เรื่อง การบูรณาการระบบการจัดการปัญหาอุทกภัยในพื้นที่ของกองทัพภาคที่ ๑

การวิจัยเรื่องการบูรณาการระบบการจัดการปัญหาอุทกภัยในพื้นที่ของกองทัพภาค
ที่ ๑ เป็นการวิจัยเชิงคุณภาพ (Qualitative Research) มีวัตถุประสงค์ ๒ ประการ คือ ๑. เพื่อศึกษา
สภาพปัญหาระบบการจัดการปัญหาอุทกภัยในพื้นที่ของกองทัพภาคที่ ๑ ๒. เพื่อเสนอแนวทาง
การบูรณาการระบบการจัดการปัญหาอุทกภัยในพื้นที่ของกองทัพภาคที่ ๑ การวิจัยครั้งนี้ด าเนินการ
โดยการรวบรวมข้อมูล ทางเอกสาร และการสัมภาษณ์เชิงลึก (Indept Interview) ในกลุ่มผู้บริหาร
ที่มีความเชี่ยวชาญด้านการบริหารจัดการอุทกภัย ทั้งข้าราชการทหาร และส่วนราชการที่เกี่ยวข้อง
รวมถึงตัวแทนประชาชนที่ได้รับผลกระทบ รวมจ านวน ๑๙ คน ผลการวิจัยตามวัตถุประสงค์
ข้อที่ ๑ พบว่า สภาพปัญหาระบบการจัดการปัญหาอุทกภัยในพื้นที่ของกองทัพภาคที่ ๑ จ าแนก
ออกเป็น ๓ ส่วน คือ ๑. สภาพปัญหาของกองทัพภาคที่ ๑ คือ โครงสร้างการจัดหน่วย อัตราก าลังพล
และสิ่งอุปกรณ์ รวมถึงความรู้ ความสามารถ ในด้านการบรรเทาสาธารณภัยยังไม่เพียงพอ
ต่อการปฏิบัติงาน ที่ส าคัญยังไม่มีกฎหมายรองรับการปฏิบัติงานของเจ้าหน้าที่ทหารโดยตรง ๒. สภาพ
ปัญหาของส านักงานป้องกันและบรรเทาสาธารณภัยจังหวัด คือ แผนการป้องกันและบรรเทา
สาธารณภัยจังหวัด ยังขาดการประสานงานกับองค์กรปกครองส่วนท้องถิ่น และมีก าลังพลไม่เพียงพอ
ในการบรรเทาสาธารณภัย และ ๓. สภาพปัญหาการบูรณาการระบบการจัดการปัญหาอุทกภัย
ในพื้นที่ของกองทัพภาคที่ ๑ คือ ยังขาดการบูรณาการแผนการบรรเทาสาธารณภัย ระหว่างส านักงาน
ป้องกันและบรรเทาสาธารณภัยจังหวัด กับ กองทัพภาคที่ ๑ ทั้งก่อน ระหว่าง และ หลัง เกิดอุทกภัย
ทั้งนี้หากต้องมีหน่วยทหารเข้าร่วมด าเนินการ จะต้องจัดท าเป็นบันทึกข้อตกลงร่วมกัน ท าให้การ
ด าเนินการบรรเทาสาธารณภัยล่าช้า และยังไม่มีข้อก าหนดร่วมกันในการปฏิบัติการฟื้นฟูหลังเกิด
ภัยพิบัติ ผลการวิจัย ตามวัตถุประสงค์ข้อที่ ๒ พบว่า ๑.ควรปรับโครงสร้างการจัดหน่วย อัตราก าลังพล
และสิ่งอุปกรณ์ มณฑลทหารบก รวมถึงส่งเสริมให้ก าลังพล มีความรู้๒. ส านักงานป้องกันและ
บรรเทาสาธารณภัยจังหวัด จัดท าแผนการป้องกันและบรรเทาสาธารณภัยจังหวัดร่วมกับองค์กร
ปกครองส่วนท้องถิ่น รวมถึงวางแผน และด าเนินการซักซ้อมแผนร่วมกับมณฑลทหารบกที่รับผิดชอบ
ในพื้นที่จังหวัดนั้น ๆ ๓. ปรับปรุงความสัมพันธ์กับหน่วยทหาร โดยก าหนดให้หน่วยทหารเข้าร่วม
ด าเนินการ ขณะเกิดภัยพิบัติและฟื้นฟูหลังเกิดภัยพิบัติด้วย

Research on the integration of the flood management system in the area
of the 1st Army Region is a qualitative research with two objectives: 1. to study
the problem of flood management system in the area of the 1st Army Region
2. To propose an integrated approach to the flood management system in the area
of the 1st Army Region, this research was conducted by collecting documented data
and in-depth interviews (Indept Interview) among executives with expertise in flood
management both military servants and related government agencies Including
representatives of the affected people, a total of 19 people. The research results
according to the first objective, it was found that the problem of the flood
management system in the area of the 1st Army Region was divided into 3 parts,
namely 1. the problem of the regional army. The first is the organizational structure,
manpower rate and equipment. Including the knowledge and capability in disaster
relief is not enough for the operation. Importantly, there is no law to directly support
the performance of military personnel. 2. The problem of the Provincial Disaster
Prevention and Mitigation Office is the Provincial Disaster Prevention and Mitigation
plan. Lack of coordination with local government organizations and insufficient personnel
in disaster mitigation; and 3. the problem of integrating the flood management
system in the area of the 1st Army Region, which is lacking an integrated disaster
mitigation plan between the Provincial Disaster Prevention and Mitigation Office and
the 1st Army Area before, during and after the flood, if a military unit is required
to join the operation must be prepared in a memorandum of agreement together
causing delay in mitigation operations and there is no common requirement for
rehabilitation operations after the disaster. The results of the second objective
research found that 1. should adjust the organization structure, personnel rate and
equipment of the military circle, as well as promote personnel knowledge.
2. Provincial Disaster Prevention and Mitigation Office prepare a provincial disaster
prevention and mitigation plan with the local government organization, including
planning and conducting a rehearsal of the plan with the responsible military circle in
that province. 3. improve relations with military units by requiring military units to
participate in the operation during disaster and recover after a disaster.
