เรื่อง แนวทางการก าหนดบทบาทและภารกิจให้กับมวลชนของกองอ านวยการ
รักษาความมั่นคงภายในราชอาณาจักรเพื่อความมั่นคงในยุค ๔.๐

การวิจัยครั้งนี้ มีวัตถุประสงค์เพื่อศึกษาสภาพปัจจุบันและปัญหาของบทบาทและภารกิจ
มวลชนของกองอ านวยการรักษาความมั่นคงภายในราชอาณาจักร ในภารกิจด้านความมั่นคงและเพื่อ
ศึกษาแนวทางในการจัดท าฐานข้อมูล (ท าเนียบ) มวลชน เข้าสู่ระบบเทคโนโลยีสารสนเทศในยุค 4.0
ตลอดจนหาแนวทางการก าหนดบทบาทและภารกิจให้กับมวลชนของ กอ.รมน. ที่มีประสิทธิภาพ
โดยการวิจัยครั้งนี้ด าเนินการวิจัยด้วยวิธีเชิงคุณภาพ (Qualitative research) เก็บรวบรวมข้อมูลจาก
ผู้ทรงคุณวุฒิและผู้ให้ข้อมูลส าคัญในด้านงานมวลชน (Key Informant) ใช้การสัมภาษณ์เชิงลึก
(In-dept interview) วิเคราะห์ข้อมูลด้วยการวิเคราะห์เนื้อหา (Content analysis) และน าเสนอ
ผลการวิจัยในรูปแบบเชิงพรรณนา (Descriptive research)
ผลการวิจัยสรุปได้ดังนี้1. สภาพปัจจุบันและปัญหา พบว่า มวลชนของ กอ.รมน.
มีหลากหลายประเภทปัญหาที่พบจึงมีหลากหลายรูปแบบ ทั้งในด้านทัศนคติของมวลชนที่เปลี่ยนแปลง
ไปตามบริบททางสังคม, กระบวนการสร้างมวลชนยังคงใช้รูปแบบเดิม ๆ, มวลชนส่วนใหญ่เป็นผู้สูงอายุ,
ขาดความสามัคคีเกิดเป็นกลุ่มย่อยต่าง ๆ ไม่ให้ความร่วมมือในการร่วมกิจกรรม, ใช้งบประมาณสูง
ในการสร้างมวลชน แต่ใช้ประโยชน์ได้น้อย, มวลชนขาดองค์ความรู้ที่ทันสมัย, การจัดท าฐานข้อมูลยัง
ไม่มีประสิทธิภาพและการปฏิบัติงานของมวลชนบางประเภทไม่มีกฎหมายรองรับ 2. แนวทางการจัดท า
ฐานข้อมูลด าเนินการ 5 ขั้นตอน ดังนี้ 1) การรวบรวมและตรวจสอบข้อมูล 2) การประมวลผลข้อมูล
3) การดูแลรักษาสารสนเทศเพื่อการใช้งาน 4) การน าสารสนเทศไปใช้ประโยชน์ 5) การติดตาม
ประเมินผล 3. แนวทางการใช้งานมวลชนของ กอ.รมน. ในภารกิจด้านความมั่นคงตามข้อเสนอแนะ
ของผู้เชี่ยวชาญและผู้มีส่วนได้ส่วนเสีย พบว่า การจัดตั้งมวลชนทางสื่อสังคมออนไลน์, การให้มวลชน
มีส่วนร่วมในการแสดงความคิดเห็นในการเทิดทูนสถาบันพระมหากษัตริย์ทางสื่อสังคมออนไลน์
และมวลชนช่วยกันกระจายข้อมูลข่าวสารที่เป็นประโยชน์ทางสื่ออิเล็กทรอนิกส์
ข้อเสนอแนะ ๑. กองทัพบกควรมีนโยบาย สนับสนุนและผลักดัน โครงการที่เกี่ยวข้อง
กับการจัดการฐานข้อมูลขนาดใหญ่ (Big Data) เพื่อใช้เป็นที่จัดเก็บและประเมินผลข้อมูล ๒. หน่วยใช้
งานมวลชน ให้ความส าคัญและลงในรายละเอียดในการใส่ข้อมูลที่ถูกต้อง และครบถ้วน ในการจัดท า
ท าเนียบมวลชน ๓. ในเรื่องการคัดเลือกมวลชน ทดแทนตามความต้องการของหน่วย ซึ่งจะต้องมีคน
รุ่นใหม่ จะต้องมีมาตรการและแรงจูงใจที่เหมาะสม และเข้าได้กับคุณวุฒิและวัยวุฒิของมวลชน ที่เป็น
คนรุ่นใหม่ ๔. การเสริมสร้างและด ารงสภาพมวลชน การรวมมวลชนขนาดใหญ่เป็นกลุ่มก้อนเป็นเรื่อง
ที่ยุ่งยากและมีความเสี่ยง ต้องอาศัยมาตรการอื่นมารองรับ เช่น การเยี่ยมเยียนมวลชนถึงประตูบ้าน
๕. การขับเคลื่อนมวลชน ในสถานการณ์ปัจจุบัน ในยุคที่เทคโนโลยีการสื่อสารทางสังคมออนไลน์
มีค่อนข้างสูง จึงมีความจ าเป็นต้องใช้การสนับสนุนของสื่อสังคมออนไลน์

Title Guidelines for the mass usage of the Internal Security Operations Command for Security in the 4.0 era

The objective of this research is to study the current conditions and
problems of the roles and missions of masses of the Internal Security Operations
Command (ISOC) and making guidelines for preparing a database of the masses
(Data-Warehouse) into information technology systems in the 4.0 era. As well as to
find an effective way to define roles and missions for ISOC's masses
This research was conducted by qualitative research, collecting data from
experts and key informants in the field of mass work (In-dept interview). Content
analysis and presenting the research results in descriptive research form. The findings
can be summarized as follows : 1. In the current conditions and problems there is
variety of ISOC's masses types it was found that masses were of various types. For
examples : the attitude of the masses that change according to the social context,
Mass building process still uses the same pattern, masses are mostly elderly, lack of
unity. And it was found, there is no cooperation in participating in activities, spending
a high budget in building the masses. But it is less usable or the masses lack modern
knowledge, the database is not efficient, and the practice of some masses is not legal.
2. Guidelines for preparing a database : There are 5 steps: 1) data collection and
audit 2) data processing 3) maintenance of information for use 4) information
utilization 5) monitoring and evaluation 3. ISOC's mass usage guidelines in the
security mission, as suggested by experts and stakeholders, found that the
establishment of mass in social media, engaging the masses in expressing opinions in
Honoring the Monarchy on social media and the masses help distribute useful
information through electronic media.
Suggestions : 1. The Army should have a policy support and push
projects involving management of large databases (Big Data) to be used as storage
and evaluation of data. 2. ISOC's mass usage should give importance and detail in
putting the correct and complete information in the preparation of the Mass List.
3. In regard to the selection of the masses replacement according to the needs of
the unit, which a new generation will be required. There must be appropriated
measures and incentives. And there must get along with age of the masses a new
generation and their qualifications. 4. Strengthening and maintaining the masses in
scale are a difficult and risky matter. Need other measures to support, such as mass
visits to the door. 5. Mass mobilization in the current situation, which is online
communication technology quite advanced. Therefore it is necessary to use social
media as support.
