งานวิจัยครังนีมีวัตถุประสงค์เพือศึกษาสภาวะแวดล้อมด้านภัยพิบัติและการบรรเทา
สาธารณภัยในภูมิภาคอาเซียน ศึกษาเฉพาะกรณีกองพลพัฒนาในการบรรเทาสาธารณภัย เพือ
เสนอแนะแนวทางการพัฒนาประสิทธิภาพของกองพลพัฒนาในการบรรเทาสาธารณภัย ขอบเขต
การวิจัยคือวิเคราะห์บทบาทของกองพลพัฒนา ตามพระราชบัญญัติป้ องกันและบรรเทาสาธารณภัย
พ.ศ.๒๕๕๐ โดยศึกษาบทเรียนจากกรณีเหตุการณ์ภัยพิบัติทีกองพลพัฒนาที๑ ไปสนับสนุนการ
ปฏิบัติการภัยพิบัติต่างๆ เช่นเหตุการณ์สึนามิถล่มภาคใต้ของไทยเมือมี๒๕๔๗ , นําท่วมใหญ่ภาค
กลางเมือปี๒๕๕๔ และ อาคารยูเพลสคอนโดถล่มทีปทุมธานีเมือปี๒๕๕๗ เป็ นต้น สําหรับการ
วิจัยครังนีเป็ นการวิจัยเชิงคุณภาพ โดยศึกษารูปแบบของสาธารณภัยทีครอบคลุมสภาวะแวดล้อมใน
ปัจจุบันของไทยและภูมิภาคอาเซียน แหล่งข้อมูลในการวิจัยได้จาก กฎหมายทีเกียวข้อง เอกสาร
วิจัยทีเกียวข้องกับการบรรเทาสาธารณภัยของกองทัพบก งานเขียนและการสัมภาษณ์ผู้มี
ประสบการณ์ด้านการบรรเทาสาธารณภัยของกองทัพบก ผลการวิจัยพบว่า กองพลพัฒนามีความ
เหมาะสมต่อภารกิจบรรเทาสาธารณภัยเพราะได้รับการบรรจุเครืองมือในกองร้อยบรรเทาสาธารณ
ภัยแล้วบางส่วน รวมทังบูรณาการเครืองมือช่างของกรมทหารช่างในอัตรา ทําให้สามารถปฏิบัติ
ภารกิจบรรเทาสาธารณภัยได้อย่างมีประสิทธิภาพ ข้อเสนอแนะจากการวิจัยคือ กองทัพบกควร
บรรจุกําลังพลและยุทโธปกรณ์ในกองร้อยบรรเทาสาธารณภัยให้ครบถ้วนตาม อัตราการจัด
ยุทโธปกรณ์ทีอนุมัติไว้แล้ว ตลอดจนจัดการเรืองระบบการส่งกําลังเครืองมือบรรเทาสาธารณภัยให้
มีความเหมาะสม และให้กองพลพัฒนามีวงรอบการฝึ กร่วมกับส่วนราชการและเอกชนทีเกียงข้องทัง
ในระดับท้องถินและระดับประเทศในการบรรเทาสาธารณภัยกับกรมป้ องกันและบรรเทาสาธารณ
ภัยเพือให้เกิดความคุ้นเคยและทราบถึงหน้าทีของกันและกันในการปฏิบัติภารกิจบรรเทาสาธารณ
ภัยได้อย่างมีประสิทธิภาพ และในปี พ.ศ.๒๕๕๙ จะเป็ นปี ทีจะเกิดประชาคมเศรษฐกิจอาเซียน
(AEC) ซึงทีผ่านมาได้มีการจัดตังองค์กรทีเกียวกับการบรรเทาสาธารณภัย เช่น ACDM , AHA
Centre และระบบการบริหารจัดการ บันทึกข้อตกลงอืนๆ เพือช่วยเหลือภารกิจด้านสาธารณภัย
ระหว่างมิตรประเทศอาเซียนอย่างมีประสิทธิภาพ

ABSTRACT
Title The Effective Advancement of Development Division in Disaster Relief

A research in “the Effective Advancement of Development Division in Disaster
Relief” intends to study the environment and disaster relief in the Asian region. This research
studies only of a Thai army unit, 1
st Development Division, in disaster relief mission. The
objective is to provide guidelines for improving the efficiency of its disaster relief mission. The
scope of the research is to analyze the role of the Development Division due to the Disaster
Prevention and Mitigation Act 2550 by studying lessons of the catastrophic disaster relief
missions. For example, the tsunami stroked southern part of Thailand in 2004, mega flood in
central part of Thailand in 2011 and a collapsed condominium in Patumtani in 2014 etc. This
study is a qualitative study by focusing patterns of disaster that occurred in Thailand and the
ASEAN nations. The data were obtained from sources such as related laws, dissertation related to
disaster relief mission of the army and interviews some army personals who themselves had been
experienced in disaster relief. The study found that the Development Division is a unit that
appropriate for disaster mission. Having many engineering equipments in an engineer regiment
and disaster equipments in a disaster relief company, even though it is not complete yet, and also
its own skillful personal are the key factors to achieve the successful mission. Recommendations
from the research are that army should fulfill troops and equipment in the disaster relief company
and establish sound logistics system for the disaster equipment. In addition, the army should
assign joint training and exercise between the Development Division and key role officials such
as any disaster relief provincial units, the Department of Disaster Prevention and Mitigation,
Minister of Interior and the National Security Office etc. These training will gain disaster
experience of the Development Division to fulfill disaster relief capacity to its full strength. Last
but not lease, the AEC is approaching and the disaster cases will be various, the understanding of
disaster management is very important. A good training session with the Department of Disaster
Prevention and Mitigation and also joint training with Asian nations and organization such as
ACDM, AHA Centre is very necessary to the successful of disaster mission.
