เรื่อง การจัดการหาและพัฒนายุทโธปกรณ์ (Purchase and Development)
ในส่วนของ กองทัพอากาศ

การวิจัยนี้ได้หยิบยกปัญหาเรื่องงบประมาณและวิธีการในการจัดซื้อจัดหาอาวุธ
ยุทโธปกรณ์ป้องกันประเทศ เพื่อน ามาใช้เสริมสร้างความมั่นคงด้านการทหารให้กับประเทศ และ
เพื่อป้องกันภัยคุกคามที่ถูกมองว่าเป็นการลงทุนที่ไม่คุ้มค่าและไม่เป็นไปตามสภาวการณ์จริงของโลก
ในปัจจุบันที่มีการแข่งขันทางด้านการค้าและเศรษฐกิจอย่างเข้มข้น โดยมองข้ามบริบทของภัยคุกคาม
ด้านการสงครามในหลากหลายรูปแบบที่เกิดขึ้นและยังคงอยู่ทั่วทุกมุมโลก ดังนั้น ผู้วิจัยจึงได้ก าหนด
วัตถุประสงค์ของการวิจัยจากปัญหาดังกล่าว โดยต้องการศึกษา วิเคราะห์การพัฒนาอุตสาหกรรมใน
ส่วนที่เกี่ยวข้องกับการป้องกันประเทศ ซึ่งเน้นไปที่การน าอาวุธยุทโธปกรณ์ที่มีอยู่ในประจ าการ
มาปรับปรุงโดยใช้เทคโนโลยีที่เป็นของตนเอง หรือการจัดหาอาวุธยุทโธปกรณ์ใหม่ ๆ ที่สามารถน ามา
ปรับปรุงและพัฒนาให้มีประสิทธิภาพมากขึ้นตามความต้องการของกองทัพ โดยส่งเสริมให้พิจารณา
บริษัทเอกชนสัญชาติไทยในประเทศที่มีขีดความสามารถในระดับสากล ได้เข้ามาพัฒนาหรือซ่อม
ปรับปรุงร่วมกับบุคลากรของกองทัพ และหาแนวทางในการจัดซื้อจัดจ้าง และ/หรือการซ่อมปรับปรุง
อาวุธยุทโธปกรณ์ที่มีอยู่ให้มีประสิทธิภาพ สามารถตอบสนองความต้องการการใช้งานที่ควบคู่ไปกับการ
พัฒนาของกองทัพ และ เพื่อใช้จ่ายงบประมาณที่ได้รับให้คุ้มค่าและเกิดประโยชน์สูงสุดต่อประเทศชาติ
ผลการวิจัยพบว่า แนวทางที่จะน ามาใช้จัดการกับปัญหาและมุมมองที่แตกต่างนี้ให้เกิด
ดุลภาคกับทุกภาคส่วน อีกทั้งยังช่วยสร้างความสมดุลย์ให้เกิดขึ้นในระบบเศรษฐกิจของประเทศก็คือ
การปรับเปลี่ยนการใช้จ่ายงบประมาณในการป้องกันประเทศจากการสั่งซื้ออาวุธยุทโธปกรณ์จาก
ต่างประเทศเป็นส่วนใหญ่ มาเป็นการลงทุนภายในประเทศโดยความร่วมมือระหว่างกองทัพและ
บริษัทอุตสาหกรรมป้องกันประเทศสัญชาติไทยที่มีศักยภาพในระดับมาตรฐานสากล เพื่อตอบสนอง
ความต้องของกองทัพและพัฒนาต่อยอดในการสร้างรายได้เข้าประเทศ ซึ่งจากที่ได้ท าการวิเคราะห์
ประเทศที่ด าเนินธุรกิจอุตสาหกรรมป้องกันประเทศท าให้ประจักษ์ว่า “อุตสาหกรรมป้องกันประเทศ”
ช่วยให้แต่ละประเทศประสบผลส าเร็จทางด้านการป้องกันประเทศ อีกทั้งยังช่วยสร้างรายได้เข้า
ประเทศได้อย่างเป็นกอบเป็นก า และท าให้ค่า GDP สูงขึ้นอย่างมีนัยซึ่งส่งผลให้ต่างประเทศเกิด
ความเชื่อมั่น อาทิ สาธารณรัฐตุรกี สาธารณรัฐเกาหลี สาธารณรัฐสิงคโปร์ และ มาเลเซีย เป็นต้น
ส าหรับแนวทางการด าเนินการของประเทศไทยนั้น สามารถใช้วิธีการจัดหาและการ
พัฒนายุทโธปกรณ์ (Purchase and Development: P&D) ซึ่งเป็นกระบวนการส าคัญของการ
พัฒนาอุตสาหกรรมด้านการป้องกันประเทศ โดยเริ่มจากการจัดซื้อ/จัดจ้างซ่อมปรับปรุงอาวุธ
ยุทโธปกรณ์ที่มีอยู่ และ/หรือการจัดหาอาวุธยุทโธปกรณ์ใหม่ที่สามารถน ามาปรับปรุงและพัฒนาได้
โดยบริษัทเอกชนสัญชาติไทยในประเทศ เข้ามาพัฒนาหรือซ่อมปรับปรุงร่วมกับบุคลากรของกองทัพ
โดยหน่วยงาน ที่เกี่ยวข้องจัดท าแนวทางความร่วมมือระหว่างกองทัพกับบริษัทเอกชนของไทย ข
เพื่อบูรณาการองค์ความรู้ด้านการวิจัย พัฒนา ปรับปรุง และการผลิตอาวุธยุทโธปกรณ์ให้แก่กองทัพ
ด้วยแนวทางการจัดหาและการพัฒนายุทโธปกรณ์(Purchase and Development: P&D) ซึ่งเป็น
กระบวนการส าคัญของการพัฒนาอุตสาหกรรมด้านการป้องกันประเทศ และเป็นแนวทางที่เสริมสร้าง
ความมั่นคงของประเทศด้วยการพึ่งพาตนเองได้อย่างยั่งยืน ก่อให้เกิดการสร้างงานในประเทศ และ
เกิดการกระตุ้นเศรษฐกิจไปพร้อม ๆ กันด้วย

This research puts forth the topic of budgeting and procurement of
armaments for the purpose of national security, and to support the means of
national defense against foreign threats, where it is currently perceived as no longer
being a viable nor concurrent concern with the reality of present day demands.
Within the present day where there is intense competition in the facets of trade and
the economy, while threats to national security in the forms of war and other
invading forces which exist around the world have been overlooked for the most
part. Therefore, the researcher has chosen to define the objective of this research, in
the intent of conducting research and analysis on the development of the industry
concerning national defense. The emphasis of the research will be on improving and
reconditioning presently stationed armament units with domestically present
technology, or the procurement of new armament units, which can be in the service
of improving and to further develop the effectiveness of the army. Further
suggestions of this research is the endorsement for the consideration of utilizing
services from private enterprises which are of Thai nationality, who possess the
capacity of providing the necessary services which are up to contemporary
international standards, in providing developmental support and maintenance
services in conjunction with army personnel. In addition, the private enterprise(s) will
also be responsible for aiding with further procurement and/or maintenance of the
armaments, with the condition that they are within army operational standards,
which are capable of responding to the requirements as well as future developments
of the army, and to utilizing budgets to its full potential in maximize the gains of
national interest.
The resulting findings of the research recommends that the solution will
be able to deal with issues which have arisen and the existing dissent towards the
topic, where it would also provide equilibrium for all parties while also satisfying the
balance of economic trade. The identified solution is to mitigate foreign purchase of
weapons and armament, while increasing engagement of the budget with domestic ง
investments in the form of cooperation between the army and private Thai
enterprises within the national defense industry who process capabilities comparable
to international standards. The partnership as understood by the research could
potentially satisfy the armament needs of the army, while also building on the intent
of generating income for the national economy, where other countries who operate
under such a structure of investment and returns towards the industry of national
defense would eventually manifest a “national defense industry”. This structure
helps to continually secure success towards ensuring national defense as well as
generating national income, which is reflected by a substantial increase of their GDP
as well as public confidence, as exemplified by the cases of Turkey, Korea, Singapore,
and Malaysia.
In terms of the operation guidelines for Thailand, The Armament
Purchase and Development process, which is vital to the development of the
national defense industry for the country, should be initiated by the purchase/procurement
for the maintenance and improvement of existing armaments and/or procure new
armaments which can be improved upon and further developed by Thai private
enterprises who will be working in conjunction with army personnel in the processes
of maintenance and development. It is then where the concerning organizations
would work towards integrating the knowledge on researching, developing, and
improving the processes of armament production for the army, under The Armament
Purchase and Development guidelines. This procedure of Armament Purchase and
Development thus, is vital to the development of the national defense industry and
a more important process of securing sustainable independence for the country
through the benefit of job creation and stimulation of the economy.
