เรื่อง แนวทางการพัฒนาโรงเรียนกองทัพบกอุปถัมภ์ ช่างกล ขส.ทบ. สู่ความเป็นเลิศ

ในการวิจัยเรื่องแนวทางการพัฒนาโรงเรียนกองทัพบกอุปถัมภ์ ช่างกล ขส.ทบ. ครั้งนี้
มีวัตถุประสงค์เพื่อศึกษาสถานภาพและรูปแบบการจัดการเรียนการสอน ศึกษาปัญหาและอุปสรรค
ในการจัดการศึกษา และเพื่อเสนอแนวทางการพัฒนาของโรงเรียนกองทัพบกอุปถัมภ์ ช่างกล ขส.ทบ.
สู่ความเป็นเลิศ วิธีด าเนินการวิจัยด าเนินการวิจัยเชิงคุณภาพ (Qualitative Research) ร่วมกับใช้
การวิจัยเชิงพรรณนา (Descriptive Research) โดยการการศึกษาจากต าราและเอกสารต่าง ๆ สัมภาษณ์
เชิงลึก นักวิชาการ ผู้บริหารสถานศึกษาที่ประสบความส าเร็จในความเป็นเลิศ และความต้องการของ
สถานประกอบการ วิเคราะห์ข้อมูลโดยใช้การวิเคราะห์เนื้อหา (Context Analysis) และการวิเคราะห์
เปรียบเทียบ และสังเคราะห์ข้อมูลทฤษฎี หลักการต่าง ๆ น าเสนอข้อมูลแบบรายงานการวิจัยเชิงพรรณนา
และวิเคราะห์ น าเสนอแนวคิดใหม่ ๆ จากการวิจัย
ผลการวิจัยพบว่า การรับรู้การกระจายอ านาจการบริหารตามที่ก าหนดไว้ใน พ.ร.บ.
การศึกษาแห่งชาติพ.ศ. ๒๕๔๒ ยังไม่ได้ด าเนินการอย่างจริงจัง ผลการประเมินตามเกณฑ์มาตรฐาน
โรงเรียนยังมีบางประเด็นที่คุณภาพอยู่ในระดับ “ควรปรับปรุง” ปัญหาอุปสรรคด้านงบประมาณ
ครูและวัสดุอุปกรณ์ที่ไม่เพียงพอ รวมไปถึงปัญหาการใช้ครูอาจารย์เพื่อไปท าหน้าที่อื่น นอกเหนือจาก
การจัดการเรียนการสอนและปัจจัยภายนอกที่มีผลกระทบ คือ คุณภาพของระบบอาชีวศึกษาไทย
ส่วนปัญหาของระบบอาชีวศึกษาทวิภาคียังขาดระบบประกันคุณภาพและองค์กรตัวกลางที่จะเข้ามา
ช่วยบริหารระบบ
แนวทางการพัฒนาโรงเรียนกองทัพบกอุปถัมภ์ ช่างกล ขส.ทบ. ด้วยการคัดเลือกผู้เรียน
ร่วมกับสถานประกอบการโดยเน้นผู้ที่มีความตั้งใจ มีความรับผิดชอบ มีใจรักบริการ สนับสนุนการจัด
กิจกรรมพัฒนาผู้เรียน ควบคู่ไปกับการปลูกฝังด้านวินัย คุณธรรม จริยธรรม พัฒนาระบบการสร้างสื่อ
การเรียนการสอนออนไลน์น าข้อมูลสารสนเทศมาใช้ในการวางแผนพัฒนาสถานศึกษา จัดฝึกอบรม
เพื่อพัฒนาบุคลากรของโรงเรียน และส่งเสริม สนับสนุนให้สถานประกอบการทั้งในและต่างประเทศ
เข้ามามีส่วนร่วมในการจัดอาชีวศึกษา
ผู้วิจัยมีข้อเสนอแนะส าหรับกระทรวงศึกษาธิการควรจัดอบรมเรื่องการบริหารงาน
อาชีวศึกษาให้กับครูและบุคลากร ครูฝึกในสถานประกอบการ ก าหนดมาตรฐานและวิธีการประเมิน
การบริหารงานอาชีวศึกษาระบบทวิภาคีในสถานศึกษา และส านักงานคณะกรรมการการอาชีวศึกษา
ควรน าข้อมูลปัญหาที่เกิดจากการจัดการศึกษาในแต่ละพื้นที่ไปวิเคราะห์เพื่อหาแนวทางแก้ไขในการ
ปฏิบัติจัดการศึกษา
ข้อเสนอแนะในการท าวิจัยครั้งต่อไป ควรมีการศึกษาวิจัยเกี่ยวกับยุทธศาสตร์
การบริหารงานอาชีวศึกษา เพื่อยกระดับคุณภาพผู้เรียนเข้าสู่มาตรฐานสากล เพิ่มปริมาณผู้เรียน
สายอาชีพให้เพียงพอต่อความต้องการของประเทศ

Abstract

The purposes of this research are to discover the instructions and problems
of instruction in the school and to offer the method to improve the school.
The research proceed by qualitative research and descriptive research which study
from textbooks, document, in-depth interview of academician and the director
of successful institution, and demands of institution. Data analysis methods in this
study are context analysis and comparative analysis. This research present descriptive
and analytical data, synthesize theoretical information and also offer new concept
from this research.
The study found that administrative decentralization perception according to
the 1999’s national education act is not seriously used. School standard evaluation
result still needs to improve in some points. The problems of Thai vocational system
quality are budget, teachers and materials are not enough, teachers need to do other
duties which are not providing lessons, and other factors. The problems of bilateral
vocational system is lacking of quality guarantee and intermediary organization which
is going to help manage the system.
The method to develop the school is to select learners who have the
good intention, responsibility, service mind, support activities, discipline, moral and
goodness. To develop the school, improving online teaching materials, using information
to plan to develop the institution, training human resource development and supporting
both local and foreign corporations to organize the vocational system are also the
methods.
Researcher has a recommendation for ministry of education to organize
training about vocational education management for teachers, trainers and staff and
to establish standards and methods for evaluating management of bilateral vocation
system in the school. The vocational education committee should bring information
about problems arising from education management in each area to analyze for
finding the way to solve the problems.
Suggestions for further research, the institution should study more about
vocational education administration strategy to upgrade the quality into international
standards and increase the number of learners in vocational education system to
support the demand of country.
