เรื่อง แนวทางบูรณาการเพื่อพิสูจน์อัตลักษณ์บุคคลด้วยข้อมูลทันตกรรม
ลักษณะวิชา วิทยาศาสตร์และเทคโนโลยี

การศึกษาวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาบทบาทของหน่วยงานทางการแพทย์ใน
การพิสูจน์อัตลักษณ์บุคคล กรณีเกิดภัยพิบัติขนาดใหญ่ และเพื่อเสนอแนวทางการพิสูจน์อัตลักษณ์
บุคคลด้วยข้อมูลทันตกรรม กรณีเกิดเหตุภัยพิบัติขนาดใหญ่ การวิจัยครั้งนี้เป็นการวิจัยเชิงคุณภาพ
(Qualitative Research)ด้วยการรวบรวมข้อมูลจากเอกสารวิจัยต่าง ๆ ที่เกี่ยวข้อง และท าการสัมภาษณ์
อย่างเป็นทางการเชิงลึก (In-depth interview) โดยใช้การสัมภาษณ์ที่มีโครงสร้าง (Structured Interview)และ
การสัมภาษณ์แบบไม่มีโครงสร้าง (Unstructured Interview) กับกลุ่มผู้ทรงคุณวุฒิและท าการวิเคราะห์
ข้อมูลเชิงเนื้อหา (Content Analysis) น าเสนอผลการวิเคราะห์ข้อมูลแบบรายงานวิจัยเชิงพรรณนาความ
ผลการศึกษา พบว่า การพิสูจน์อัตลักษณ์บุคคลด้วยข้อมูลทันตกรรม มีหน่วยงานหลัก
ที่รับผิดชอบตามกฎหมาย คือ ส านักงานพิสูจน์หลักฐานต ารวจ ส านักงานต ารวจแห่งชาติ และสถาบัน
นิติวิทยาศาสตร์ กระทรวงยุติธรรม นอกจากนี้ยังมีทันตแพทย์จากหน่วยงานอื่น ๆ และทันตแพทย์อาสา
เข้ามามีบทบาทในการช่วยเหลือในการพิสูจน์อัตลักษณ์บุคคล เช่น ทันตแพทย์จากกองทัพบก ซึ่งผ่าน
การฝึกอบรมเชิงปฏิบัติการเรื่องการพิสูจน์เอกลักษณ์บุคคลโดยใช้หลักฐานทางทันตกรรม ทันตแพทย์
สังกัดมหาวิทยาลัยต่าง ๆ ทันตแพทย์จากกระทรวงสาธารณสุข ทันตแพทย์จากภาคเอกชน เป็นต้น
ซึ่งบทบาทของหลักฐานทางทันตกรรม เริ่มเป็นที่รู้จักจากเหตุการณ์คลื่นยักษ์สึนามิ ภาพเหตุการณ์
ที่ทันตแพทย์อาสาสมัครจากทั่วประเทศร่วมเดินทางไปช่วยตรวจศพผู้เสียชีวิต ล้วนมีส่วนท าให้งาน
ด้านนิติวิทยาศาสตร์เริ่มเข้ามาเกี่ยวข้องกับวิชาชีพทันตแพทย์มากขึ้น โดยท างานร่วมกับแพทย์นิติเวช
ผู้รับผิดชอบเหตุการณ์ที่เกิดในพื้นที่ ซึ่งผลการศึกษาแนวทางการพิสูจน์อัตลักษณ์บุคคลด้วยข้อมูล
ทันตกรรม กรณีเกิดเหตุภัยพิบัติขนาดใหญ่ มีแนวทางการพิสูจน์อัตลักษณ์บุคคลด้วยข้อมูลทันตกรรม
ในด้านต่างๆ ได้แก่ ด้านบริหารจัดการ,ด้านบุคลากร,ด้านวัสดุอุปกรณ์,ด้านกฎหมาย และระเบียบปฏิบัติ,
ด้านเทคโนโลยี และด้านการควบคุมดูแลสถานที่เกิดเหตุ
ข้อเสนอแนะจากการศึกษา คือ ควรมีนโยบายจัดตั้งคณะกรรมการพิสูจน์อัตลักษณ์บุคคล
และบริหารจัดการ เกี่ยวกับผู้เสียชีวิต กรณีเกิดภัยพิบัติขนาดใหญ่ พร้อมทั้งมีทันตแพทย์ผู้เชี่ยวชาญ
ด้านนิติทันตวิทยา เพียงพอในการปฏิบัติหน้าที่ มีระบบฐานข้อมูลทันตกรรมเดียวกันทั้งประเทศ
ตามมาตรฐานสากล พร้อมทั้งจัดท าแผนการปฏิบัติ มีเจ้าหน้าที่ เครื่องมือ อุปกรณ์ และซักซ้อมให้มี
ความพร้อมสามารถออกปฏิบัติหน้าที่ได้ทันที และมีการเตรียมสถานที่รองรับ และการเคลื่อนย้ายศพ
ทุกจังหวัดกรณีมีเหตุภัยพิบัติขนาดใหญ่สามารถปฏิบัติได้ทันทีอย่างมีประสิทธิภาพ
