การวิจัยในคร้ังน้ีมีวตัถุประสงค ์เพื่อศึกษาวิธีการซ้ือขายและการกา หนดราคาปาล์มน้า มนั
เพื่อศึกษาวเิคราะห์ปัญหาและอุปสรรครวมถึงการกา หนดราคาที่เหมาะสม ส าหรับปาล์มน้า มนั และ
เพื่อศึกษาหาแนวทางในการส่งเสริมราคาปาล์มน้า มนั ไดก้า หนดขอบเขตของการวิจัยไว้ 3 ด้าน คือ (1) ด้าน
เน้ือหา คือ ข้อมูลปฐมภูมิ และข้อมูลทุติยภูมิ(2) ด้านพ้ืนที่ ประกอบด้วย 19 อ าเภอในจังหวัด
สุราษฎร์ธานี และ(3) ด้านประชากรน้ีคือกลุ่มเกษตรกรผปู้ลูกปาล์มน้า มนั ในจงัหวดัสุราษฎร์ธานี
จ านวน 120 คน และกลุ่มผรู้ับซ้ือปาล์มน้า มนั ในจงัหวดัสุราษฎร์ธานีจา นวน 60 คน วิธีด าเนินการ
วิจัยโดยท าการวิจัยเชิงคุณภาพ ใช้แบบสัมภาษณ์เชิงลึก พบวา่ ดา้นกลุ่มเกษตรกรผปู้ลูกปาลม์ น้า มนั
รับรู้ว่าถูกกดราคาจากผรู้ับซ้ือและเห็นดว้ยอย่างยิ่งในการนา น้า มนั ปาล์มมาใช้เป็นพลงัเช้ือเพลิง
โดยจะมีผลต่อการผลิต และการขายปาล์มน้า มนั ดา้นกลุ่มผรู้ับซ้ือปาล์มน้า มนั มีความเห็นวา่ ภาครัฐตอ้ง
มีพ.ร.บ.ปาล์มน้า มนั สนบั สนุนเรื่องพลงังานทดแทนกา หนดราคาประกนัคุณภาพขอ้เสนอแนะภาครัฐควร
ปรับปรุงสายพนัธ์ปาล์มน้า มนัให้เจริญพนัธ์เร็วข้ึนมีน้า มนั เปอร์เซ็นต์มากกว่า60% โรงงาน ผูร้ับซ้ือ
ปาล์มน้า มนั ตอ้งติดต้งัระบบมิเตอร์ควบคุมปริมาณผลลิตปาล์มน้า มนั เพื่อจะได้stock น้า มนั ปาล์ม ที่
แทจ้ริงป้องกนัการนา เขา้จากต่างประเทศอีกท้งัมีการประมูลการขายน้า มนั ปาล์มให้กบัการไฟฟ้าฝ่ายผลิต
แห่งประเทศไทยอย่างเสรีท้งัน้ีผลการวิจยัยงัใช้เป็นฐานขอ้มูลประกอบการใช้เป็นแนวทางในการกา หนด
นโยบายหรือยทุ ธศาสตร์ชาติต่อไป

Title Oil Palm Price Promotion Guideline for Sustainable Stability

This research aimed to study trading processes and price determinant of oil palm, to
analyze problems and obstacles, to indicate the reasonable pricing, and to study price promotion
guideline of oil palm. There were three scopes in this research (1) content scope; consisted of
primary and secondary data (2) area scope; consisted of 19 districts in Surat Thani province and (3)
population scope; consisted of 120 oil palm agriculturists and 60 oil palm buyers in Surat Thani
province. The in-deep interview was used as the methodology in this research. Findings indicated
that the agriculturists had perception about they are undersold from buyers and they strongly agreed
in using palm oil as fuel in which affect to production and trading processes. Furthermore, this
research revealed that the oil palm buyers desired legal supporting by the government such as
renewable energy supporting and pledging policy. The recommendations can be drawn from this
research are public sector should improve oil palm genetic to be more reproductive and have more
than 60 percent of oil and oil palm buyers should equip production control monitor system in terms
of representing accurate in-stock oil palm and to prevent importing oil palm from oversea. In
addition, should have free and fair auction with Electricity Generating Authority of Thailand.
Moreover, the findings of this research also be used as database for determine national policy and
strategy in the future.
