การวิจัยนี้ มีวัตถุประสงค์เพื่อการศึกษาแนวทางการด าเนินงานและปัญหาข้อขัดข้อง
ของการทูตฝ่ายทหารไทยของกองบัญชาการกองทัพไทย ผ่านการวิเคราะห์เข้ากับแนวความคิดทฤษฎี
ที่เกี่ยวข้องและเปรียบเทียบกับการด าเนินงานด้านการทูตฝ่ายทหารของกองทัพนานาชาติ
เพื่อก าหนดออกมาเป็นแนวทางการใช้การทูตฝ่ายทหารสนับสนุนการปฏิบัติงานของกองบัญชาการ
กองทัพไทยต่อไป
วิธีด าเนินการวิจัย เป็นการวิจัยเชิงคุณภาพ โดยการศึกษาแนวความคิดทฤษฎี
และกระบวนการด าเนินงานด้านการทูตฝ่ายทหารของกองทัพไทยและกองทัพนานาชาติ รวบรวมและ
วิเคราะห์ข้อมูล ปฐมภูมิผ่านการสอบถามสัมภาษณ์เชิงลึกผู้ช่วยทูตฝ่ายทหารไทยในต่างประเทศ
ผู้ช่วยทูตทหารต่างประเทศประจ าประเทศไทยและผู้ปฏิบัติงานด้านการทูตฝ่ายทหารของไทย รวมถึง
ประสบการณ์ตรงของผู้ท าวิจัยเอง ประมวลผลออกมาเป็นความคิดรวบยอดเพื่อเสนอแนะแนวทางการ
ใช้การทูตฝ่ายทหารสนับสนุนการปฏิบัติงานของกองบัญชาการกองทัพไทย
ผลการวิจัยพบว่าสภาพปัญหาการด าเนินการด้านการทูตฝ่ายทหารไทยในปัจจุบัน
กองบัญชาการกองทัพไทยไม่ได้จัดท าแผน หรือก าหนดเป็นนโยบายเฉพาะด้าน ขาดการก าหนดทิศทาง
ที่ชัดเจนจนส่งผลต่อการบูรณาการการด าเนินงาน ท าให้ไม่สามารถน ามาซึ่งผลประโยชน์ชาติและ
กองทัพได้อย่างแท้จริง จึงได้เสนอแนะให้มีการจัดท ายุทธศาสตร์ด้านการทูตฝ่ายทหาร โดย สนผ.กห.
ขว.ทหาร ขว.เหล่าทัพ และกระทรวงการต่างประเทศ ควรเข้ามาร่วมมือกันในการศึกษาวิเคราะห์และ
ก าหนดแนวทางการใช้เครื่องมือด้านการป้องกันประเทศ ในงานด้านการต่างประเทศอย่างรวมถึงการ
พัฒนาและใช้ขีดความสามารถด้านการทูตฝ่ายทหารเพื่อรองรับยุทธศาสตร์ชาติ ระยะ ๒๐ ปี
(พ.ศ.๒๕๖๑ - ๒๕๘๐) อันจะน ามาซึ่งผลประโยชน์ชาติไทยต่อไป

Abstract
Title The Guideline on Implementing Defence Diplomacy for the
Support of the Royal Thai Armed Forces Head Quarters’ missions.

The objective of this research is to study the implementation methods
and hindrances of the Royal Thai Armed Forces Head Quarters’ Defence Diplomacy,
through analyses of related theories and a comparison of international armed forces
defence diplomacy, in order to establish a a Guideline on Implementing Defence
Diplomacy for the Support of the Royal Thai Armed Forces Head Quarters’ missions.
A qualitative methodology is used in this research by studying the
concepts, theories and implementation methods of both the Thai and international
Guideline on Implementing Defence Diplomacy for the Support of the Royal Thai
Armed Forces Head Quarters’ missions ; collecting and analyzing primary data
through in-depth interviews with Thai Defence Attachés abroad, foreign Defence
Attachés in Thailand and operators of Thai Defence Diplomacy as well as the firsthand experience of the researcher. All of which are evaluated in order to formulate
the Royal Thai Armed Forces Head Quarters’ defence diplomacy policy.The results
show that there is a lack of a clear direction in the Thai Defence Diplomacy, which
impedes the implementation of its missions, failing to bring about national interests.
Therefore, it is recommended that national defence diplomacy strategy should be
established and a reformation of the Thai Defence Diplomacy should be conducted
through the Office of Policy and Planning, the Directorate of Joint Intelligence, the
Directorate of Intelligence of the three services, and the Ministry of Foreign Affairs
should establish a cooperation in order to study, analyze and set up a guideline on
the application of national defence tools in the field of foreign affairs, as well as
capability development and utilization of the defence diplomacy in support of the
20-year National Strategy (2018-2037), which will bring about Thailand’s national
interests.
