งานวิจัยน้ีมีวัตถุประสงค์เพื่อวิเคราะห์การจัดการศึกษาอาชีวศึกษาตามแผนพัฒนา
ชีวศึกษา แนวทางในการพฒั นาการจดัการศึกษาอาชีวศึกษาให้สอดคลอ้งกบัยุค4.0และเพื่อศึกษา
ปัญหาการจัดการศึกษาอาชีวศึกษาและแนวทางการแก้ปัญหา ขอบเขตของการวิจัย ศึกษา
การวิเคราะห์กระบวนการและการพัฒนาการจัดการศึกษาอาชีวศึกษาสู่ยคุ 4.0 เท่าน้นั วิธีด าเนินการ
วิจยั มีการเก็บรวบรวมข้อมูลทุติยภูมิจากการวิเคราะห์เอกสารที่เกี่ยวข้องกับการจดัการศึกษา
อาชีวศึกษา และการเก็บขอ้ มูลปฐมภูมิจากการสัมภาษณ์ผู้ทรงคุณวุฒิ และผู้เชี่ยวชาญในการจัด
การศึกษาอาชีวศึกษาจ านวน 9คน ผลการวิจัยพบว่า นโยบายการศึกษาอาชีวศึกษา4.0 เป็ นนโยบาย
เกี่ยวกบัการผลิต การพฒั นาคนให้ไดม้ าตรฐานวิชาชีพ และตรงกบัความตอ้งการของตลาดแรงงาน
พัฒนาคนให้มีความเป็ นเลิศเฉพาะด้าน แนวทางการจัดการศึกษาอาชีวศึกษาจากการสัมภาษณ์
มีแนวทางการจัดการศึกษา 9 แนวทาง ยุทธศาสตร์ 7 ข้อคุณภาพผู้ส าเร็ จการศึกษา 7 ประการ
การแกป้ ัญหาการจดัการศึกษาตอ้งร่วมมือกนั หลายฝ่ายท้งัภาครัฐเอกชน สถานประกอบการและ
สถานศึกษา ในการผลิตนักศึกษาท้งัระบบทวิภาคี ทวิวุฒิ และโครงการพัฒนาอาชีวศึกษาจาก
ผลการวิจัยมีข้อเสนอแนะเชิงนโยบาย 5 ข้อ ระดับปฏิบัติการ 5 ขอ้ และเพื่อการวจิยัคร้ังต่อไป 3 ข้อ

Abstract
Title Developing on Vocational Education towards Thailand 4.0

This research aimed to analyze the implementation of vocational education according
to vocational development plan, purpose the development approaches in vocational education
toward Thailand 4.0, and study the problems in vocational education implementing and the
problem solving approaches. This research studied in only analysis the procedure and
development in vocational education toward Thailand 4.0. The research methods were collecting
the secondary data from related documents, and the primary data using in-depth interviews from
9 expert persons in vocational education. The research reveals that : 1. Analyzing the documents
shown that the vocational education policies were producing the good vocational students
according to labor market needed with excellent in special skills. 2. Interviewing the vocational
experts suggests the vocational education development in 9 approaches, 7 strategies, and 7 quality
criterions of student outputs. To enhance vocational education, it needs the cooperation between
the government, private sectors, enterprises and institutes to produce good vocational students
with dual vocational education, dual degree, and vocational development projects. The research
suggests 5 executive policies, 5 management procedures and 3 further research topics.
