เอกสารวิจัยฉบับนี้มีวัตถุประสงค์เพื่อศึกษาโครงสร้างมาตรฐานของจุดผ่านแดนถาวร
และศึกษาเชิงโครงสร้างจุดผ่านแดนถาวรภูดู่ เพื่อศึกษาและวิเคราะห์ปัญหาจุดผ่านแดนถาวรภูดู่
เพื่อน าเสนอแนวทางการพัฒนาจุดผ่านแดนถาวรภูดู่ ขอบเขตของการวิจัยด้านเนื้อหา ศึกษาวิเคราะห์
การพัฒนาจุดผ่านแดนถาวรภูดู่เพื่อสนับสนุนยุทธศาสตร์ชาติ๒๐ ปีและศึกษาการขับเคลื่อน
การพัฒนาเศรษฐกิจบนระเบียงเศรษฐกิจหลวงพระบาง - อินโดจีน - เมาะล าไย โดยวิเคราะห์และ
เก็บรวบรวมข้อมูล ต.ค.๖๒ - พ.ค.๖๓ ส าหรับวิธีด าเนินการวิจัย เป็นการวิจัยเชิงคุณภาพด้วยวิธีการ
วิจัยเอกสารและการสัมภาษณ์เชิงลึกบุคคล ซึ่งผลการวิจัยพบว่า มีปริมาณการค้าและการเดินทาง
เข้า - ออกของบุคคล มีการพัฒนาด้านเศรษฐกิจการค้า ศักยภาพด้านการคมนาคม ความพร้อม
ของส่วนราชการ หน่วยงาน และเจ้าหน้าที่ที่ก ากับดูแลอ านวยความสะดวก ระเบียบ กฎเกณฑ์
ที่เกี่ยวข้องทั้งของไทยและประเทศเพื่อนบ้านเป็นไปอย่างมีประสิทธิภาพ มีการสร้างอาคารหน่วยงาน
CIQ Customs Immigration and Quarantine มีการพัฒนาโครงสร้างพื้นฐานและสิ่งอ านวย
ความสะดวกด้านการขนส่ง พัฒนาจุดผ่านแดนถาวรภูดู่ให้เป็น One Stop Service น าเทคโนโลยี
สมัยใหม่มาอ านวยความสะดวก ต้องมีการก่อสร้างตลาดการค้าชายแดนและที่ตั้งส่วนราชการต่าง ๆ
ให้มีความพร้อมสมบูรณ์ต้องมีการปรับปรุงถนนและตั้งส านักงานศุลกากรประจ าด่าน การเปิดจุดผ่าน
แดนถาวรภูดู่ส่งผลต่อการพัฒนาเศรษฐกิจชายแดนของไทยและประเทศเพื่อนบ้าน การพัฒนาพื้นที่
ชายแดนเป็นการพัฒนาศักยภาพทางด้านเศรษฐกิจการค้าชายแดนให้มีประสิทธิภาพไทย
เป็นฐานเศรษฐกิจการค้าและการลงทุนที่ส าคัญในภูมิภาคอาเซียน การพัฒนาจุดผ่านแดนถาวรภูดู่
ให้เป็นระเบียงเศรษฐกิจหลวงพระบาง – อินโดจีน – เมาะล าไย ที่มีความส าคัญต่อประชาคม
เศรษฐกิจอาเซียนให้เป็นหนึ่งเดียวมีการแลกเปลี่ยนทางสังคม วัฒนธรรม การท่องเที่ยว และ
ความร่วมมือทางเศรษฐกิจ ส าหรับข้อเสนอแนะ ภาครัฐควรสร้างสัมพันธ์ระหว่างประเทศกับรัฐบาล
ประเทศเพื่อนบ้านเพื่อเป็นการแลกเปลี่ยนบุคลากรให้เกิดความยั่งยืน ควรส่งเสริมการพัฒนา
ความร่วมมือทางเศรษฐกิจกับกลุ่มประเทศเพื่อนบ้านควรพัฒนาโครงสร้างพื้นฐานของเส้นทาง
การท่องเที่ยว ควรจัดสรรงบประมาณในการด าเนินงานด้านการพัฒนาการท่องเที่ยวให้มากยิ่งขึ้น

The Purposes of this Research were to Study the Standard Structure of
InternationalPoint of Entry and Study Structure of Phudoo International Point of Entry,
Study and Analyze the Problem of Phudoo International Point of Entry, to Propose
the Development of Phudoo International Point of Entry. The Scope of this Research
Study and Analyze the Development of Phudoo International Point of Entry to
Support the National Strategy 20 Year and Study Propel of Economic Development
on the Luangpabang - Indochina - Mawlamyine Economic Corridor. The Data of this
Qualitative Research was Conducted during October 2019 - May 2020 by Related
Literature Reviews as Secondary Data and Face - to - Face Interview. The Finding
Showed that there is a Volume of Trade and Departure of the Person. Development
Economic and Trade, Transport Potential, Availability of Government, Regulations
Related to Thailand and Neighboring Countries Effectively, Building Customs
Immigration and Quarantine, Transport Infrastructure and Facilities are Developed,
Develop of Phudoo International Point of Entry to be One Stop Service,Bringing
Modern Technology to Facilitate, there is a Complete Construction of the Border
Trade Market and Government Offices, Improve Road and Establish Customs Office.
The Opening of Phudoo International Point of Entry affects the Development of the
Border Economy of Thailand and Neighboring Countries. Border Area Development is
the Development of Economic Potential In Border Trade to Be More Efficient.
Thailand is an Important Economic, Trade and Investment Base in The ASEAN.
Developing of Phudoo International Point of Entry as Luangpabang - Indochina -
Mawlamyine Economic Corridor is Important to the ASEAN Economic Community
To Chang Social, Cultural, Tourism and Economic Cooperation. The Key Suggestions
are Such as the Government should build International Relations with Neighboring
Government to Exchange Personnel Sustainable. Promote the Development of
Economic Cooperation with Neighboring Countries.Should Develop the Infrastructure
of Tourism Routes. Allocated Budget for Tourism Development Operations.
