การวิจัยศึกษาเรื่อง “แนวทางการเสริมสร้างศักยภาพด้านเศรษฐกิจในภาคธุรกิจ
ผู้ประกอบการค้าปลีกรายย่อยเพื่อรองรับกับวิกฤตการณ์โรคระบาดที่เกิดขึ้นในประเทศไทย”
เป็นการศึกษา เพื่อหาแนวทางในการสร้างเสริมสร้างเศรษฐกิจระดับฐานล่างของระบบเศรษฐกิจของ
ประเทศไทยให้ผ่านพ้น จากวิกฤตการณ์โรคระบาดที่เกิดขึ้น สืบเนื่องจากปัญหาโรคระบาดโควิด-19
ที่ส่งผลกระทบทั่วโลกไม่ว่าจะเป็นการด าเนินชีวิต สุขภาพ ตลอดจนเศรษฐกิจ ท าให้แต่ละประเทศ
ต่างๆ ทั่วโลกเกิดปัญหารุกรามไปทุกภาคส่วน โดยประเทศไทยก็ประสบปัญหาโรคระบาดโควิด-19
เช่นเดียวกับทั่วโลกที่เผชิญอยู่ซึ่งประเทศไทย จึงจ าเป็นต้องมีนโยบายและแผนงาน รวมทั้งกลยุทธ์
และวิธี ที่จะรักษาความอยู่รอดของประเทศในภาวะสถานการณ์โรคระบาดให้ได้ไม่ว่าจะเป็นด้านชีวิต
และการด าเนินวิถีความเป็นอยู่ให้กลับมาชีวิตเป็นปกติ ด้านเศรษฐกิจที่มีผลกระทบค่อนข้างรุนแรง
โดยเฉพาะภาคธุรกิจผู้ประกอบการค้าปลีกรายย่อยหรือ SMEs ซึ่งเป็นกลุ่มผู้ประกอบการธุรกิจ
ที่เปรียบเสมือนเป็นฐานรากให้กับระบบเศรษฐกิจของประเทศไทย โดยภาครัฐต้องมีแนวทางและ
นโยบายที่ชัดเจนที่จะแก้ปัญหาให้กับผู้ประกอบการ SMEs ให้ผ่านพ้นวิกฤตการณ์นี้ให้ได้ ซึ่งผู้วิจัย
ศึกษาพบว่า ภาคธุรกิจผู้ประกอบค้าปลีกรายย่อย SMEs ของประเทศไทยนั้น มีปัญหาในด้านการเงิน
การลงทุน ซึ่งจากการศึกษาได้ทราบว่าผู้ประกอบการมีสายป่านที่สั้น อันสืบเนื่องจากเงินทุน
หมุนเวียนหรือทรัพย์สินของผู้ประกอบการมีอย่างจ ากัดหรือที่เรียกว่าทุนหมุน เพื่อน ามาใช้ประกอบ
กิจการ ซึ่งเมื่อเกิดวิกฤตการณ์โรคระบาดที่เกิดขึ้นในปัจจุบัน จึงท าให้สายป่านขาดหรือเกิดการ
หยุดชะงักทางการเงินที่จะมาใช้ในการประกอบธุรกิจการค้าของตนท าให้สภาพขาดสภาพคล่อง
ทางการเงินจึงเป็นเหตุที่ท าให้ธุรกิจกิจการต้องล้มเลิกไปเป็นจ านวนมากในสภาวะสถานการณ์ที่เกิด
โรคระบาด ซึ่ง ณ จุดนี้ภาครัฐและภาคเอกชนรายใหญ่จะต้องช่วยกันพยุงกลุ่มผู้ประกอบการค้าปลีกรายย่อย
SMEs โดยไม่ว่าจะเป็นการส่งเสริมการให้ทุน รวมไปถึงการลงทุนของภาครัฐ เพื่อพยุงและช่วยให้
ระบบเศรษฐกิจของประเทศไทยอยู่ต่อให้ได้ เพื่อที่อนาคตกลุ่มธุรกิจรายย่อยจะสามารถฟื้นคืนให้กับ
ระบบเศรษฐกิจของประเทศไทยและจะสามารถเพิ่มขีดความสามารถในการแข่งขันเพื่อสู้กับเศรษฐกิจ
ของโลกในอนาคตได้ยิ่งขึ้นต่อไป

business sector to cope with the epidemic crisis in Thailand

Research study “Approach to enhancing economic capacity in the smallscale retail business sector to cope with the epidemic crisis in Thailand” is a study to
find a way to build a low-level economy of Thailand's economic system. To pass
through the epidemic crisis that occurred due to the problem of the Covid-19
epidemic that affects the world, whether it is lifestyle, health, and the economy
make each country. Around the world there are problems that invade all sectors.
Thailand is facing the problem of the Covid-19 epidemic. As the world is facing
Thailand therefore needs to have polities and plans. Including strategies and
methods to maintain the survival of the country in the epidemic situation whether in
terms of life and lifestyle to return to normal life the economic impact is quite
severe. Especially the business sector, small retail entrepreneurs or SMEs, which are
business operators who are like the foundation of Thailand's economic system.
The government must have dear guidelines and policies to solve problems for SMEs
entrepreneurs to get through this crisis. Which the researcher found SMEs in
Thailand's retail business sector there is a problem in finance and investment. From
the study, it was revealed that entrepreneurs had a short string. Due to the limited
working capital or assets of the entrepreneur, known as working capital to be used
for business which when the current epidemic crisis. As a result, the line is broken or
there is a financial disruption that will be used in their trading business, causing lack
of financial liquidity. This is the reason why many businesses have to stop in the
epidemic situation. At this point, the large government and private sectors must help
support the group of small retail traders, SMEs, regardless of whether, it will promote
funding, including public investment to support and help the economic system of
Thailand to survive. So that in the future, small business groups will be able to
restore the economy of Thailand and will be able to increase their competitiveness
to fight the world economy in the future.
