคุกคาม และข้อเสนอแนะในการพัฒนาปรับปรุงเครืองมือหลักทีจะนํามาใช้
สนับสนุนการปฏิบัติการ อันได้แก่ ระบบการจัดการความรู้ทีมีคุณภาพ ทีต้องจัดวางในทุกระดับ
หน่วย ระบบการวิจัยและพัฒนาด้านความมันคงในระดับชาติ เพือสร้างนวัตกรรมการจัดการ
ปัญหาภัยคุกคาม และเป็ นศูนย์กลางการวิจัย และพัฒนาด้านความมันคงในภูมิภาค การสนับสนุน
และขยายระบบเครือข่ายทางสังคมด้วยเทคโนโลยีการสือสารทุกรูปแบบ และการพัฒนาระบบการ
ประชาสัมพันธ์ข้อมูลข่าวสารทีมีประสิทธิภาพสูง เพือสนับสนุนการปฏิบัติการเชิงรุก

ABSTRACT
Title : Human Resource Development for the Arm Forces and Government
Sector To overcome National Security Threats

Changes in the globalized world are the main factor that allows man-made threats to
evolve their forms in a complicated and diverse manner. These threats could be formed and
quickly spread out. In the past decade, Thailand has been facing with numerous newly happening
threats and their consequences, while the status and structure of organization for security officers
of the government sector remain the same. In addition, standard capability development for
government officers is inadequate.
This is a qualitative research that focusing on studying and assessing the changes of
the security threats in their various forms. The research also studies an approach to manage the
current problem in order to identify an appropriate and possible approach for the preparedness of
the government officers. These officers are the main mechanism to move forward the process for
problem solving to sustainable success. The appropriate and possible approach will also suggest
an idea for systematic adjustment and adaptation of the Arm Forces and other governmental
organizations. Such adjustment and adaptation includes networking among them at all levels and
in a consistent manner, which could be developed and integrated with other national strategies for
development.
This research has concluded with concept, principle, and practical recommendations,
which are the changing nature of threats and suggested point of views that is useful for managing
the threats. All concerned could link the idea at their levels to the objectives of protecting national
security as well as protecting national interest in a sustainable way, the search for ways and
means to strengthen the organization to be at the advantage position over the opposite side, by
utilizing the existing human resources as the capital for the implementation.
Moreover, the research will also apply the principle of H.M. King Bhumibol on
“understand, access, and develop” as the main conceptual idea and principle to address the threats
and to propose recommendations to improve main tools to support the operations. These
operations are qualitative knowledge management for all concerned organizations, a research and
development system on national security for innovation on management of the threats, with a
view to be a regional centre for research and development on national security, support and
promotion of social network system with all forms of communication technology, and
development of highly efficient public relations system to be able to support pro-active
operations.
