เรื่อง บทบาทของ ปตท. ในการสรางความเขาใจตอสังคมยุคดิจิตอลเพื่อความ
มั่นคงดานพลังงาน

จากกระแสสังคม การเมืองที่เปลี่ยนไป ในกระแสสังคมไทยยุคดิจิตอล ทําใหเกิด
กระแสตอตานที่ทําใหเกิดผลกระทบอยางรุนแรงตอภาพพจน บทบาทของธุรกิจของ ปตท. ในการ
เปนกลไกของรัฐ ดําเนินยุทธศาสตรดานพลังงาน สรางความมั่นคงทางพลังงาน เศรษฐกิจการเมือง
ของประเทศ แตขณะเดียวกันความไมเขาใจและกระแสที่เผยแพรผานสื่ออยางรวดเร็วก็ทําใหเกิด
ปญหากับการดําเนินธุรกิจของ ปตท. และอาจเปนประเด็นลุกลามได
การศึกษานี้มีวัตถุประสงคในการวิเคราะหองคประกอบและปจจัย ที่มีผลกระทบตอ
ความนาเชื่อถือตอสาธารณะ (Public Trust) ปญหาอุปสรรคของการดําเนินงาน ศึกษาบทบาทของ
ปตท. ในการสรางความมั่นคงทางพลังงาน และเสนอแนะยุทธศาสตร ในการสรางความเขาใจที่
ถูกตองกับภาคสังคม โดยมีขอบเขตการศึกษาจากแหลงขอมูลทุติยภูมิ และ การสัมภาษณโดยตรง
จากผูทรงคุณวุฒิในชวงป2557 และผลวิจัยความพึงพอใจของผูมีสวนไดเสียตอ ความนาเชื่อถือ
สาธารณะ (Public Trust) โดยเชื่อมโยงกับ บทบาทภารกิจของ ปตท. สถานการณพลังงานของ
ประเทศ นโยบายรัฐที่เกี่ยวของ การดําเนินงานมีลักษณะเปนงานวิจัยเอกสาร (Documentary
Research) และขอมูลที่ใชเปนขอมูลทุติยภูมิ (Secondary Data) การสัมภาษณโดยตรงจากผูทรง
คุณวุฒิและศึกษาวิเคราะหเชิงสหวิทยาการ (Multi-disciplinary)
ผลการวิจัยและขอมูลตางๆ จากการสัมภาษณพบวา ปตท.เริ่มสูญเสียชื่อเสียงและ
คะแนนนิยมระดับองคกรในหลายกลุมผูมีสวนไดเสีย โดยเฉพาะนักลงทุน ขาราชการ สื่อมวลชน
และ NGO ขอโจมตีสําคัญคือ ความโปรงใส การเปดเผยขอมูล การแยกจากการเมือง การจัดสรรผล
กําไร ปตท. จึงตองปรับตัวเขากับการบริหารภายใตสองบทบาทคือ การสรางความมั่นคงทาง
พลังงานใหประเทศและสรางความมั่งคั่งใหผูถือหุน โดยสรางใหพนักงานตระหนักถึงความคาดหวัง
ของ Stakeholder และผูเกี่ยวของตางๆ ที่จะมีการแบงกลุมชัดเจน และมีการดําเนินงานแบบ
Proactive มีทีมงานและโครงสรางดูแลงาน มีการสื่อความดานนี้โดยเฉพาะ ขณะเดียวกันก็ตอง
บริหารความเสี่ยง และมีทีมกฎหมายเพื่อดําเนินการที่เกี่ยวของดวย

ABSTRACT
Title PTT’s Roles in creating the understanding to the Digital Society for Energy
Security
Field Science, Technology, Energy, and Environment

Due to the change in social and political trend in Thai Digital Society, PTT Public
Company Limited (PTT) has constantly faced difficulties from stream of oppositions. This leads
to different impacts on PTT’s image and its business role as a government mechanism to
implement energy strategies, and sustain the economic and political security of Thailand. The
resistance and hot issues quickly shared in the public by social media also aggravated the
problems and could create more widespread issues. This study is a Documentary Research aimes to analyze factors which create
impacts on PTT’s Public Trust and operation and to review PTT’s role in strengthening the
energy security, then recommend the strategies to enhance better understanding among the
general public. The scope of the study includes secondary data, experts’ interview in 2014, and
the survey from PTT’s stakeholders for Public Trust. The analysis report will be
multidisciplinary.
The results of the study indicates that PTT starts losing corporate reputation and
popularity among many groups of stakeholders especially investors, government officials, media,
and NGOs. Among the main accusations are lack of transparency, disclosure of information from
the company, lack of political neutrality and profit sharing . Therefore, PTT shall balance her
roles in strengthening the energy security and creating wealth to the investors. PTT should
response to the stakeholders expectation and categorize the stakeholders into separate groups in
order to manage them effectively. This can be achieved by proactive action; assigning teams
within PTT to look after different stakeholders, public relations, risk management, and providing
legal expert team to handle the relevant issues.
