เรื่อง การศึกษาแนวทางในการเตรียมความพรอมของประชาชนในการเผชิญ
อุทกภัยในพื้นที่กรุงเทพมหานคร

การวิจัยครั้งนี้มีวัตถุประสงคเพื่อศึกษาสถานภาพของประชาชนในเรื่องความพรอม
กับการเผชิญกับอุทกภัยในปจจุบันและเพื่อเสนอแนวทางในการเตรียมความพรอมประชาชนใน
พื้นที่กรุงเทพมหานครใหพรอมเผชิญภัยจากอุทกภัยในอนาคต โดยมีขอบเขตของเนื้อหาที่สําคัญ ๓
ประการ ประกอบดวย การศึกษาทฤษฎี แนวความคิด และงานวิจัยที่เกี่ยวของกับการเตรียมความ
พรอมเพื่อเผชิญภัยพิบัติการรวบรวมขอมูลเกี่ยวกับสถานการณในการเตรียมการเผชิญตอสาธารณ
ภัยของกรุงเทพมหานครในชวงเวลาที่ผานมาและการนําเสนอแนวทางในการเตรียมประชาชนใน
พื้นที่กรุงเทพมหานครใหพรอมเผชิญภัยจากอุทกภัยในอนาคต โดยไดออกแบบวิธีการวิจัยในเชิง
คุณภาพ
ผลของการวิจัย พบวา การจัดการภัยพิบัติโดยอาศัยชุมชนเปนฐาน (Community- Based Disaster Risk Management) เปน “นวัตกรรม (Innovation)” ในการบริหารจัดการดานภัย
พิบัติระดับชุมชนเชิงปองกันที่ไดรับการยอมรับและถือปฏิบัติอยางแพรหลายในปจจุบัน เนื่องจาก
เปนระบบที่มีขอมูลการบริหารทรัพยากร การวางแผนการมีสวนรวมและการจัดองคกรระดับ
ทองถิ่นที่ชัดเจน แตในทางการปฏิบัติปรากฏวามาตรการตางๆ ที่กรุงเทพมหานครกําหนดขึ้นนั้น
ลวนแตเปนการดําเนินงานในสวนของทางราชการ แตมิไดใหความสําคัญตอการสรางความพรอม
ในการเผชิญภัยจากอุทกภัยของปจเจกบุคลหรือของชุมชนอยางเปนรูปธรรม ดังนั้น จึงเห็นควร
กําหนดมาตรการเสริมสรางความเขมแข็งและความพรอมของปจเจกบุคคลดวยการวางแผนสิ่งที่
ควรปฏิบัติเมื่อเกิดเหตุการณในแตละประเภทการเตรียมการดานองควัตถุการเตรียมการดานองค
ความรูและการเตรียมบริหารจัดการวิกฤตการณจากอุทกภัย รวมทั้งการเสริมสรางความเขมแข็งและ
ความพรอมของชุมชนโดยการจัดตั้งคณะกรรมการจัดการน้ําและน้ําทวมที่มีประสิทธิภาพพิจารณา
สถานการณภายนอกพื้นที่ชุมชน

ABSTRACT
Title The Research of the Preparation of People’s Readiness in Encountering the Bangkok
Flooding Area

The Objectives of this research were to study about People status in the preparation
of readiness in facing with the flood and to suggest the guidelines in preparation of people’s
readiness in encountering the Bangkok Flooding Area to realize flooding disaster in the coming
future. The scope of 3 crucial matters of the research comprised of the study of involving theories,
guidelines and other relating researches with the preparation of people’s readiness and collecting
all situation involving the situation of preparation towards public disaster in Bangkok to be ready
for facing flooding situation in the coming future by the methodology of quality research.
The result found that the Community-Based Disaster Risk Management was an
innovation of the Anti-Disaster management in the prevention community level that was accepted
and widely practiced in the present. Due to this system was including the information of resources
management, planning of participation and the arrangement of local organization clearly. For the
practical aspect, we found that various standards which Bangkok Metropolitan has established
were only the public proceeding, but without concerning with the creating preparation of people’s
readiness in public or person substantially. Therefore, the standard of encouraging the strength
and readiness of personal preparation through practical issues’ planning. By the time crisis event
happened, the standards of preparation comprised of materials, knowledge and preparation of
flooding crisis management including encouraging the strength and readiness of community
preparation through setting up the committee of flooding management efficiently and seriously by
considering the situation of outside community area as well.
