เรื่อง แนวทางการพัฒนากลไกในการบูรณาการขอมูลแรงงานเด็กของประเทศไทย

การวิจัยครั้งนี้มีวัตถุประสงคเพื่อศึกษารูปแบบการจัดเก็บและนำเสนอขอมูลแรงงานเด็ก
ของหนวยงานตาง ๆ ปญหาอุปสรรคและเสนอแนวทางการพัฒนากลไกเพื่อบูรณาการขอมูลแรงงานเด็ก
ระหวางหนวยงาน โดยขอบเขตของการวิจัยเปนการศึกษาจากขอมูลที่ไดจากการสำรวจการทำงาน
ของเด็กในประเทศไทย พ.ศ. 2561 และแรงงานเด็กในรูปแบบที่เลวรายของปงบประมาณ พ.ศ. 2563
การวิจัยครั้งนี้เปนการวิจัยเชิงคุณภาพรวมกับเชิงพรรณนา เครื่องมือที่ใชในการวิจัย คือ แบบสัมภาษณ
เชิงลึก ประมวลความคิดเห็นจากการสนทนากลุมและการประชุมคณะทำงานที่เกี่ยวของ ประกอบ
ขอมูลทุติยภูมิ
ผลการวิจัยพบวา การจัดเก็บและนำเสนอขอมูลแรงงานเด็กมี 2 รูปแบบ คือ 1) การจัดเก็บ
ขอมูลดวยวิธีการสำรวจทางสถิติ พบวา ขอมูลที่นำเสนอไมสามารถจำแนกกลุมเด็กทำงานเปนในระบบ
และนอกระบบ ทำใหยากตอการแกไขปญหาตามกลุมเปาหมาย และนิยามที่ใชในการสำรวจยังไมชัดเจน
และ 2) การจัดเก็บขอมูลตามบทบาทภารกิจของแตละหนวยงาน พบวา ยังไมสอดคลองกับรูปแบบ
ของการใชแรงงานเด็กในรูปแบบที่เลวรายตามอนุสัญญาองคการแรงงานระหวางประเทศ ฉบับที่ 182
และมาตรฐานการจัดเก็บไมเปนไปในทิศทางเดียวกัน ปญหาอุปสรรคที่พบ คือ ยังไมไดนำขอมูล
ผลการสำรวจการทำงานของเด็กขางตนไปใชในการกำหนดแผนงาน โครงการ/กิจกรรมที่เกี่ยวของ
และเจาหนาที่ยังขาดความรู ความเขาใจเกี่ยวกับนิยามการใชแรงงานเด็กและความรูดานสถิติ
สำหรับแนวทางการพัฒนากลไกเพื่อบูรณาการขอมูลแรงงานเด็ก ไดแก การเตรียมความพรอมการสำรวจ
เด็กทำงานในประเทศครั้งตอไป การปรับกระบวนการทำงาน จัดทำบัญชีขอมูล (Data Catalog)
จัดทำคลังเก็บขอมูล (Data Warehouse) และเสริมสรางศักยภาพของบุคลากร ทั้งนี้ มีขอเสนอแนะ
ระดับนโยบายวา กำหนดนโยบายการบริหารจัดการขอมูลแรงงานเด็กโดยยึดหลักธรรมาภิบาลขอมูล
(Data Governance) ขอเสนอระดับปฏิบัติการ ปรับปรุงระบบและพัฒนาระบบฐานขอมูลภายใน
กรมสวัสดิการและคุมครองแรงงาน และกำหนดแผนงานบูรณาการเพื่อแกไขปญหาแรงงานเด็ก
เพื่อเปนชองทางในการของบประมาณของหนวยงานที่เกี่ยวของ ขอเสนอแนะการวิจัยครั้งตอไป คือ
การวิเคราะหและพัฒนาระบบบริหารจัดการขอมูลสารสนเทศดานเด็กและเยาวชนในภาพรวม
ของประเทศ

Abstract
Title Guidelines for developing mechanisms for integrating Child Labour
Information in Thailand

This research aims to study the patterns of storing and presenting the
child labour data of various agencies and the obstacles and to proposes a mechanism
for the integration of child labour information between agencies. The scope of the
research is a data study obtained from the 2018 National Working Children Survey
and Thailand Finding on the Worst forms of Child Labour Fiscal Year 2020. This research
is descriptive and qualitative research. The tools used in the research are in - depth
interviews, collect opinions from group discussions and relevant working group meetings,
assembling with the secondary data.
The findings showed that there are 2 forms of child labour data collection and
presentation: 1) the collection by statistical survey method. It was found that the
information presented could not be classified by group of children working in formal
and informal sectors. This makes it difficult to solve problems responded to the target
and the definitions used are unclear, and 2) the collection based on the roles and
missions of each agency found that it was inconsistent with the Worst Forms of
Child Labour under the ILO Convention No. 182, and the data storage standard are
not in the same direction. The problems encountered were that (a) the data from the
mentioned Survey had not yet been used in formulating work plans and projects/activities
related, and (b) the officer still lack knowledge and understanding of definitions, also
statistical knowledge. Therefore, the guidelines for the development of mechanisms
include preparing for the next survey, adjusting the work process, preparing data catalog
and data warehouse and enhancing the potential of personnel. However, policy
recommendation are noted that establishing a policy for managing child labour data
should base on data governance, while practical recommendation are noted that
improving the system and developing a database within the Department of Labour
Protection and Welfare to be able to link or exchange information with other agencies
has put in place and setting integrated plan for problem - solving on child labour as a
mean for requesting a budget. Recommendation for the next research is analysis and
development of information management system on children and youth as a country
overview.
