อาสาสมัครกิจการพลเรือน (อส.กร.) เป็นการจัดตั้งมวลชนหรือเครือข่ายภาคประชาชน
ประเภทหนึ่งจากประชาชนที่มีจิตใจเสียสละ สมัครใจ เข้ามาสนับสนุนงานของกองทัพบก เป็นมิติใหม่
ที่ให้ประชาชนมีส่วนร่วมรับผิดชอบงานความมั่นคง ด้านกิจการพลเรือนของกองทัพบก ที่ไม่เกินขีด
ความสามารถ และมีความปลอดภัยเพียงพอซึ่งอาจจะต้องการสร้างความเข้าใจในการมอบหมาย
หน้าที่ ที่เจ้าหน้าที่ในสายงาน กิจการพลเรือนของกองทัพบกยังไม่สามารถปฏิบัติได้โดยง่าย
หากอาสาสมัครกิจการพลเรือนอาสาสมัคร อาจสามารถปฏิบัติได้ดีกว่า เนื่องจากเป็นเจ้าของพื้นที่
และมีความแนบเนียน ไม่เป็นบุคคลที่ถูกเพ่งเล็งเหมือนเจ้าหน้าที่ของรัฐ ในปัจจุบันได้จัดตั้งเป็นปีที่ 2
จำเป็นจะต้องอาศัยระยะเวลาเพื่อให้เกิดประสิทธิภาพสูงขึ้น
เอกสารวิจัยฉบับนี้มุ่งศึกษาบทบาทของอาสาสมัครกิจการพลเรือนในการปฏิบัติการ
สนับสนุนงานของเจ้าหน้าที่ทหารตามภารกิจที่ได้รับมอบในเรื่องความมั่นคงด้านกิจการพลเรือนและ
การพัฒนาตามแนวชายแดนและปัญหาข้อขัดข้องในการปฏิบัติงาน รวมถึงเสนอแนวทางปรับปรุง
บทบาทของอาสาสมัครกิจการพลเรือนให้สามารถปฏิบัติงานเพื่อสนับสนุนงานด้านกิจการพลเรือน
ในหน่วยงานอื่น ๆ ได้อย่างมีประสิทธิภาพ โดยวิจัยเชิงคุณภาพ (Qualitative research) ในพื้นที่
รับผิดชอบของกำลังสุรนารีด้วยการรวบรวมข้อมูล การรายงาน ของอาสาสมัครจัดการพลเรือน
พร้อมทั้งสัมภาษณ์กลุ่มตัวอย่าง เจ้าหน้าที่ในสายงานกิจการพลเรือนแต่ละระดับของกองทัพบก
ที่ปฏิบัติงานร่วมกันกับอาสาสมัครกิจการพลเรือน กรณีปฏิบัติภารกิจการเตรียมสนามรบด้านกิจการ
พลเรือน 7 ประการ ได้แก่ 1. การสำรวจ รวบรวม และวิเคราะห์ข้อมูลพื้นที่ที่ด้านกิจการพลเรือน
2. งานชุมชนสัมพันธ์ 3. การเสริมสร้างอุดมการณ์รักชาติ 4. การฝึกจัดตั้งและพัฒนาเครือข่ายกำลัง
ประชาชนในพื้นที่ชายแดน 5. การพัฒนาเครือข่ายแจ้งข่าวสารภาคประชาชน 6. การประสานการ
พัฒนาพื้นที่เพื่อความมั่นคง 7. การจัดทำบัญชีทรัพยากรพลเรือน
ผลการวิจัยที่ได้เป็นข้อมูลพื้นฐานที่นำไปปรับปรุงฝึกอบรมให้อาสาสมัครกิจการพลเรือน
มีความรู้ความเข้าใจ ในบทบาทหน้าที่ที่ได้รับมอบและสามารถสนับสนุนการปฏิบัติงานด้านการ
เตรียมสนามรบด้านกิจการพลเรือน รวมถึง ให้ผู้ที่สนใจนำวิจัยไปต่อยอดเพิ่มเติมในมิติอื่นต่อไป

Civil Affairs Volunteers is the establishment of a network for people with
selfless hearts to support the army's work. It is a new dimension that allows people
to take part in the responsibility for security Civil Affairs of the Army that does not
exceed the capacity. Besides, there is enough security that may need to build
an understanding of the task. Army civilian affairs are not easily practiced at the staff
in the line of work, while the Civil Affairs Volunteers might perform better.
The reason is that they are the owner of the area, not being a person who is being
screened like government officials. Civil Affairs Volunteers has been established for
the second year, and it is necessary to rely on a period to achieve higher efficiency.
This research aims to study the role of civilian affairs volunteers in the
operations of military personnel in the mission of security in civil affairs and border
development and disruptions in operations. This research also aims to improve the
role of civilian volunteers to support civil affairs in other agencies effectively. The
researcher has used Qualitative research in the area of responsibility of Sawan
Suranaree by collecting information of the civilian management volunteers and
interviewing sample groups. Staff at each level of the civilian affairs of the army who
work together with civilian volunteers, in case of conducting the Civil Affairs
battlefield preparation missions, have 7 aspects, including 1. The survey, collection,
and analysis of civil affairs areas 2. Community relations task 3. The strengthening of
patriotic ideology 4. Training on the establishment and development of civilian
networks in border areas 5. Development of public news notification networks
6. Coordination of area development for security, and 7. Civil resource accounting
The research outcomes will provide the basis for improving the training
of civilian affairs volunteers to have knowledge and understanding of roles and
duties that were assigned. Besides, able to support preparing the battlefield in civil
affairs and those a person who is interested in bringing further research into other
dimensions in the future.
