เรื่อง แนวทางการบริหารจัดการพื้นที่ป่าสงวนแห่งชาติ จังหวัดเลย อย่างยั่งยืน

การศึกษาวิจัยครั้งนี้ มีวัตถุประสงค์ เพื่อศึกษาแนวคิดเกี่ยวกับการบริหารจัดการป่าไม้
และสถานการณ์บริหารจัดการพื้นที่ป่าของประเทศไทย การบริหารจัดการพื้นที่ป่าบ้านน้ำพุ อำเภอ
ด่านซ้าย จังหวัดเลย ในเขตป่าสงวนแห่งชาติป่าภูเปือย ป่าภูขี้เถ้า และป่าภูเรือ และเสนอแนวทาง
ในการบริหารจัดการพื้นที่ป่าสงวนแห่งชาติ จังหวัดเลย อย่างยั่งยืน โดยศึกษาเฉพาะพื้นที่ป่าสงวน
แห่งชาติ “ป่าภูเปือย ป่าภูขี้เถ้า และป่าภูเรือ” ที่ตรวจยึดได้จากการบุกรุก จำนวน ๓,๐๑๗ ไร่เศษ
ในท้องที่บ้านน้ำพุ หมู่ ๖ อำเภอด่านซ้าย จังหวัดเลย เป็นการศึกษาวิจัยเชิงคุณภาพ โดยการรวบรวม
ข้อมูลจากแนวคิด ทฤษฎี และงานวิจัยที่เกี่ยวกับ รวมทั้งการสัมภาษณ์เชิงลึกของผู้มีส่วนเกี่ยวข้อง
แล้วนำข้อมูลมาวิเคราะห์ เปรียบเทียบ เพื่อให้ได้มาซึ่งแนวทางในการบริหารจัดการพื้นที่ป่าสงวน
แห่งชาติดังกล่าว ผลของการศึกษาพบว่า พื้นที่ป่าได้ถูกบุกรุกและทำลายมาเป็นเวลายาวนาน
มีสาเหตุสำคัญมาจาก แนวนโยบายแห่งรัฐที่พัฒนาประเทศตามกรอบแนวคิดของทุนนิยม ปัญหาด้าน
กฎหมายและการบังคับใช้ของเจ้าหน้าที่รัฐ รวมถึงการประกาศพื้นที่ป่าของรัฐ ปัญหาจากราษฎร
ผู้ยากไร้ไม่มีที่ทำกิน และการเพาะปลูกแบบดั้งเดิม ตลอดจนปัญหาการครอบครองบุกรุกพื้นที่ป่า
ของนายทุนและผู้มีอิทธิพล โดยมีข้อเสนอแนวทางการบริหารจัดการพื้นที่ป่าสงวนแห่งชาติ
จังหวัดเลย คือ การตรวจสอบพิสูจน์สิทธิพื้นที่ทำกินของราษฎรในเขตป่าสงวนแห่งชาติด้วยแผนที่
แนวเขตที่ดินของรัฐแบบบูรณาการมาตราส่วน ๑ : ๔,๐๐๐ (One Map) และการจัดทำโครงการ
การจัดที่ดินทำกินให้ชุมชนในเขตพื้นที่ดังกล่าวต่อไปข

Title Guidelines for sustainable management of the National Reserved
Forest Area, Loei Province

This research aims to study the concepts of forest management and the
situation of forest management in Thailand, Ban Namphu Forest Area Management
in the Phu Pueai, Phu Khithao and Phu Ruea National Reserved Forest, and to
propose guidelines for sustainable management of the National Reserved Forest
Area, Loei Province. This qualitative research collects data from concepts, theories
and related research including in-depth interviews with stakeholders. The data are
analyzed and compared to obtain guidelines for the management of the national
reserved forest. The result of the study reveals that forest areas have been invaded
and destroyed for a long time. There are major causes from state policy guidelines
that develop the country according to the concept of capitalism, legal and
enforcement issues of government officials, the declaration of state forest areas,
problems of habitat and arable land providing for the people, traditional cultivation
as well as the problem of occupying and encroaching on forest areas by capitalists
and influential people. Guidelines for the management of the National Reserved
Forest Area, Loei Province are to verify the rights of the people in the agricultural
area in the National Reserved Forest with the integrated state land boundary map on
a scale of 1: 4,000 ( One Map) and the preparation of the project for arranging arable
land for the community in the aforementioned area.
