เรื่อง การนําเทคโนโลยีและนวัตกรรมดานกระสุนและวัสดุเกราะมาใชเพื่อการ
พัฒนาอุตสาหกรรมปองกันประเทศ

งานวิจัยนี้มีวัตถุประสงคเพื่อศึกษาแนวทางการนําเทคโนโลยีและนวัตกรรมดาน
กระสุนและวัสดุเกราะสูสายการผลิตใหมีคุณภาพทัดเทียมกับตางประเทศ ไดมาตรฐานสากล
นําไปสูสายการผลิตเชิงพาณิชย เพื่อการพัฒนาอุตสาหกรรมปองกันประเทศอยางยั่งยืน ตลอดจน
ศึกษาแนวทางการบูรณาการขีดความสามารถภาครัฐ/เอกชน/สถาบันการศึกษา ในความรวมมือดาน
ตาง ๆ เพื่อนําไปสูการพึ่งพาตนเอง สําหรับการวิจัยครั้งนี้เปนการวิจัยเชิงคุณภาพโดยการนําเสนอ
ผลการวิจัยในรูปแบบการพรรณนาวิเคราะห โดยศึกษารวบรวมขอมูลในประเด็นที่เกี่ยวกับหัวขอ
การศึกษาและสัมภาษณผูทรงคุณวุฒิ เครื่องมือที่ใชในการวิจัยนี้คือ แบบสัมภาษณ ในขอบเขตของ
การศึกษาเกี่ยวกับเทคโนโลยีและนวัตกรรมที่สามารถนํามาประยุกตใชงานดานกระสุนและวัสดุ
เกราะ จากหนวยงานทั้งภายใน และภายนอกกระทรวงกลาโหมรวม ทั้งขอมูลของโรงงาน
ภาคเอกชนที่ผลิตกระสุนและวัสดุเกราะ พรอมทั้งสัมภาษณผูทรงคุณวุฒิที่ปฏิบัติงานในสายงาน
อุตสาหกรรมปองกันประเทศ ผลการศึกษาพบวา แนวทางในการนําเทคโนโลยีและนวัตกรรมสู
สายการผลิตไดโดยการ แบงปนขอมูลผลการวิจัย เปลี่ยนถายการผลิตภายใตลิขสิทธิ์ไปสูการผลิต
ที่สามารถผลิตไดตามความตองการโดยผลิตภัณฑตองผานการทดสอบตามมาตรฐานสากล สําหรับ
การบูรณาการดานเทคโนโลยีและนวัตกรรมไปสูการผลิตเชิงพาณิชย สามารถทําไดโดยการนํา
ผลงานไปทําการทดสอบ เมื่อผานเกณฑมาตรฐานกําหนดแลวนําไปรับรองมาตรฐาน และรับรอง
ทรัพยสินทางปญญาของผลิตภัณฑ ในสวนการบูรณาการขีดความสามารถ โดยการสรางเครือขาย
ความรวมมือคุณภาพและราคาผลิตภัณฑ พัฒนาศักยภาพการวิจัยพัฒนาเทคโนโลยีทางทหาร พัฒนา
และสนับสนุนปจจัยที่เอื้อตอการประกอบการ สงเสริมความรวมมือดานการผลิต การรวมทุน การมี
สวนรวมในหวงโซอุปทาน และสงเสริมการตลาดโดยหนวยงานที่เกี่ยวของทั้งหมด สําหรับขอเสนอแนะ
นั้น ภาครัฐควรจัดทําแผนแมบทดานกิจการอุตสาหกรรมปองกันประเทศ กําหนดความตองการ
เทคโนโลยีนวัตกรรมทางทหาร ปรับทัศนคตินักการเมือง เหลาทัพและหนวยงานราชการพลเรือน
ใหเห็นความสําคัญ ในการสั่งซื้อผลิตภัณฑอุตสาหกรรมปองกันประเทศที่ผลิตไดภายในประเทศ
อาจรวมถึงการโอนกิจการใหเอกชนดําเนินการและตั้งกองทุนใหภาคเอกชนกูเงินยืมลงทุนดวย

Title Using Technology andInnovation of Ammunition and Armor Materials for the
Development of the Defence Industry

This research aims to study the technology and innovation of ammunition and armor
materials into commercial production line with international standards quality for sustainable
development of the Defence Industry, as well as integration capabilities, government/ private/academic
institutions tocooperate in various fields lead to self-reliance. This research is qualitative research in
the form of descriptive analysis.The tools used in this research is the interviews in the education on
technology and innovation applied to the ammunition and armor materials from both inside and
outside the Department of Defence, the private factories that manufacture materialsammunition and
armor along with interviews with experts who work in the Defence Industry. The study found that
guideline for technological production lines by sharing research results, change the production under
license to production can be produced on demand by the product must be tested according to
international standards. For integrating technology and innovation into commercial production can
be achieved by bringing the work to the standardtest then approved certification of products and
intellectual property. The integration capabilities can be creating a collaborative network quality and
price, developing the military technology, development and support the factors contributing to
entrepreneurship, promoting cooperation in the production of the joint venture to engage in the
supply chain, promotion and marketing by all relevant authorities. The suggestion that the
government should prepare a master plan for the Industry Defence by requirements the innovative
and technology for military, attitude adjustment political forces and civil authorities to the
importance by in order to produce domestic Defence Industry may be include transferring the
business to a private operator and the private sector to fund investments with borrowed money too.
