การวิจัย เรื่อง แนวทางการพัฒนายุทธศาสตร์ข้อมูลสถิติประเทศไทยสู่ระดับสากล
มีวัตถุประสงค์เพื่อศึกษาวิเคราะห์บริบทและสถานการณ์ข้อมูลสถิติของประเทศไทยในปัจจุบัน
โดยเฉพาะการจัดอันดับสถานะข้อมูลประเทศไทยในเวทีนานาชาติ บริบทการเปลี่ยนแปลงด้าน
ดิจิทัลและด้านอื่น ๆ ทรัพยากรในการจัดการข้อมูล และปัญหาอุปสรรคที่ส าคัญของการพัฒนา
ข้อมูลสถิติในประเทศไทย รวมท้งัก าหนดแนวทางยุทธศาสตร์ข้อมูลสถิติประเทศไทยสู่ระดับสากล
โดยมีขอบเขตการวิจัย คือ ศึกษาเฉพาะบริบทและสถานการณ์ของข้อมูลสถิติขอ้ มูลตวัช้ีวดั และ
ขอ้มูลเปิดเท่าน้นั และศึกษาเฉพาะแนวคิดหลักการระดับยุทธศาสตร์ ไม่ลงลึกในรายละเอียดการ
ปฏิบัติงาน การวิจยัเรื่องน้ีเป็ นการวิจัยเชิงคุณภาพ โดยรวบรวมข้อมูลปฐมภูมิและทุติยภูมิ ท าการ
วิเคราะห์และสังเคราะห์ข้อมูลในช่วงเดือนธันวาคม ๒๕๖๔ ถึงพฤษภาคม ๒๕๖๕
ผลการวิจัยพบว่า แนวความคิดระดับนานาชาติ อาทิ การตัดสินใจจากหลักฐานเชิง
ประจักษ์ธรรมาภิบาลข้อมูลภาครัฐ ข้อมูลเปิ ด เป็ นหลักการที่ใช้ข้อมูลสถิติสร้างความโปร่งใสและ
ตรวจสอบได้ สอดคล้องกับระบอบประชาธิปไตย ส าหรับบริบทการจัดอันดับประเทศข้อมูลสถิติมี
ความส าคัญยิ่งในการประมวลผลตวัช้ีวดั ซ่ึงสะท้อนภาพลักษณ์ของประเทศ และมีผลอย่างมากต่อ
การลงทุนจากต่างประเทศ นอกจากน้ียุทธศาสตร์การพัฒนาสถิติของต่างประเทศ มีความคล้ายคลึง
และเป็ นไปในทิศทางเดียวกัน โดยเฉพาะการผลิตสถิติจากแหล่งข้อมูลที่หลากหลาย เช่น ข้อมูลเพื่อ
การบริหารงาน ข้อมูลขนาดใหญ่ ส่วนบริบทการเปลี่ยนแปลงทางด้านดิจิทัลและด้านอื่น ๆ ท าให้มี
ความต้องการขอ้ มูลมากข้ึน ระบบสถิติจึงตอ้งปรับเปลี่ยนรูปแบบและเพิ่มขีดความสามารถในการ
ผลิต รวมท้งัการเชื่อมโยงและบูรณาการข้อมูล ส่วนปัญหาอุปสรรคที่ส าคัญของการพัฒนาข้อมูล
สถิติประเทศไทย มีหลายประการ อาทิ ขาดความร่วมมือระหว่างหน่วยงาน ขาดระบบเทคโนโลยี
สารสนเทศ ขาดมาตรการเชิงรุกให้ใช้มาตรฐานสถิติ ขาดบุคลากรที่เชี่ยวชาญด้านแผนและ
ยุทธศาสตร์ กฎหมายที่ไม่ทันสมัย เป็ นต้น จากน้นั ไดก้า หนดยุทธศาสตร์ข้อมูลสถิติประเทศไทยสู่
ระดับสากล เพื่อใช้เป็ นกรอบในการด าเนินงาน ๓ ด้านหลัก คือ ยุทธศาสตร์ที่ ๑ การพัฒนาระบบ
สถิติของประเทศด้วยนวัตกรรมดิจิทัล ยุทธศาสตร์ที่ ๒ การพัฒ นาคุณ ภาพ ข้อมูลสถิติให้ได้
มาตรฐานสากลและยุทธศาสตร์ที่ ๓ การพัฒนาระบบนิเวศสถิติให้รองรับการยกระดับระบบสถิติ

Title Thailand's Statistical Data Strategies to International Standard

The research on Thailand's statistical data strategies to international standard had the
objectives to analyze the context and current situation of Thailand’s statistical data, especially
country rankings, digital transformation and other changes, resources in data management, and
major obstacles of statistical data development in Thailand, as well as, to formulate strategies for
Thailand’s statistical data to international standard. The scope of research was to study the
context of statistical data, indicators and open data only and to focus only on the concepts and
principles at strategic level. This research was qualitative. The primary and secondary data were
collected and analyzed from December 2021 to May 2022.
The results showed that international concepts such as evidence-based decision
making, data governance, and data openness are the principles where statistical data are used to
create transparency and accountability. These are consistent with democracy. For country
rankings, statistical data are of importance in processing of indicators, which reflect the country
image and have a great effect on foreign investment. In addition, foreign statistical data
development strategies are similar and in the same direction, especially the production of
statistical data from new data sources, such as administrative data and big data. In the context of
digital transformation and other changes, there are needs for more statistical data. The Thailand’s
statistical system should then increase the data production capacity, including linking and
integrating databases. For the major obstacles of Thailand’s statistical data development, there are
many issues, such as lack of cooperation between agencies, lack of supporting IT systems, lack of
proactive measures to use statistical standards, lack of personnel with expertise in planning and
strategy, out-of-date laws, etc. The Thailand's Statistical Data Strategies to international standard
have been then formulated as a framework for implementation as follows; strategy 1developing
the statistical system through digital innovation, strategy 2 developing statistical data quality to
meet international standards, and strategy 3 developing the statistical ecosystem.
