งานวิจัยนี้มีวัตถุประสงค์เพื่อศึกษา วิเคราะห์ระบบโครงการของกองทัพบกในขั้น
การวางแผน ขั้นการจัดท าและอนุมัติโครงการของกองทัพบก เพื่อก าหนดแนวทางในการด าเนิน
โครงการของกองทัพบกที่มีประสิทธิภาพ ตอบสนองความต้องการของกองทัพบกได้สอดคล้องกับการ
เตรียมก าลังกองทัพบกให้มีความพร้อมรบ ความต่อเนื่องและความทันสมัย ขอบเขตของการวิจัยใน
ด้านเนื้อหาเน้นการศึกษา วิเคราะห์ และเปรียบเทียบ กระบวนการวางแผน ขั้นตอนการจัดท าและ
การอนุมัติโครงการของส่วนราชการภายในกระทรวงกลาโหมกับกองทัพบก เป็นการวิจัยเชิงคุณภาพ
ร่วมกับการวิจัยเชิงพรรณนา โดยท าการรวบรวมข้อมูลทุติยภูมิจากเอกสาร ต ารา ระเบียบ/ค าสั่ง
ที่เกี่ยวข้อง และรวบรวมข้อมูลปฐมภูมิ โดยการสัมภาษณ์เชิงลึกจากผู้ปฏิบัติงานของหน่วยในสายงาน
โครงการ จ านวน ๑๐ หน่วย ประกอบด้วยหน่วยงบประมาณของกองทัพบก หน่วยรับผิดชอบ
โครงการหลัก และหน่วยเจ้าของโครงการ ผลการวิจัยพบว่า ระบบโครงการกองทัพบกในขั้นการ
วางแผนมีความเชื่อมโยงกับระบบงบประมาณแบบการวางแผนและการก าหนดโครงการ ซึ่งเน้นการ
วางแผนโครงการเป็นปีก าหนดการมีกระบวนการคิดที่เป็นระบบแต่ขั้นตอนยาวและใช้เวลานานจน
ท าให้แผนงาน โครงการล้าสมัย ส าหรับขั้นตอนการจัดท าและอนุมัติโครงการซึ่งกระบวนการหลักเป็น
การจัดท ารายละเอียดและการพิจารณาตรวจสอบโครงการ ในภาพรวมมีความเหมาะสมในด้าน
การก าหนดกระบวนการและกรอบเวลาแล้ว ผลการวิจัยนี้ได้น าเสนอแนวทางในการด าเนินโครงการมี
ประสิทธิภาพโดยเน้นกระบวนการวางแผนให้สอดคล้องกันในทุกระดับหน่วยในสายงานโครงการ
เพื ่อการน าไปจัดท าโครงการและปรับลดขั้นตอนการวางแผนโครงการ โดยจัดท าแผนงาน
โครงการเฉพาะโครงการปกติส าหรับโครงการประเภทเสริมสร้างก าลังกองทัพ สามารถน าความต้องการ
จัดหาและซ ่อมแซมยุทโธปกรณ์หลัก/ส าคัญของกองทัพบก พ.ศ.๒๕๖๐ – ๒๕๖๙ มาจัดท า
โครงการเริ่มใหม่ โดยไม่ผ่านขั้นตอนการวางแผนโครงการ ตลอดจนข้อเสนอแนะให้มีการปรับปรุง
งบประมาณในโครงการตลอดจนการก าหนดทิศทางการพัฒนาและเสริมสร้างยุทโธปกรณ์ให้มี
ความชัดเจน เหมาะสมและจ าเป็นกับสถานการณ์ในปัจจุบันและอนาคตเพื่อไม่ก่อให้เกิดภาระ
ต่อโครงการและงบประมาณต่อไป

The objective of this research for study and analyze of the Army's project
system in the planning, preparation and approval stages of the Army's project.
To define guidelines for the implementation of Army programs of the Army and
preparation for battle Continuity and modernity. Scope of content, focus on study,
analysis and comparison Planning Process. The process of preparation and approval
of government projects within the Ministry of Defense and the Army. This Research
are qualitative research and descriptive research by collecting secondary information
from relevant documents, texts, regulations / orders and collect primary information.
Through in-depth interviews with operators of ten project departments, comprising
the Army Budget Unit. Unit responsible for the main project And project owner unit
The research results were found that Army Project System in the planning stage, it’s
linked with budgeting, planning and project determination systems. Which focuses on
project planning as a schedule year There is a systematic thinking process, but the
steps are long and It took so long to make the plan. The main process is the
preparation of details and reviewing the project. As a whole, it is appropriate to
define processes and time frames. The results of this research offer a guideline for
effective project execution. By focusing on the planning process to be consistent at
all unit levels in the project line in order to implement the project and simplify the
project planning process. By making a work plan Project specific, regular project for
the type of military reinforcement project Able to bring the demand for procurement
and repair of major / important equipment of the Army. In 2017 – 2016 make a new
start project without going through the project planning process as well as proposals
for budget improvements in the project, as well as setting clear directions
for development and enhancing equipment. It is appropriate and necessary
in the present and future situations so as not to cause further burden on
the project and the budget.
