เรื่อง ปจจัยภูมิสังคมที่มีผลตอประสิทธิผลการพัฒนาชนบทในพื้นที่ 3 จังหวัด
ชายแดนภาคใต กรณีศึกษา สนภ.4 นทพ.

งานวิจัยนี้วัตถุประสงคเพื่อศึกษาสภาพภูมิสังคมและประสิทธิผลโครงการพัฒนาชนบท
และเพื่อใหทราบถึงภูมิสังคมที่มีผลตอประสิทธิผลโครงการพัฒนาชนบท ในพื้นที่ 3 จังหวัดชายแดน
ภาคใต โดยสัมภาษณตอประชาชนในพื้นที่ 3 จังหวัดชายแดนภาคใต ประกอบดวย จังหวัดนราธิวาส
จังหวัดยะลา และ จังหวัดปตตานี ที่เคยไดรับประโยชนจากโครงการที่ สนภ.4 นทพ. ไดเคยสนับสนุน
การพัฒนา ในปงบประมาณ 2563 โดยผลการวิจัยสรุปไดดังนี้
1. ภูมิสังคมของประชาชนในพื้นที่ 3 จังหวัดชายแดนภาคใต มีลักษณะทางเศรษฐกิจ
ภาพรวม คือ การทำสวนยาง การรับจางกรีดยาง การทำสวนผลไมมากกวาการทำประมงและการทำ
นา สภาพสังคมและวัฒนธรรมจะถูกกำหนดโดยพื้นฐานความเชื่อทางศาสนาอิสลามเปนสำคัญ
วัฒนธรรมอิสลามจึงกำหนดบุคลิกภาพความเปนมุสลิมไวอยางยืนนาน ดานเอกลักษณทางภาษาของ
ชาวไทยมุสลิมมักใชภาษามลายูในการติดตอสื่อสารและการสอานศาสนา ดานอาหารจะเครงครัดตาม
บัญญัติเรื่องอาหารในอัลกุรอาน และมีการจัดรูปแบบชุมชนและสังคมจะยึดตามภาษาที่ใชในการ
สื่อสาร การประกอบอาชีพในกลุมเดียวกัน
2. ประสิทธิผลโครงการพัฒนาชนบทในพื้นที่ 3 จังหวัดชายแดนภาคใตของ สนภ.4
นทพ มีประสิทธิผล อยางเปนรูปธรรม ผลการปฏิบัติงานตรงตามผลลัพธที่ตองการของหนวย
บัญชาการทหารพัฒนา ไดแก การสรางมวลชนที่มีความเชื่อมั่นและศรัทธาตอกองทัพไทย มีความ
สำนึกในพระมหากรุณาธิคุณของพระบาทสมเด็จพระเจาอยูหัวและบูรพมหากษัตริยไทยทุกพระองค
3. ภูมิสังคมที่มีผลตอประสิทธิผลการพัฒนาชนบทในพื้นที่ 3 จังหวัดชายแดนภาคใต
สามารถจำแนกได 4 ดานดวยกัน คือ ดานหนาที่ที่ไดรับมอบหมายในชุมชน ดานศาสนาที่นับถือ ดาน
ความสามารถทางภาษาไทย และดานการประกอบอาชีพ ซึ่งจะสงผลทั้งในทางตรงและทางออมตอ
การพัฒนา เชน งานกอสรางเสนทางคมนาคม งานจัดหาน้ำกินน้ำใช งานพัฒนาคุณภาพชีวิตและ
ชวยเหลือประชาชน งานเกษตรผสมผสานตามแนวพระราชดำริฯ คุณภาพของประชาชนในการทำงาน
ในชีวิตประจำวันในเชิงเวลา การติดตอสื่อสารและการพัฒนาคุณภาพการศึกษา และการมีสวนรวมกับ
ประชาคมในพื้นที่

This research aims to Study the social status and effectiveness of rural
development projects. to know Social landscape affecting the effectiveness of rural
development projects in the 3 southern border provinces By interviewing people in
the 3 southern border provinces, namely Narathiwat Province, Yala Province and
Pattani Province. who had benefited from the projects that IE4 had supported the
development in the fiscal year 2020. The results of the research can be summarized
as follows:
1. Social landscape of people in the 3 southern border provinces The
overall economic characteristics are rubber plantation, rubber tapping contracts.
orchard rather than fishing and farming Social and cultural conditions are primarily
determined by Islamic beliefs. Islamic culture has long established the personality of
a Muslim. In terms of linguistic identity, Thai Muslims often use Malay for
communication and religious reading. Food is strictly in accordance with the
provisions of food in the Quran. And the community and society is formatted based
on the language used to communicate. Occupation in the same group
2. The effectiveness of rural development projects in the three southern
border provinces of PNP 4 NTP has concrete effectiveness. Performance meets the
desired outcomes of the Military Development Command including building a mass
of people who have confidence and faith in the Thai Army There is a feeling of
gratitude for His Majesty the King and all the Thai Kings.
3. Social landscape affecting the effectiveness of rural development in
the 3 southern border provinces can be classified into 4 aspects, namely the
functions assigned in the community respected religion Thai language proficiency and
occupation.This will affect both directly and indirectly to development such as the
construction of transport routes. Water supply work Work to improve the quality of
life and help people Integrated Agriculture under the Royal Initiative quality of
people in their daily work in time communication and educational quality
improvement and participation with local communities
