ภาคธุรกิจคลังสินค้าควบคุมอุณหภูมิ (ห้องเย็น) เป็นอีกหนึ่งตัวจักรสําคัญในการช่วย
ขับเคลื่อนระบบเศรษฐกิจไทยมาช้านาน เนื่องจากเป็ นทั้งแหล่งสร้างรายได้ จ้างงาน และกระจาย
ทรัพยากรของธุรกิจทุกภาคส่วนจากต้นทางไปสู่ปลายทางตามจุดต่างๆอย่างทั่
วถึง หากธุรกิจ
คลังสินค้าควบคุมอุณหภูมิสามารถดําเนินการได้อย่างมีประสิทธิภาพ ย่อมส่งผลให้การขับเคลื่อน
เศรษฐกิจไทยเป็ นไปอย่างมีประสิทธิภาพเช่นกัน
จากความสําคัญดังกล่าว ผู้วิจัยจึงเห็นควรที่จะทําการศึกษาถึง บทบาท และปัญหา
รวมทั้งแนวทางในการพัฒนาภาคธุรกิจคลังสินค้าควบคุมอุณหภูมิ โดยทําการวิจัยเชิงคุณภาพที่ได้
ข้อมูลจากการแลกเปลี่ยนความคิดเห็นกับผู้มีประสบการณ์ในแวดวงคลังสินค้าควบคุมอุณหภูมิอีก

มเติมจากแผนยุทธศาสตร์ ตํารา งานเขียน บทความ และเอกสารต่างๆที่เกี่ยวข้อง
ผลการวิจัยพบว่าภาคธุรกิจคลังสินค้าควบคุมอุณหภูมิมีบทบาทและความสําคัญเป็ น
อย่างสูงต่อการขับเคลื่อนเศรษฐกิจของประเทศ โดยปัญหาและแนวทางการพัฒนาจะอยู่ใน
ประเด็นของปัจจัยภายนอกและปัจจัยภายใน โดยปัจจัยภายนอกประกอบด้วย การสนับสนุนจาก
ภาครัฐ ภาวะเศรษฐกิจ การเปลี่ยนแปลงทางสังคมและสิ่งแวดล้อม ส่วนปัจจัยภายในประกอบด้วย
การตลาด เทคโนโลยี การเงิน และการบริหารจัดการภายในองค์กร
ทั้งนี้ผู้วิจัยมีข้อเสนอแนะเชิงนโยบายเพื่อสนับสนุนการพัฒนาประสิทธิภาพในภาคธุรกิจ
คลังสินค้าควบคุมอุณหภูมิดังต่อไปนี้
1. การออกแบบมาตรการและกฎระเบียบต่างๆของภาครัฐจะต้องดําเนินงานให้สอดคล้อง
กับภาคเอกชน
2. ภาคเอกชนต้องแก้ไขปัญหาระยะสั้นควบคู่ไปกับการแก้ไขปัญหาระยะยาว
3. ต้องประชาสัมพันธ์อย่างทัวถึงและต่อเนื่อง ่
4. ควรจัดตั้งองค์กรกลางขึ้นทําหน้าที่ในการดูแลระดับนโยบายวางแผน ติดตาม และ
ประสานกับทุกหน่วยงานที่เกี่ยวข้อง อีกทั้
งเร่งผลักดันให้มีการดําเนินการอย่างจริงจัง และเป็ นรูปธรรม

Control temperature storage (Cold Storage) business is an importance part to drive
Thai economy for a long time. Because it is source of income, employment and distribute
resource of all business sectors from inbound to the destination at various points thoroughly. If
Control temperature storage (Cold Storage) business can operate efficiently, it would have an
effect to drive Thai economy efficiently.
From the importance thing, the researcher agree to study0roles and problems
included Control temperature storage (Cold Storage) business0development guidelines0by do
qualitative research that received data from Control temperature storage (Cold Storage)
business0experienced discussion.0And also further study from the strategic plan, book, writing,
article and related documents.
The results found that Control temperature storage (Cold Storage) business has a
high role and importance for driving Thai economy. Problems and development guidelines will
be in external and internal factors part. External factors consist of government supporting,
economy, social and environment change. Internal factors consist of marketing, technology,
financial and internal operation.
The researcher has policy recommendations to support Control temperature storage
(Cold Storage) business development as follow;
1. Measures design and government rules must operate in accordance with the private
sector.
2. Private sector must solving short term and long term problems together.
3. Public relation must be done thoroughly and continuously.
4. Should establish a central organization who response the overseeing policies,
planning, tracking and coordinating with all related departments. And also push up to
take the serious action and concrete. 012
