เรื่อง การเตรียมความพร้อมส าหรับการช่วยเหลือผู้ประสบภัยในสภาวะพิเศษ

ประเทศไทยถือเป็นประเทศที่มีแหล่งทรัพยากรธรรมชาติที่มีความอุดมสมบูรณ์
ทั้งทรัพยากรทางบกและทางทะเล แต่จากสภาพแวดล้อมของโลกที่เปลี่ยนแปลงไป ส่งผลให้สภาพ
อากาศมีความแปรปรวนมากขึ้น ก่อให้เกิดเป็นภัยพิบัติทางธรรมชาติในรูปแบบต่าง ๆ ซึ่งมี
ความรุนแรง และมีแนวโน้มที่จะก่อให้เกิดความสูญเสีย หากไม่มีการรับมือกับภัยพิบัติเหล่านั้นอย่าง
ทันท่วงที การวิจัยครั้งนี้จึงมีวัตถุประสงค์เพื่อ เพื่อศึกษาบทเรียนจากการช่วยเหลือผู้ประสบภัยพิบัติ
ในสภาวะพิเศษ เพื่อศึกษาปัญหาและอุปสรรคส าหรับการช่วยเหลือผู้ประสบภัยพิบัติในสภาวะพิเศษ
เพื่อศึกษาแนวทางเตรียมความพร้อมการช่วยเหลือผู้ประสบภัยพิบัติในสภาวะพิเศษ โดยมีขอบเขต
การวิจัย คือการศึกษาค้นคว้าจากแนวคิด ทฤษฎี และวรรณกรรมที่เกี่ยวข้องกับการเตรียมความ
พร้อมส าหรับการช่วยเหลือผู้ประสบภัยพิบัติในสภาวะพิเศษ เช่น ผู้ประสบธรณีพิบัติภัยสึนามิ
6 จังหวัดภาคใต้ของประเทศไทย ผู้ประสบภัยที่วนอุทยานถ้ าหลวงขุนน้ านางนอน จังหวัดเชียงราย
และผู้ประสบภัยจากเรือฟีนิกซ์ล่มและจมลงบริเวณเกาะเฮ จังหวัดภูเก็ต และเป็นการวิจัยเชิงคุณภาพ
ร่วมกับใช้การวิจัยเชิงพรรณนา โดยการวิเคราะห์ข้อมูลปฐมภูมิ และข้อมูลทุติยภูมิจากการรวบรวม
เอกสาร งานวิจัย การถอดบทเรียน และการสัมภาษณ์เชิงลึกผู้ทรงคุณวุฒิที่เกี่ยวข้องน ามาเชื่อมโยง
ความสัมพันธ์ตามข้อเท็จจริง ผลการวิจัยพบว่า การบริหารและการจัดการโดยใช้ระบบการจัดตั้งศูนย์
บัญชาการเหตุการณ์การพัฒนาศักยภาพและขีดความสามารถในการปฏิบัติงานของก าลังพล
การรวบรวมข้อมูล ถอดบทเรียนและถ่ายทอดองค์ความรู้เป็นการพัฒนาต่อยอดกลยุทธ์และการวาง
แผนการปฏิบัติงานให้มีการพัฒนาไปในทิศทางที่ดีขึ้น ปัญหาและอุปสรรคที่พบคือก าลังพลและ
งบประมาณไม่เพียงพอ ขาดการฝึกอบรมและขาดผู้เชี่ยวชาญเฉพาะด้าน รวมทั้งระบบฐานข้อมูล
ที่เป็นปัจจุบัน ในการเตรียมความพร้อมจึงได้เสนอแนวทางการบูรณาการ คือ ในระยะก่อนเกิดภัย
พิบัติโดยการจัดท าแผนการรับมือกับภัยพิบัติในรูปแบบต่าง ๆ สนับสนุนกระบวนการฝึกซ้อม พัฒนา
ขีดความสามารถ สร้างความเข้าใจให้กับประชาชนควบคู่กับการพัฒนาเครื่องเตือนภัย การสร้าง
เอกภาพในการบริหารจัดการ ตลอดจนการใช้เทคโนโลยีที่เหมาะสมกับการค้นหาและช่วยเหลือ
ผู้ประสบภัย การด าเนินการหลังเกิดภัยพิบัติ การฟื้นฟูสภาวะวิถีความเป็นอยู่ การด ารงชีวิต
ระบบสาธารณูปโภคและการเตือนภัย การรวบรวมและเผยแพร่องค์ความรู้ เพื่อน าไปสู่การพัฒนา
ขีดความสามารถของก าลังพล ให้ทันต่อเทคโนโลยีที่ใช้ในการช่วยเหลือผู้ประสบภัยได้
อย่างมีประสิทธิภาพ รวมทั้งมีข้อเสนอแนะระดับปฏิบัติการ และข้อเสนอแนะเพื่อการวิจัยต่อไป

Title Preparation for Helping Disaster Victims in Special Conditions

Thailand is considered as a country with abundant natural resources
both land and sea resources. However, since the changing world environment, the
weather is more fluctuating. This causes natural disasters in various forms which are
severe and has tendency to cause losses if those disasters are not dealt with in time.
This research aims to study lessons from helping the victims of disasters
in special conditions, to study problems and obstacles for helping disaster victims in
special conditions, and to study the preparation and assistance of disaster victims in
special conditions.
The scope of this research is a study and research from concepts,
theories and literature related to preparation for helping disaster victims in special
conditions such as tsunami victims in six southern provinces of Thailand, victims at
Tham Luang Khun Nam Nang Non Forest Park Chiang Rai, and victims of the Phoenix
ship capsized and sank in the Coral Island Phuket province. And this is a qualitative
research combined with descriptive research by analyzing primary data and
secondary data from the compilation of research papers, lesson transcripts and indepth interviews with relevant experts were linked by factual relationships.
The research revealed that administration and management using the
incident command center establishment system, developing personnel capacity and
operational capacity data collection, interpreting lessons and transferring knowledge
to develop strategies and operational planning to develop in a better direction.
The problems and obstacles found are insufficient manpower and
budget, the lack of training and lack of specialized expertise including the database
system which is up-to-date.
To be prepared, an integrated method was proposed for the pre-disaster
phase by creating disaster response plans in various forms, supporting the training
process and competence development.
To make understanding for the people along with the development of
alarms, building unity in management as well as the use of technology suitable for
finding and helping victims. Operations after a disaster, there are restoration of
livelihood conditions, utilities and warning, knowledge gathering and disseminating
knowledge to contribute to the development of personnel capabilities, to keep up
with technology used to help the victims effectively including recommendations at
the operational level, and suggestions for further research.
