การวิจัยเรื่องการพัฒนาศักยภาพศูนย์การทหารราบเพื่อรองรับยุทธศาสตร์ชาติ 20 ปี
มีวัตถุประสงค์เพื่อท าการศึกษาปัญหา อุปสรรค และข้อขัดข้องต่าง ๆ ที่มีผลต่อภายในหน่วยงาน
ศูนย์การทหารราบ และผลกระทบต่อแนวทางการพัฒนาในการประยุกต์เสริมสร้างประสิทธิภาพต่อ
การปฏิบัติงานของก าลังพลภายในหน่วยงานศูนย์การทหารราบ เพื่อให้สอดคล้องต่อการปฏิบัติกับ
แนวทางในนโยบายยุทธศาสตร์ชาติ 20 ปีที่รัฐบาลได้ก าหนดไว้เพื่อการพัฒนาประเทศชาติโดยเป็น
การวิจัยเชิงคุณภาพด้วยการศึกษาจากเอกสารและการสัมภาษณ์เชิงลึก ของผู้ปฏิบัติงานและผู้ที่มี
ส่วนเกี่ยวข้องกับงานวิจัยนี้ ซึ่งจากการวิจัยพบว่า สาเหตุหลักของปัญหา คือ โครงสร้างของกองทัพบก
ที่ยังขาดการพัฒนาให้เข้ากับยุคที่ทันสมัยและการขาดความต่อเนื่องทั้งนโยบายของกองทัพ รวมทั้ง
การบริหารงานบุคคลของผู้บังคับชาที่ไม่มีความต่อเนื่อง อันเนื่องจากมีการเปลี่ยนแปลงภายในบ่อยครั้ง
ท าให้ขาดประสิทธิภาพและความต่อเนื่องของการปฏิบัติตามนโยบายที่ได้ตั้งเป้าหมายไว้ซึ่งหน่วย
ศูนย์ทหารราบเป็นหน่วยงานที่ขึ้นตรงกับกองทัพบก มีภารกิจหลักในการปฏิบัติในการรบ และยังมี
บทบาทในการปฏิบัติภารกิจอื่น ๆ อีก คือ การพิทักษ์และเทิดทูนสถาบันพระมหากษัตริย์ การป้องกัน
ประเทศ การรักษาความมั่นคงภายใน การรักษาความสงบเรียบร้อยภายในประเทศ การพัฒนาประเทศ
และการช่วยเหลือประชาชน การปฏิบัติทางการทหารนอกเหนือจากสงคราม รวมถึงการปฏิบัติตาม
นโยบายและค าสั่งของผู้บัญชาการทหารบกและการน้อมน าแนวทางการอบรมปฏิบัติการฝึกสอนตาม
พระราโชบายอันเป็นมงคลสูงสุด ดังนั้นข้าราชการก าลังพลที่อยู่ในหน่วยศูนย์การทหารราบ ซึ่งเป็น
แหล่งการฝึกสอนอบรม และการศึกษาหลักสูตรต่าง ๆ ทางด้านการทหารในเหล่าทหารราบ จะต้องมี
ความเข้าใจในภารกิจของหน่วยและมีประสิทธิภาพในการท างานที่มีความพร้อมในสถานการณ์ปัจจุบัน
แต่ในปัจจุบันยังขาดความรู้อันทันสมัยที่จะมาปรับใช้ในการพัฒนาองค์กร รวมทั้งขาดแคลนอุปกรณ์
และงบประมาณที่จะสนับสนุนให้หน่วยได้ปฏิบัติงาน โดยแนวทางที่จะสามารถพัฒนาศักยภาพของ
กองทัพบกในส่วนของศูนย์การทหารราบนั้น จะต้องจัดหาทรัพยากรให้เพียงพอต่อการปฏิบัติงานตามที่
กองทัพบกได้ตั้งเป้าหมายให้หน่วยงานภายในกองทัพบกต้องด าเนินการปฏิบัติงานให้สอดคล้องกับ
ยุทธศาสตร์ชาติ ซึ่งจะส่งผลท าให้เกิดการพัฒนาศักยภาพภายในหน่วยงานและจะส่งผลดีต่อการพัฒนา
ในด้านต่าง ๆ ภายในหน่วย อันจะท าให้เกิดการพัฒนาสอดรับกับยุทธศาสตร์ชาติ 20 ปี ต่อไป

Research on the Developing the capacity of the infantry center to support the
20 year national strategy. The objective is to study problems, obstacles and problems

with the 20-year national strategy.
