เรื่อง แนวทางการพัฒนาหลักสูตรนักศึกษาวิชาทหารกับความมั่นคงของประเทศ

การวิจัยครั้งนี้มีวัตถุประสงค์ เพื่อศึกษาข้อเสนอแนะแนวทางในการพัฒนาหลักสูตร
การศึกษาวิชาทหาร โดยเพื่อให้สอดคล้องกับนโยบายและแผนงานความมั่นคงของประเทศ ซึ่งแนวคิด
ทฤษฎีในการปลูกฝังอุดมการณ์ความรักชาติตลอดจนข้อเสนอแนะในการปลูกฝังอุดมการณ์ความรักชาติ
ให้เป็นไปตามนโยบายของกองทัพบก โดยเป็นการวิจัยเชิงคุณภาพซึ่งข้อมูลที่ได้จากการสังเกตและ
สัมภาษณ์เชิงลึกจากผู้ปฏิบัติงานและนักเรียนนักศึกษาที่ได้รับการฝึกในหลักสูตรวิชาทหาร ตลอดจนผู้ที่
เกี่ยวข้องกับงานวิจัยนี้ ผลการศึกษาวิจัยพบว่า หลักสูตรวิชาทหารได้มีการใส่นโยบายในการปลูกฝัง
อุดมการณ์ความรักชาติให้กับนักศึกษาวิชาทหารที่สอดคล้องกับนโยบายการศึกษาของกองทัพบกชัดเจน
แต่ควรมีข้อที่เสนอแนะในการน านโยบายมาปฏิบัติที่เป็นรูปธรรม กล่าวคือ ในระดับครูฝึกหลายท่านมี
ความเข้าใจในเรื่องนโยบายการปลูกฝังอุดมการณ์เพียงเล็กน้อย แต่เข้าใจเอาเองว่าอุดมการณ์ความรักชาติ
เป็นสิ่งที่ทหารทุกคนมีอยู่ และต้องปลูกฝังให้กับนักศึกษาวิชาทหารไปเองโดยอัตโนมัติ ปัญหาดังกล่าว
อาจส่งผลต่อการด าเนินการตามนโยบายในด้านอื่น ๆ ต่อไปได้ ผู้บังคับบัญชาจึงควรตระหนัก และให้
ความส าคัญในเรื่องของการมอบนโยบายที่ชัดเจน และมีการชี้แจงให้ผู้ปฏิบัติมีความเข้าใจ เพื่อ
ประโยชน์ของหน่วยงานต่อไป อีกทั้งหน่วยฝึกนักศึกษาควรมีการคัดเลือกครูฝึกที่มีความรู้ ความสามารถ
มีความประพฤติดี มีประสบการณ์ และเป็นแบบอย่างที่ดี ตลอดจนควรจัดหาอาวุธยุทโธปกรณ์ และ
เครื่องช่วยฝึกให้ทันสมัยและเพียงพอกับจ านวนนักศึกษาวิชาทหารที่เข้ารับการฝึก อันจะเป็นปัจจัยเสริม
ให้นักศึกษาวิชาทหารเกิดความภาคภูมิใจและมั่นใจในศักยภาพของกองทัพมากขึ้น ส่งเสริมให้การ
ปลูกฝังอุดมการณ์ความรักชาติท าได้ง่ายและมีประสิทธิภาพ

The aim of this research is to study the theoretical concepts in cultivating the
ideology of patriotism, to study the work of cultivating the ideology of patriotism, to study
the guidelines for the development of work to cultivate the ideology of patriotism of Thai
Reserve Officer Training Corps Student (TROTCS) as well as providing suggestions for
cultivating an ideology of patriotism to comply with the policy of the Royal Thai Army.
This study is a qualitative research with in-depth interviews using primary
information which the information obtained from in-depth observations and interviews.
The study revealed that military courses have been added with cultivate ideological
policies already. The patriotism for military subjects is clearly consistent with Royal Thai
Army’s education policy.
However, there are some suggestions for concrete implementation of the
policy: at the instructor level, there is low comprehension of the ideological implantation
policy. They took it for granted that the ideology of patriotism is something that every
soldier has got by nature and has to cultivating the idea ofTROTCS.
Such the problem may affect the implementation of the policy in other
aspects, so supervisors should be aware and focus on the issue of clear policy. And there
should be further clarifications to the practitioners for the benefit of the department.
In addition, the student training unit should have well selection of trainers
who are knowledgeable, competent, having good behaviors, experience and good role
models as well as providing up-to-date weapons and equipment also adequate for
TROTCS. This will be an additional factor for TROTCS to be proud and confident in the
potential of the military forces more, and encourage the cultivation of the ideology of
patriotism easy and effective.
