นับต้งัแต่วนัก่อต้งั อาเซียนได้พยายามแสดงบทบาทในการธา รงรักษาและส่งเสริม
สันติภาพ เสถียรภาพ ความมนั่ คงและความเจริญร่วมกนั ในภูมิภาค ตลอดจนมีวิวฒั นาการอย่าง
ต่อเนื่องในการสร้างความไวเ้น้ือเชื่อใจระหว่างประเทศสมาชิก ตลอดจนพฒั นาการในเรื่องความ
ร่วมมือทางเศรษฐกิจและสังคม จนเป็นที่ประจกัษแ์ก่นานาประเทศในช่วงเวลาที่ผ่านมากัมพูชา
และไทย มีความสัมพนั ธ์ที่ดีข้ึน ได้แยกการต่อสู้คดีปราสาทพระวิหารในศาลยุติธรรมระหว่าง
ประเทศ (ICJ) ออกจากภาพรวมความสัมพนั ธ์และความร่วมมือด้านอื่นๆ อีกท้งัได้ใช้กลไกการ
หารือทวิภาคีเพื่อแกไ้ขปัญหาขอ้ พิพาทระหวา่ งกนั ไดอ้ย่างมีประสิทธิผลในขณะที่ความสัมพนัธ์
ทางเศรษฐกิจและการแลกเปลี่ยนระหวา่ งประชาชน ขยายตวัอยา่ งต่อเนื่อง
ในการศึกษา เรื่อง บทบาทของประชาคมอาเซียน ต่อความสัมพนั ธ์ราชอาณาจกัร
กมั พูชากบั ประเทศไทย ด้านความมนั่ คงเสถียรภาพสันติภาพชายแดน มีวัตถุประสงค์ เพื่อศึกษา
บทบาทของประชาคมอาเซียน เผยแพร่ความรู้และน าเสนอความส าคัญของบทบาทของประชาคม
อาเซียน ต่อความสัมพันธ์ราชอาณาจักรกัมพูชากับประเทศไทย ด้านความมั่นคงเสถียรภาพ
สันติภาพชายแดน โดยมีข้อสรุปที่ส าคัญ คือ เศรษฐกิจชายแดนไทย-กัมพูชา นับต้งัแต่กัมพูชา
เปลี่ยนแปลงการปกครองจากระบบสังคมนิยมมาเป็นระบบประชาธิปไตย ทา ใหก้ารคา้ระหวา่ งสอง
ประเทศไดข้ยายตวัเพิ่มมากข้ึนโดยเฉพาะการค้าชายแดน การพฒั นาเศรษฐกิจชายแดน ปัญหาด้าน
ความมนั่ คง เพราะมีพรหมแดนติดต่อกนั หลายกิโลเมตร พ้ืนที่ส่วนใหญ่มกัเป็นพ้ืนที่ป่าเขาห่างไกล
ความเจริญ เศรษฐกิจและสังคมอยู่ในระดับต่า อา นาจรัฐในการเข้าไปควบคุมค่อนข้างอ่อนแอ
ก่อให้เกิดปัญหาความมนั่ คงตามมา เป็ นต้น ข้อเสนอแนะจากปัญหาและผลกระทบหลัก คือ ปัญหา
และผลกระทบด้านการเมืองภายในประเทศ ปัญหาและผลกระทบด้านเส้นเขตแดน และปัญหา
ผลกระทบดา้นการบริหารจดัการ สามารถกา หนดแนวทางการพฒั นาความร่วมมือระหว่างกนั ได้
ดว้ยองคป์ระกอบที่ส าคญั คือการกา หนดนโยบายที่ชดั เจน การเรียนรู้และสื่อสารดว้ยหลกัความ
เขา้ใจและร่วมพฒั นา และการปฏิบตัิตามสัญญาร่วมกนั การบริหารจดัการชายแดนเชิงโครงสร้าง
