เรื่อง แนวทางการจัดท าโครงการของกองทัพบกเพื่อขับเคลื่อนยุทธศาสตร์ชาติ
ด้านความมั่นคง

งานวิจัยนี้มีวัตถุประสงค์เพื่อศึกษา วิเคราะห์ กระบวนการจัดท าโครงการของ
กองทัพบก และส่วนราชการภายในกระทรวงกลาโหมเป็นหลัก เพื่อวิเคราะห์กระบวนการและปัจจัย
ที่มีผลต่อการจัดท าโครงการของกองทัพบกที่ส่งผลต่อการขับเคลื่อนยุทธศาสตร์ชาติด้านความมั่นคง
ประชากรที่ใช้ในการศึกษาครั้งนี้ได้แก่ผู้ปฏิบัติงานของหน่วยในสายงานโครงการของ
กองทัพบก ประกอบด้วย 1.หน่วยโครงการกองทัพบก 2. หน่วยรับผิดชอบโครงการหลัก และ
3. หน่วยเจ้าของโครงการ ใช้การวิจัยเชิงคุณภาพเป็นแนวทางในการด าเนินการ โดยผู้วิจัยได้น าข้อมูล
ที่ได้จากเอกสาร ต ารา ระเบียบ/ค าสั่งที่เกี่ยวข้อง ประกอบกับข้อมูลที่ได้จากการสัมภาษณ์เชิงลึก
ผู้ที่ปฏิบัติงานของหน่วยในสายงานโครงการสามารถน าข้อมูลที่ได้มาท าการวิเคราะห์เนื้อหา และ
สังเคราะห์ข้อมูล ท าให้ทราบปัจจัย สภาพปัญหาและอุปสรรคในปัจจุบันที่มีผลต่อการจัดท าโครงการ
ของกองทัพบกต่อการขับเคลื่อนยุทธศาสตร์ด้านความมั่นคง และได้แนวทางในการจัดท าโครงการของ
กองทัพบกเพื่อการขับเคลื่อนยุทธศาสตร์ด้านความมั่นคงต่อไป
ผลการศึกษา พบว่า การจัดท าโครงการของกองทัพบกมีความเชื่อมโยงและสอดคล้อง
ต่อการขับเคลื่อนยุทธศาสตร์ชาติด้านความมั่นคง เนื่องด้วยการจัดท าโครงการของกองทัพบก มีการ
ก าหนดแนวทางการปฏิบัติไว้อย่างชัดเจน ออกเป็นค าสั่งกองทัพบก เรื่องระบบโครงการกองทัพบก
สอดคล้องกับค าสั่งกระทรวงกลาโหม เรื่องการด าเนินงานด้านโครงการ อีกทั้งจากการสัมภาษณ์
เชิงลึกประเด็นที่กลาโหมเน้นย้ าคือการอธิบายถึงความเชื่อมโยงของโครงการที่เสนอมีความสอดคล้อง
หรือเชื่อมโยงกับยุทธศาสตร์ในแต่ละระดับอย่างไร โดยเฉพาะยุทธศาสตร์ชาติ และ ผลจากการศึกษา
วิเคราะห์ข้อมูลระบบโครงการของกองทัพบกในขั้นการวางแผน พบว่า ประเด็นการก าหนดกรอบเวลา
ตามปฏิทินโครงการยังไม่เหมาะสมเนื่องจากใช้เวลาในการด าเนินการมากไป และควรน าระบบ
เทคโนโลยีสารสนเทศมาด าเนินการเพื่อให้เกิดความรวดเร็วในการด าเนินการและมีฐานข้อมูล
ที่สมบูรณ์มากขึ้น รวมทั้งกระทรวงกลาโหมควรก าหนดกรอบในการจัดท าโครงการให้กับเหล่าทัพ
ในห้วงเวลาเพื่อให้การขับเคลื่อนยุทธศาสตร์ชาติด้านความมั่นคงเป็นแนวทางเดียวกันและประเมินผลได้

The objective of this research for study and analyze of the Royal Thai
Army's project preparation process. and government departments within the Ministry
of Defense primarily To analyze the processes and factors affecting the preparation
of the Royal Thai Army's projects that affect the national security strategy.
The population used in this study was the operators of the Army Project
Line Units, consisting of: 1. Army Project Unit, 2. Major Project Responsible Unit, and
3. Project owner unit Use qualitative research as a guide to action. The researcher
used the information obtained from related documents, textbooks,
regulations/orders. together with the information obtained from in-depth interviews
Those who operate the unit in the project line can use the collected data for
content analysis and synthesize information make known factors Current problems
and obstacles affecting the preparation of the Royal Thai Army's project to drive the
security strategy. and obtain guidelines for the preparation of the Royal Thai Army's
project for further security strategy.
The results of the study revealed that the Royal Thai Army's project
planning is linked and consistent with the national security strategy drive. Due to the
preparation of the Royal Thai Army's project Guidelines are clearly defined. issued an
order of the Army about the Army Project System in line with the Ministry of Defense
orders on project operations In addition to the in-depth interviews, the focus of
defense is on how the proposed linkages of the proposed projects are consistent
with, or linked to, strategies at each level. especially the national strategy and results
from the study of the Army's project system data analysis in the planning stage It was
found that scheduling according to the project calendar was inappropriate due to
too much time spent on implementation. And should bring information technology
systems to operate in order to speed up the operation and have a more complete
database. Also, the Ministry of Defense should establish a framework for
implementing projects for the armed forces over time so that the national security
strategy can be coordinated and evaluated.
