เรื่อง แนวทางการพัฒนาความสัมพันธ์ทางทหารระหว่างไทยกับสาธารณรัฐ

ไทย และ สปป.ลาว เป็นประเทศเพื่อนบ้านที่มีประวัติศาสตร์ร่วมกันมานาน และ
เคยมีความขัดแย้งถึงขั้นใช้กําลังในการสู้รบ ปัจจุบัน สปป.ลาวก็ยังคงมีความหวาดระแวงไทยรวมถึง
มีประเด็นอ่อนไหว อาทิเรื่องเส้นเขตแดนบางส่วนที่ยังตกลงกันไม่ได้ซึ่งอาจนําไปสู่การกระทบกระทั่ง
และใช้กําลังเหมือนเช่นในอดีต ดังนั้นความสัมพันธ์ทางทหารที่ดีระหว่างไทยกับ สปป.ลาว จึงเป็น
ปัจจัยสําคัญที่จะช่วยสร้างเสถียรภาพความมั่นคง ลดปัญหาข้อขัดแย้งระหว่างกัน ทําให้ทั้งสอง
ประเทศอยู่อย่างสงบสุข และส่งเสริมให้เกิดสภาวะแวดล้อมที่ดีในการพัฒนาประเทศ เอกสารวิจัยนี้
มีวัตถุประสงค์เพื่อตรวจสอบสภาวะแวดล้อมที่เกี่ยวข้องกับการดําเนินความสัมพันธ์ทางทหารระหว่าง
ไทยกับ สปป.ลาว รวมถึงรวบรวมประสบการณ์การปฏิบัติงานจากผู้เกี่ยวข้อง และนํามาวิเคราะห์
เพื่อเสนอแนวทางการพัฒนาความสัมพันธ์ทางทหารระหว่างไทยกับ สปป.ลาว
จากการศึกษาเรื่องแนวทางการพัฒนาความสัมพันธ์ทางทหารระหว่างไทยกับ สปป.ลาว
โดยเริ่มต้นการศึกษา แนวคิด ทฤษฎีวรรณกรรม และงานวิจัยที่เกี่ยวข้อง ทําให้ทราบปัญหา อุปสรรค
ในการดําเนินความสัมพันธ์กับ สปป.ลาว ที่สําคัญได้แก่ ความทรงจําและการรับรู้ทางประวัติศาสตร์
ที่ฝ่ายลาวมองไทยในทางลบ ความขัดแย้งในอดีต ความหวาดระแวงของฝ่ายลาวที่มองว่าไทย
ให้การสนับสนุนขบวนการต่อต้านลาว (ขตล.) ความแตกต่างทางระบอบการปกครองและอุดมการณ์
ทางการเมือง รวมถึงบทบาทและอิทธิพลของชาติอื่นต่อ สปป.ลาว โดยเฉพาะเวียดนาม
ซึ่งเปรียบเสมือนพี่ใหญ่ที่ลาวมักจะฟังและปฏิบัติตามในหลายๆ เรื่อง ขณะที่มีโอกาสและความท้าทาย
ที่สําคัญได้แก่การที่ไทยและลาวมีเชื้อชาติศาสนา ภาษาและวัฒนธรรมที่คล้ายกันไม่เหมือนประเทศ
ใดๆ ในโลก กลไกความร่วมมือต่างๆ ในภูมิภาคทั้งทวิภาคีและพหุภาคีประกอบกับกองทัพประชาชน
ลาวอยู่ในช่วงการปรับโครงสร้างและพัฒนากองทัพ แต่มีข้อจํากัดด้านงบประมาณจึงต้องการ
การสนับสนุนจากชาติต่างๆ ซึ่งลาวต้องการศึกษาเรียนรู้จากไทยในบางเรื่อง จึงเป็นโอกาสที่ดี
ในการพัฒนาความสัมพันธ์ทางทหารระหว่างกัน การศึกษาและวิเคราะห์ในเรื่องที่เกี่ยวข้องทําให้
สามารถกําหนดเป็นแนวทางการพัฒนาความสัมพันธ์ทางทหารระหว่างไทย กับ สปป.ลาว อย่างยั่งยืน
ตามวัตถุประสงค์การวิจัย และได้ข้อเสนอแนะที่สําคัญ ดังนี้
ก๑. หน่วยงานที่เกี่ยวข้องควรบูรณาการร่วมกันในการกําหนดยุทธศาสตร์นโยบาย
แผนงาน และกิจกรรมรองรับ เพื่อให้การดําเนินความสัมพันธ์ทางทหารกับ สปป.ลาว เป็นไปในทิศทาง
เดียวกัน มีความต่อเนื่องและยั่งยืน
๒. การดําเนินความสัมพันธ์ทางทหารกับ สปป.ลาว หรือทํากิจกรรมใดๆ ร่วมกับ
ฝ่ายลาว จะผ่านคณะกรรมการร่วมมือรักษาความสงบเรียบร้อยตามชายแดนทั่วไป ไทย - ลาว (GBC)
ซึ่งเป็นช่องทางหลักเพียงช่องทางเดียว กห.อาจพิจารณาเพิ่มกรอบความร่วมมือคณะกรรมการชายแดนส่วนภูมิภาค Regional Border Committee : RBC เพื่อให้การดําเนินความสัมพันธ์ในระดับ
พื้นที่สะดวกและมีประสิทธิภาพมากขึ้น
๓. กห., บก.ทท. และเหล่าทัพ ควรทบทวนการสนับสนุนงบประมาณที่เหมาะสมให้แก่
ฝ่ายลาว เนื่องจากกองทัพประชาชนลาวมีงบประมาณที่จํากัด ซึ่งจะช่วยเพิ่มแรงจูงใจให้ฝ่ายลาว
เข้าร่วมกิจกรรมต่าง ๆ ที่ฝ่ายไทยเป็นเจ้าภาพ และพัฒนาความสัมพันธ์ระหว่างกันให้ดียิ่งขึ้น
๔. กห., บก.ทท. และเหล่าทัพ ควรจัดให้มีการแลกเปลี่ยนการเยือนของผู้บังคับบัญชา
ระดับสูง ในโอกาสที่เหมาะสมอย่างต่อเนื่อง เพื่อกระชับความสัมพันธ์ของผู้นําทางทหารของ
ทั้งสองประเทศ
๕. หน่วยงานที่เกี่ยวข้องควรจัดอบรมสร้างความเข้าใจให้แก่ผู้ปฏิบัติงานในการดําเนิน
ความสัมพันธ์ทางทหารกับฝ่ายลาว เพื่อให้ทราบและตระหนักในประเด็นอ่อนไหวที่ควรหลีกเลี่ยง
๖. ทบ. และ ทอ.ควรพิจารณาคัดเลือกและเตรียมบุคลากรที่มีความรู้ความสามารถ
ที่เหมาะสมไปปฏิบัติหน้าที่ด้านการทูตฝ่ายทหาร ณ สปป.ลาว

Title Guideline for the development of military relationship between
Thailand and the Lao People's Democratic Republic

Thailand and the Lao People's Democratic Republic (LPDR) have shared
the long history as neighboring countries. There have also been some armed conflicts
between the two countries. Today, the LPDR is yet to render complete trust towards
Thailand inclusive of some sensitive issues, for example, the unsettled disputes over
the demarcation line. It is possible that such dispute might lead to extended conflicts
and the use of military forces as in the past. To this end, good military partnership
between Thailand and the LPDR will become a critical factor that helps promote
security and stability, reduce disagreements, bring peace to both countries, and allow
the proper environment for the national development. This research is aimed
at evaluating the environment associated with the military partnership between
Thailand and the LPDR and experiences from those involved in such environment.
The collected information would subsequently be analyzed to propose guideline
for the development of military relationship between Thailand and the LPDR.
From the study of guideline for the development of military relationship
between Thailand and the LPDR starting from the study of the idea, theory, literatures,
and related research, the researcher is able to acknowledge the problems and drawbacks
in pursuing relationship with the LPDR. The important ones are the adverse memory
and realization of history from the perspective of the LPDR, conflicts in the past,
distrust of the LPDR towards Thailand for supporting the Anti-LPDR Group, difference
in the regime and political ideology, and roles and influence of other nations with
respect to the LPDR. Vietnam, in particular, is the country that has great influence over
the LPDR. The LPDR seems to agree and comply with Vietnam in many issues. On the
contrary, major opportunities and challenges include common race, religion, language,
and culture between Thailand and the LPDR which are unique. Various bilateral and
multilateral cooperative mechanisms in the in combination with people's army of the
LPDR are in the reconstruction and modernization phase. Unfortunately, due to the
budget constraints, the LPDR demands supports from other countries. The LPDR
desires learning from Thailand in some aspects. Such desire leads to a good chance in
enhancing military relationship between the two nations. Studies and analysis in therelated matters allow the establishment of the guideline for the sustainable development
of military relationship between Thailand and the LPDR in accordance with the research
objective as follows :
1. Related agencies should cooperatively set up the strategy, policy, plans
and supportive activities to assure the coherent direction of the military relationship
between Thailand and the LPDR in a continued and persistent manner.
2. Military relationship between Thailand and the LPDR or any activities
with the LPDR will proceed through the General Border Committee which is the only
channel. The Ministry of Defense might consider expand the framework of the
Regional Border Committee for the more effective local relationship.
3. The Ministry of Defense, the Royal Thai Armed Forces, the Royal Thai
Army, the Royal Thai Navy, and the Royal Thai Air Force should allocate appropriate
budget for the LPDR due to its budget constraint. This will encourage the representatives
from the LPDR to participate in the activities hosted by Thailand, which, in turn, will
improve our relationship.
4. The Ministry of Defense, the Royal Thai Armed Forces, the Royal Thai
Army, the Royal Thai Navy, and the Royal Thai Air Force should regularly host the
exchange of visits of the high-ranking officers in the suitable occasions to tighten the
bond of military leadership of both countries.
5. Related agencies should set up training courses to provide proper
understanding among personnel involved in maintaining military leadership with the
LPDR regarding the sensitive issues.
6. The Royal Thai Army and the Royal Thai Air Force should select and
prepare insight personnel with appropriate expertise to be posted as the military
attachés in the LPDR.
