เรื่อง แนวทางในการจัดตั้งศูนยปฏิบัติการขาวสารในระดับยุทธศาสตรของไทย

การวิจัยแนวทางในการจัดตั้งศูนยการปฏิบัติการขาวสารในระดับยุทธศาสตรของไทยได
กําหนดวัตถุประสงคการวิจัยเพื่อศึกษาสภาพแวดลอมดานการปฏิบัติการขาวสารระดับยุทธศาสตรของ
หนวยงานทางความมั่นคงในประเทศไทย พิจารณาความเหมาะสม และเสนอแนวทางการจัดตั้งศูนย
การปฏิบัติการขาวสารระดับยุทธศาสตรแหงชาติ สําหรับประเทศไทย
จากการศึกษาวิจัยคนควาขอมูลทั้งในและตางประเทศ พบวาการปฏิบัติการขาวสาร
ไดรับแนวทาง หลักการมาจากประเทศสหรัฐอเมริกา มีการนําการปฏิบัติการขาวสารมาใชตั้งแตใน
อดีตจนถึงปจจุบัน ทั้งในประเทศและตางประเทศ ซึ่งเกี่ยวของกับความมั่นคงในทุกๆ ดานสถานการณ
ปญหาตางๆ ที่เกิดขึ้นในประเทศไทยเชน ปญหาสามจังหวัดชายแดนใต ความไมสามัคคีของคนในชาติ
การโจรกรรมทางอินเตอรเน็ต เปนตน ลวนแตมีการนํากิจกรรมการปฏิบัติการขาวสารไปใช เชน
การปฏิบัติการจิตวิทยา การประชาสัมพันธ การลวง สงครามอิเลคทรอนิคส เปนตน หนวยงาน
ความมั่นคงที่รับผิดชอบงานดานการปฏิบัติการขาวสารมีทั้งสวนราชการพลเรือน ทหาร แตยังไมมี
การบูรณาการในการดําเนินการ
ผลการวิจัยในเอกสารฉบับนี้ ควรมีการจัดตั้งศูนยการปฏิบัติการขาวสาร เพื่อรับผิดชอบ
งานดานการปฏิบัติการขาวสารในระดับยุทธศาสตรของไทย โดย กห.เปนหนวยงานรับผิดชอบ
บูรณาการหนวยงานความมั่นคงตางๆ การจัดบุคลากรปฏิบัติงานในหนวยงานนี้จะตองจัดจากบุคลากร
ที่มีวินัย มีอุดมการณเห็นแกประโยชนสวนรวมรัฐบาลหรือหนวยงานดานความมั่นคงควรจะพิจารณา
ใหเปนวาระเรงดวนแหงชาติ ซึ่งหากไดมีการจัดตั้งศูนยปฏิบัติการขาวสารในระดับยุทธศาสตรของไทย
แลวจะทําใหสามารถแกปญหา ความมั่นคงที่เกี่ยวกับการปฏิบัติการขาวสารไดอยางรวดเร็ว
มีประสิทธิภาพมากยิ่งขึ้น

Abstract
Title The guidelines for the establishment Information Operations Center at the
strategic level for Thailand

Researching guideline for the establishment of the Information Operations
Center at the strategic level of Thailand, the objective was to research and study
about the information operational environment at the strategic level of the agency
stability in Thailand. Include consider suitability and proposed the establishment
guideline of the Information Operations Center at the national strategic level for
Thailand.
According to the research study from both domestic and international,
found that the Information Operations received guideline from U.S.A. The Information
Operations have been used from the past to the present both domestic and
international which related to every security aspects. The problems that occurred in
Thailand such as the conflict in the three southern border provinces, the Disunity in
the Nation, Cyber Crimes, etc. All activities have been used in many ways such as
psychological operations, public relations, electronic warfare, etc. There is the
stability agency responsible for the Information Operations both the civil service and
the military but still no integration in action.
The findings in this research, suggested the need for the establishment of
Information Operations Center. The Ministry of Defense should be responsible for this
Center in order to operate by integration of various security agencies. Human
Resources management is required for this Center. Government should be considered
this Center as an urgent national agenda. If the establishment has set up it would
enable faster and more efficient for solving Information Operations problems
certainly.
