เรื่อง บทบาทและความส าคัญของเทคโนโลยีในการพัฒนาเมืองอัจฉริยะ
จังหวัดภูเก็ต

ความเจริญเติบโตของเมือง โอกาสทางด้านเศรษฐกิจและการจ้างงานของเมือง
รวมทั้งโอกาสของคนเมืองที่มีมากกว่าคนชนบทในการได้รับสิ่งอ านวยความสะดวกและสิทธิ
ประโยชน์ต่าง ๆ ของภาครัฐ ท าให้มีการหลั่งไหลของคนชนบทและแรงงานต่างด้าวเข้าสู่เมือง
ส่งผลให้เมืองมีการขยายตัวซึ่งท าให้เกิดปัญหาและผลกระทบกับเมืองอย่างมากมาย การพัฒนาเมือง
อัจฉริยะจึงถูกน ามาใช้เป็นแนวทางในการแก้ไขปัญหาและผลกระทบที่เกิดขึ้นโดยการน าเทคโนโลยี
โดยเฉพาะเทคโนโลยีสารสนเทศและการสื่อสาร (ICT) มาประยุกต์ใช้กับระบบโครงสร้างพื้นฐาน
และระบบต่าง ๆ ของเมืองโดยสร้างระบบฐานข้อมูลในการบริหารจัดการเชิงกลยุทธ์และการจัดการ
ความรู้ในงานด้านต่าง ๆ เพื่อรองรับการเปลี่ยนแปลงและเพื่อสร้างความสามารถในการแข่งขัน
ท าให้บรรลุเป้าหมายซึ่งหมายถึงคุณภาพชีวิตของประชาชนและความยั่งยืนของเมือง วัตถุประสงค์
ของการวิจัยนี้เพื่อศึกษาสภาพการณ์ปัจจุบันของเทคโนโลยีกับการพัฒนาเมืองอัจฉริยะ จังหวัดภูเก็ต
บทบาทและความส าคัญของเทคโนโลยีในการพัฒนาเมืองอัจฉริยะ รูปแบบของเทคโนโลยีที่ใช้
ความเกี่ยวข้องกับผู้มีส่วนได้เสีย ตลอดจนปัญหา อุปสรรค และแนวทางแก้ไขในการพัฒนา
เมืองอัจฉริยะ จังหวัดภูเก็ต ประชากรที่ใช้ในการศึกษา คือ ผู้บริหารภาครัฐ ผู้บริหารภาคเอกชน
และผู้ประกอบการที่มีความรู้ความเชี่ยวชาญด้านเทคโนโลยีหรือปฏิบัติงานด้านเทคโนโลยี
สารสนเทศและการสื่อสาร (ICT) โดยใช้วิธีการสัมภาษณ์เชิงลึก และวิเคราะห์ข้อมูลโดยวิเคราะห์
เนื้อหาของข้อมูล และน าเสนอข้อมูลในประเด็นต่าง ๆ แบบรายงานวิจัยเชิงพรรณนา ผลการวิจัย
พบว่า การพัฒนาศักยภาพของคน อาทิ ภาครัฐและภาคเอกชน (โดยเฉพาะผู้บริหาร) ภาคประชาชน
และผู้ที่เกี่ยวข้อง ให้มีความรู้ความเข้าใจในเรื่องการพัฒนาเมืองอัจฉริยะและความรู้พื้นฐาน
ทางด้านเทคโนโลยีและการใช้เทคโนโลยีการก าหนดเจ้าภาพบริหารจัดการเมืองอัจฉริยะให้ชัดเจน
รวมทั้งก าหนดความต่อเนื่องของนโยบาย แผนงาน และงบประมาณ การมีระบบจัดซื้อที่เหมาะสม
เพื่อให้ได้มาซึ่งเทคโนโลยีระดับสูงที่จะใช้เพื่อการพัฒนาเมืองอัจฉริยะ การบูรณาการความร่วมมือ
ระหว่างทุกภาคส่วน และการมีโครงสร้างพื้นฐานเทคโนโลยีที่ดีโดยเฉพาะเทคโนโลยีสารสนเทศ
และการสื่อสารในการเก็บรวบรวมข้อมูล การวิเคราะห์และประเมินผลข้อมูล ล้วนส่งผลต่อความส าเร็จ
ในการพัฒนาเมืองอัจฉริยะ งานวิจัยนี้เกิดขึ้นเพื่อให้เห็นถึงความส าคัญของการน าเทคโนโลยี
ที่เป็นเครื่องมือส าคัญอย่างยิ่งในการขับเคลื่อนการพัฒนาเมืองอัจฉริยะ จังหวัดภูเก็ต เพื่อแก้ปัญหา
การขยายตัวของเมืองที่เกิดขึ้นอย่างรวดเร็ว สามารถมีข้อสรุปให้กับผู้บริหารหรือผู้มีอ านาจตัดสินใจ
ของภาครัฐ ภาคเอกชน และภาคประชาชน จังหวัดภูเก็ต ที่จะท าให้การบริหารจัดการของ
ทุกภาคส่วนมีการเชื่อมโยงและมีการตัดสินใจร่วมกัน ท าให้ได้ข้อมูลที่เพียงพอ เพื่อใช้ในการตัดสินใจข
แก้ไขปัญหาและพัฒนาเมือง โดยจะต้องมีการพัฒนาศักยภาพของคน และมีเทคโนโลยีให้พร้อม
และเหมาะสมรองรับการใช้งานและตรงตามความต้องการของคนในพื้นที่เพื่อให้การพัฒนา
เมืองอัจฉริยะ จังหวัดภูเก็ต ประสบผลส าเร็จอย่างเป็นรูปธรรมและแท้จริง

Abstract
Title : Role and Significance of Technology to the Smart City Development
in Phuket Province
Field : Science and Technology

The growth of the city, economic opportunities and employment of the
city including the opportunities of urban people that are more than rural people to
receive public facilities and benefits causing rural people and foreign workers move
into the city resulting in the urban expansion which causes many problems and
impacts to the city. The development of smart cities is therefore used as a guideline
to solve problems and impacts by using technology, especially information and
communication technology (ICT), to apply to the infrastructure and systems of the city by
creating a database system for strategic management and knowledge management
in various areas to support change and to build competitiveness in order to achieve
the goals which mean the quality of life for people and the sustainability of the city.
Research objectives are to study the current situation of technology, the role and
importance of technology in smart city development, the technology model, stakeholder
involvement, including problems, obstacles, and solutions in the development of
Phuket Smart City. The population used in the study is government administrators,
private sector executives and entrepreneurs with technology expertise or practicing
information and communication technology (ICT). Using in-depth interview method,
data analysis was done by analyzing the content of the data. Presenting information
on various issues in a descriptive report form. The finding showed that human potential
development such as government and private sectors (especially executives), public
sector and related parties to have an understanding of smart city development and
basic knowledge in technology and technology use, clearly defining authority to manage
smart cities including the continuation of the policies, plans and budgets, having an
appropriate procurement system in order to obtain the high technology that will be
used for smart city development, integrating cooperation between people in all sectors,
including having good technology infrastructure, especially information and communication
technology (ICT) for data collection, data analysis and data evaluation contribute to the
success of smart city development. This research was created to see the importance
of using technology that is an extremely important tool in driving the development ง
of smart cities to solve the problem of rapid urban expansion. There can be conclusions
for the government, private and public sectors, at the level of executives or decisionmakers, causing the management of all sectors to be linked and make joint decisions.
Resulting in sufficient information for decision making in solving problems and improving
the city in which the human potential must be developed and have appropriate
technology to be ready and suitable to support the use and meet the needs of the
people in the area to make the development of smart cities a concrete and real
success.
