ปัญหายาเสพติดนับเป็ นปัญหาส าคัญที่ส่งผลกระทบรุนแรงต่อสังคมไทย รัฐบาลได้
ตระหนักถึงปัญหายาเสพติดที่แพร่หลายอยู่ในสังคมไทยและได้ถือเป็ นหนึ่งในวาระแห่งชาติที่ทุก
ภาคส่วนจา เป็นจะตอ้งร่วมกนัแกไ้ข ดงัจะเห็นไดจ้ากการเพิ่มงบประมาณประเทศเพื่อแกไ้ขปัญหา
ยาเสพติดอยา่ งต่อเนื่องอยา่ งไรก็ตามผลลพัธท์ ี่เกิดข้ึนคือ สภาพปัญหายาเสพติดในประเทศน้นั ยงัคง
มีความรุนแรงอย่างต่อเนื่อง ซึ่งสวนทางกับการใช้จ่ายงบประมาณในด้านยาเสพติดของประเทศ
การวิจยัในคร้ังน้ีจึงมีความมุ่งหมายเพื่อศึกษาแนวทางการจดั สรรงบประมาณในการป้องกนั และ
แก้ไขปัญหายาเสพติดของหน่วยงานภาครัฐ ระหว่างปี งบประมาณ พ.ศ. 2553-2557 และเพื่อ
ประเมินความเหมาะสมและปัญหาอุปสรรคที่เกิดข้ึนในการจดั สรรงบประมาณเพื่อแกไ้ขปัญหายา
เสพติดของหน่วยงานภาครัฐรวมถึงเสนอแนวทางในการจัดสรรงบประมาณเพื่อแก้ไขปัญหายาเสพ
ติดของหน่วยงานภาครัฐที่เกี่ยวข้อง โดยศึกษาวิเคราะห์ข้อมูลการจัดสรรงบประมาณในด้านการ
แก้ไขปัญหายาเสพติดให้กับหน่วยงานที่เกี่ยวข้องโดยอาศัยข้อมูล “เอกสารงบประมาณรายจ่าย
ประจ าปี จ าแนกตามยุทธศาสตร์ประเทศ (Country Strategy: CS) – นโยบายเร่งด่วน – นโยบาย
ส าคัญ” ระหว่างปี พ.ศ.2553-2557 จากส านักงานงบประมาณ มาใช้ในการวิเคราะห์ผลการวิจัย
พบว่างบประมาณในการป้ องกันและแก้ไขปัญหายาเสพติดของหน่วยงานภาครัฐ ระหว่าง
ปี งบประมาณ พ.ศ.2553-2557 น้ันเป็นไปดว้ยความเหมาะสมในทิศทางเดียวกนักบัแนวโน้มของ
ประเทศ ดังจะเห็นได้จากการเริ่มตน้ ให้ความส าคัญในด้านปราบปราม จนกระทั่งในช่วงปีง
ประมาณ พ.ศ.2555 เป็นต้นมาก็เริ่มที่จะให้ความส าคัญในด้านการบ าบัดรักษาควบคู่ไปกับการ
ป้ องกันเพื่อจ ากัดจ านวนผู้ที่เกี่ยวข้องกับ ยาเสพติดไม่ใหเ้พิ่มจา นวนข้ึน อย่างไรก็ตามในการแก้ไข
ปัญหายาเสพติดในภาพรวม ประเทศไทยยังคงมีอุปสรรคส าคัญที่ส่งผลกระทบต่อประสิทธิผลใน
การป้ องกันแก้ไขปัญหายาเสพติด ผู้วิจัยจึงมีข้อเสนอแนะในเรื่องการปรับเปลี่ยนแนวทางการใช้
จ่ายงบประมาณในด้านยาเสพติดโดยให้ความส าคัญกับด้านการป้ องกันและการบ าบัดมากกว่าการ
ปราบปราม รวมถึงปรับเปลี่ยนทัศนคติของสังคมไทยที่มีต่อผู้เกี่ยวข้องกับยาเสพติดเพื่อให้คน
เหล่าน้ีไดร้ับโอกาสในการดา เนินชีวิตอยา่ งปกติสุขในอนาคต

Title Budget allocation for Drug Problems and National Securities

The drug problem is a major problem that affects Thailand in many ways. Such as
crime problem, quality of life, economic issues etc. The government was aware of the drug
problems in Thailand and it was considered one of the national agenda with all sectors need to
solve it together. This can be seen from the increased budget to resolve the drug problem
continued. However, such problems is still ongoing. Which against the spending budget in the
drug of the nation. The purpose of this research is to study the allocation of the budget to prevent
and resolve drug problems during fiscal year 2010 – 2014. And to assess the suitability and
problems that arise in the allocation of the budget to fix the drug problem of government
agencies. Included in the proposition to tackle drug. The researcher did documentary research as a
methodology. The data "Annual Budget Document Budget Summary Report by country
strategies (CS) - urgent policy –predominant policy" during the year 2010 –2014 from Office of
Budget were used in the analysis. The research found that the budget was allocated to prevent and
resolve drug governmental organizations during fiscal year 2010 –2014 was appropriate with the
trend of the international level. As can be seen from the beginning the government focus on the
suppression until approximately in 2012 the government began to focus on the prevention and
treatment. However, in solving the drug problem as a whole Thailand remains a major obstacle
that affects the effectiveness in preventing drug problems such as geopolitical problems of the
country's borders with neighboring countries a long distance, corruption which occurred in an
agency that is responsible defensive tackle drugs, and Thai attitudes still believe that the drug
users is criminals which must be excluded from society. The researcher is therefore suggested
modifications in the spending budget in the drug by giving priority to the prevention and
treatment rather than suppression. Moreover, the issue of corruption must be solve and changing
Thai attitude to give a chance to drug users.
