จากการที่ภาครัฐมีการก าหนดแผนปฏิบัติการขับเคลื่อนการพัฒนาการท่องเที่ยวโดยชุมชน
อย่างยั่งยืนและสร้างสรรค์ พ.ศ. 2561-2565 เป้าหมายเพื่อเพิ่มศักยภาพและทักษะของทรัพยากรมนุษย์
ในชุมชนให้มีความรู้ ความสามารถในการจัดการการท่องเที่ยวโดยชุมชนได้อย่างยั่งยืน ตามแนวคิดการ
จัดการท่องเที่ยวโดยชุมชนบนฐานความพอเพียง อีกทั้งยกระดับการท่องเที่ยวโดยชุมชนที่มีมาตรฐาน
คุณภาพภายใต้ขีดความสามารถการรองรับของชุมชน และเพื่อเพิ่มจ านวนเครือข่ายและความเข้มแข็ง
ของเครือข่ายการท่องเที่ยวโดยชุมชน ซึ่งสอดคล้องกับแผนพัฒนายุทธศาสตร์ชาติ 20 ปี ที่มีเป้าหมาย
หนึ่งคือการกระจายรายได้และลดความเหลื่อมล้ าของประเทศผ่านการท่องเที่ยวโดยชุมชน เพื่อให้บรรลุ
ตามเป้าหมายดังกล่าวหน่วยงานทั้งภาครัฐและเอกชน ต่างร่วมมือผลักดันให้เกิดการท่องเที่ยวโดยชุมชน
ผ่านโครงการต่างๆ ในปีทีผ่านมา จากการส ารวจพบว่าการท่องเที่ยวตามรอยวิถีชีวิตดั้งเดิมของชุมชน
กลับมาได้รับความนิยมและเกิดรายได้จากการท่องเที่ยวหมุนเวียนในชุมชนเพิ่มมากขึ้น แต่ก็อาจสร้าง
ผลกระทบด้านลบต่อชุมชนตามมาได้อาจด้วยเพราะแหล่งท่องเที่ยวชุมชนที่ได้รับความนิยมจาก
นักท่องเที่ยวจะเป็นแรงดึงดูดให้นายทุนหรือผู้ประกอบการจากภายนอกเข้ามาลงทุนในชุมชนเพื่อ
แสวงหาผลประโยชน์ซึ่งอาจค านึงถึงผลกระทบ ต่อชุมชนไม่มากเท่าที่ควร ประกอบกับชุมชนอาจจะยัง
ไม่มีความรู้ด้านการบริหารจัดการ การวางแผนเพื่อความยั่งยืน หรือแม้กระทั่งการปรับตัวต่างๆ ของ
ชุมชนที่อาจจะไม่ทันตามสภาพเหตุการณ์ภายในชุมชนที่เปลี่ยนแปลงไป เช่น วิถีชีวิตดั้งเดิมอาจถูกกลืน
หายไปตามผู้ที่เข้ามาใหม่จากการที่ผู้ประกอบการจากภายนอกเข้ามาทดแทนผู้คนในชุมชนเดิมที่ย้าย
ออกไปอันอาจเกิดจากการขายที่ดิน หรือปัญหาทรัพยากรของชุมชนเสื่อมโทรม การจัดการขยะ/ของเสีย
ในชุมชนที่มีมากขึ้น เป็นต้น ท าให้ต่อมามีการผลักดันให้การท่องเที่ยวชุมชนเกิดขึ้นจากการมีส่วนร่วม
ของชุมชนโดยเรียกว่า “การท่องเที่ยวโดยชุมชน” เพื่อให้เกิดการรักษาวิถีชีวิต ดั้งเดิมของชุมชนรวมถึง
ทรัพยากรต่างๆ ของชุมชน ซึ่งจะมีความแตกต่างจากการท่องเที่ยวชุมชนแบบเดิม

Since the government has set up an action plan to drive sustainable and
creative tourism development 2018-2022. The goal is to increase the performance and
skills of human resources in the community to have knowledge and capability in tourism
management by communities to be sustainable following to the concept of tourism
management by community relying on the basis of sufficiency.
This also enhances the community tourism that has a quality standard
under the capacity of community support and to increase the number of networks and
the strength of community-based tourism networks which are related to the 20-year
National Strategic Development Plan. One of the goals is to distribute incomes and
reduce national inequality through community management. To achieve this goal, both
public and private sectors had to cooperate to promote community tourism through
various projects in the past year.
According to the survey, it was found that tourism following the traditional
lifestyle of the community has gain popularity again and generated more incomes from
circular tourism in the community. Nevertheless, it may also has a negative effect on the
community.
It is probably because the tourist attractions of the community are popular,
and will lure investors or entrepreneurs from outside to invest in the community for
their benefits which the effects may not be considered as much as they should be.
Moreover, the people in community may not have adequate knowledge of
management, planning for sustainability, or even various adjustments of the community
to be able to keep up with the changing circumstances within the community: the
traditional way of life may be swallowed up by new entrants as outside entrepreneurs
replacing people in the old community who have moved out with the reason of land
selling, the problem of community resource degradation, and increasing municipal waste
and waste management.
From that time on, there was a push for community tourism to take place
from the participation of the community "Tourism by Community" to generate traditional
community lifestyle conservation including various community resources which are
different from traditional community tourism.
