เรื่อง แนวทางการเตรียมความพร้อมของคนไทยเข้าสู่ยุคสังคมสูงวัยอย่างมีคุณภาพ

ประเทศไทยก าลังเผชิญกับการเปลี่ยนแปลงโครงสร้างทางประชากรครั้งส าคัญ คือ
การเข้าสู่สังคมผู้สูงอายุ โดยสัดส่วนจ านวนประชากรในวัยท างานและวัยเด็กลดลงเนื่องจากอัตรา
การเกิดและอัตราการตายของประชากรลดลงอย่างต่อเนื่อง ท าให้ประชากรไทยโดยเฉลี่ยมีอายุยืนยาวขึ้น
นับว่าเป็นประเด็นปัญหาที่ทวีความรุนแรงขึ้นตามล าดับ จากการศึกษาได้พบว่าปัญหาของประชากร
ในวัยสูงอายุส่วนใหญ่ไม่มีเงินเก็บออมไว้ใช้ในบันปลายชีวิต กล่าวคือ เมื่อเกษียณอายุในวัยท างานแล้ว
ก็จะพึ่งพาบุตรหลานมาคอยให้การอุปการะเลี้ยงดู ซึ่งปัญหาเหล่านี้ก็จะต้องไปสู่รุ่นหลังท าให้วัยรุ่นหลัง
ต้องรับภาระค่าใช้จ่ายในการดูแลผู้สูงวัย จึงท าให้เกิดการพัฒนาทางด้านเศรษฐกิจช้าอันเนื่องมาจาก
จะต้องคอยเอางบประมาณในส่วนนี้มาบ ารุงเลี้ยงดูผู้สูงที่ไม่สามารถดูแลตัวเองได้ โดยรัฐบาล
ได้มีแนวนโยบายในการปฏิรูปประเทศไทย โดยก าหนดกรอบการปฏิรูปภายใต้ยุทธศาสตร์ชาติ 20 ปี
ในยุทธศาสตร์ชาติด้านการพัฒนาและเสริมสร้างศักยภาพทรัพยากรมนุษย์ซึ่งเป้าหมายหลักคือ
การพัฒนาคนในทุกมิติและในทุกช่วงวัยเป็นส าคัญ ซึ่งแนวทางในการแก้ไขเพื่อให้ผู้ที่ก้าวไปสู่วัย
สูงอายุมีความพร้อมในการใช้ชีวิตแบบที่ไม่ต้องพึงพาลูกหลานนั้น จะต้องอาศัยภาครัฐและตัวบุคคล
ที่จะก้าวเข้าสู่ผู้สูงวัยให้มีความพร้อม เช่น ภาครัฐควรจะต้องมีนโยบายบาย ระเบียบ แบบแผนที่ชัดเจน
ในการก าหนดยุทธศาสตร์และนโยบายต่างๆ ที่เกี่ยวข้องกับผู้สูงวัยอย่างเป็นรูปธรรมใช้งานได้จริง
เพื่อเตรียมความพร้อมรับมือกับสถานการณ์ประเทศไทยเข้าสู่ยุคผู้สูงวัยอย่าเต็มที่ และส่วนของ
ตัวบุคคลที่จะก้าวเข้าสู่ผู้สูงวัยก็จะต้องวางแผน เตรียมความพร้อมรับมือกับการด าเนินชีวิตในวัย
หลังเกษียณ ทั้งในด้านร่างกาย จิตใจ และสังคม รวมไปถึงด้านการเงิน เพื่อพร้อมรับกับความเปลี่ยนแปลง
ในชีวิตโดยจะต้องค านึงถึงคนรุ่นหลังซึ่งจะต้องด าเนินชีวิตแบบไม่เป็นภาระกับคนรุ่นหลังอย่างมีความสุข
เพื่อให้ประเทศไทยได้มีการพัฒนาศักยภาพอื่นๆ อย่างมั่นคง ยั่งยืนและเข้มแข็งต่อไป

Thailand is encountering a serious demographic change. That is to become
an aging society. The proportion of the working age and childhood population decreased
due to the continued decrease in the birth and mortality rates of the population. This
has caused the average Thai population to live longer, which is an increasingly serious
problem, respectively. Studies have revealed that the problem of most elderly people
is that they do not have savings for the end of their lives, so when they retire, they
haveto rely on their children to support them.These problems are going to affect the
next generations, causing them to carrythe cost of taking care of the elderly. It causes
slow economic development due to the need to take the budget in this part to
nourish the elderly who cannot take care of themselves. The government has a policy
to reform Thailand setting a reform framework under the 20-year national strategy which
the main goal is to develop the people in every age and aspect. The solution to the
problem for those who have advanced to the elderly to be prepared to live their lives
without relying on their children must depend on the government and the individual to
step into the elderly to be ready. For example, the government should have a policy by
means of clear regulations in formulating strategies and policies relating to the elderly in a
concrete and practical way. In order to be prepared for the situation of Thailand entering
the age of the elderly, and the personal part that will step into the elderly must plan for
their own lives after retirement for physical, mental and social aspects as well as finance
part. Also, it is to be ready for the change in lives. It must consider the next generations
who will have to live lives without burden to the next generations with happiness, and to
enable Thailand to develop other potentials in a stable, sustainable and strong way from
now on.
