เรื่อง แนวทางการบริหารจัดการเหตุการณ์ด้านการแพทย์ในภาวะฉุกเฉินของ
โรงพยาบาลต ารวจ

ในสถานการณ์ปัจจุบันภาวะภัยพิบัติหรือสาธารณภัย ทั้งที่เกิดจากการกระท าของมนุษย์
และจากธรรมชาติเมื่อเกิดเหตุการณ์ดังกล่าวมักจะมีผู้ประสบภัยจ านวนมากที่ได้รับบาดเจ็บตั้งแต่
เล็กน้อยไปจนถึงรุนแรงถึงขั้นเสียชีวิตประกอบกับบุคลากรทางการแพทย์ยังมีไม่เพียงพอกับปริมาณ
ผู้บาดเจ็บหรือผู้ป่วย การบริหารจัดการจึงเป็นปัจจัยส าคัญต่อความส าเร็จในการเผชิญเหตุของทีม
แพทย์ในสถานการณ์ฉุกเฉินโดยการบัญชาการเหตุการณ์เป็นเครื่องมือที่ใช้ในการสั่งการ ควบคุม
ประสานงานของแต่ละหน่วยงานในการจัดการในภาวะฉุกเฉินเพื่อให้สามารถปกป้องชีวิต ทรัพย์สิน
และสิ่งแวดล้อมให้เป็นไปอย่างมีประสิทธิภาพ และเกิดความปลอดภัยสูงสุด
งานวิจัยนี้เป็นงานวิจัยเชิงคุณภาพ มีวัตถุประสงค์เพื่อถอดบทเรียนการบัญชาการเหตุ
ระเบิดศาลพระพรหมเอราวัณของโรงพยาบาลต ารวจ ศึกษาปัจจัยแห่งความส าเร็จในการบริหาร
จัดการ และค้นหาแนวทางการบริหารจัดการเหตุการณ์ด้านการแพทย์ในภาวะฉุกเฉิน โดยด าเนินการ
วิจัยตามระเบียบวิธีวิจัยเชิงคุณภาพ ตั้งแต่ การรวบรวมข้อมูลการจัดระเบียบข้อมูล การวิเคราะห์
ข้อมูล และการน าผลการศึกษาจากข้อมูลที่มีมาประมวล ท าการสังเคราะห์ หาข้อสรุป
ผลการวิจัย ผู้วิจัยได้น าข้อมูลที่ผ่านการรวบรวม และวิเคราะห์พบปัญหาในการบริหาร
จัดการเหตุการณ์ด้านการแพทย์ในภาวะฉุกเฉินในด้านพื้นที่ให้บริการ ด้านบุคลากรทางการแพทย์ที่
บรรจุใหม่ด้านการยึดติดกับวิธีการ และกรอบความคิดเดิม ด้านการประสานงานด้านการสื่อสารอย่าง
ทั่วถึง และด้านการรายงานเมื่อเสร็จสิ้นภารกิจที่ยังขาดความครบถ้วนสมบูรณ์แนวทางแก้ไขปัญหา
การบริหารจัดการ ควรการสร้างบุคลากรทางการแพทย์ที่มีความเชี่ยวชาญเฉพาะด้านให้เพียงพอใน
ทุกพื้นที่ เสริมสร้างทักษะส่วนบุคคลที่จ าเป็นต่อการปฏิบัติงานในภาวะฉุกเฉิน พัฒนาระบบการ
ติดต่อสื่อสารที่มีคุณภาพในระดับสูงเพื่อเชื่อมโยงการปฏิบัติการเผชิญเหตุ ตลอดจนการพัฒนา
ระบบปฏิบัติการด้านการแพทย์ในภาวะฉุกเฉินให้ได้มาตรฐานสากลอย่างทั่วถึง และเท่าเทียมกันทั่ว

In the current situation, disaster or public disaster both caused by human actions
and from nature when this happens, many sufferers are injured, ranging from mild to severe. In
addition, the number of medical personnel is insufficient with the number of injured or sick.
Management is a key factor in the coping success of the medical team in an emergency
situation, the incident command is a tool used to direct, control, coordinate each agency to
manage emergencies to be able to effectively protect life, property and the environment And
ensuring maximum safety.
This research is a qualitative research. The objective is to transcribe the bombing
command at the Erawan Shrine of the Police Hospital. Study the factors of success in
management and find guidelines for managing medical events in emergencies. By conducting
research according to the qualitative research methodology from data collection, data
organization data analysis and using the results of the study from the available data do a
synthesis to draw conclusions.
Research results the researcher has used the information that has been collected
and analyzes the problems in the management of medical emergencies in the service areaand
In the field of new medical personnel side of adherence to method and the original concept in
the coordination of communication thoroughly and reporting on the completion of the mission
that is still incomplete. Management solutions should be able to create adequate expertise in
medical personnel in all areas, build the personal skills necessary to perform an emergency job,
develop a communication system of high quality to link incident response operations. As well as
developing the medical operating system in an emergency to meet international standards and
