เรื่อง แนวทางการลดผลกระทบจากการพัฒนาอุตสาหกรรมยานยนต์ไฟฟ้า

วัตถุประสงค์ของการวิจัยฉบับนี้มี 3 ประการ คือ 1. เพื่อศึกษาสถานการณ์และทิศทาง
แนวโน้มของอุตสาหกรรมยานยนต์ของไทย 2. เพื่อวิเคราะห์ผลกระทบต่อภาคอุตสาหกรรมยานยนต์
ของไทยอันเกิดจากแนวโน้มการปฏิวัติอุตสาหกรรมยานยนต์จากรูปแบบการใช้น้้ามันไปสู่รูปแบบ
ไฟฟ้า และ 3. เพื่อศึกษาแนวทางการลดผลกระทบจากการพัฒนาอุตสาหกรรมยานยนต์ไฟฟ้า
ของภาครัฐและผู้ประกอบการ วิธีการวิจัย เป็นการวิจัยเชิงคุณภาพ โดยการเก็บข้อมูลจากผู้ให้ข้อมูลหลัก
ซึ่งเป็นผู้แทนจากผู้ประกอบการอุตสาหกรรมยานยนต์ของไทย ผู้แทนจากภาคการผลิตรถยนต์ และ
ผู้แทนจากผู้ประกอบการอุตสาหกรรมยานยนต์ของประเทศจีน รวมเป็น 6 ราย เครื่องมือในการวิจัยคือ
การสัมภาษณ์เชิงลึก การวิเคราะห์ข้อมูลใช้การตีความจากข้อมูลที่เชิงคุณภาพ
ผลการวิจัย
1. สถานการณ์และทิศทางแนวโน้มของอุตสาหกรรมยานยนต์ของไทย พบว่า จากแนวโน้ม
ของรัฐบาลที่พยายามส่งเสริมและผลักดันให้มีการปรับเปลี่ยนรูปแบบการผลิตรถยนต์ขับเคลื่อนด้วย
พลังงานไฟฟ้าในประเทศอย่างจริงจังและสอดคล้องกับทิศทางความต้องการใช้รถยนต์ในอนาคต
ของตลาดโลก โดยรถยนต์ที่ขับเคลื่อนด้วยพลังงานไฟฟ้านั้น มี 2 ชนิด คือ รถยนต์ไฟฟ้า
BEVs (Battery Electric Vehicles : BEVs) ที่ใช้พลังงานไฟฟ้าจากแบตเตอรี่ในการขับเคลื่อน
เพียงอย่างเดียว และรถยนต์ปลั๊กอินไฮบริด (Plug-in Hybrid Electric Vehicles : PHEVs)
2. ผลกระทบต่อภาคอุตสาหกรรมยานยนต์ของไทยอันเกิดจากแนวโน้มการปฏิวัติ
อุตสาหกรรมยานยนต์จากรูปแบบการใช้น้้ามันไปสู่รูปแบบไฟฟ้า พบว่า แนวโน้มผลกระทบจากนโยบาย
ของรัฐที่จะเกิดขึ้นต่อภาคอุตสาหกรรมยานยนต์ไฟฟ้าของไทย พบว่า มีปัญหาและผลกระทบหลักอยู่
2 ประเด็น คือ การผลิตชิ้นส่วน และแรงงาน ซึ่งสามารถเกิดขึ้นได้จากการปรับเปลี่ยนรูปแบบผลิตภัณฑ์
ยานยนต์ยุคใหม่ การจ้างงาน การน้าเข้าและส่งออกชิ้นส่วนยานยนต์ไฟฟ้า
3. แนวทางการลดผลกระทบจากการพัฒนาอุตสาหกรรมยานยนต์ไฟฟ้าของภาครัฐและ
ผู้ประกอบการ พบว่า ผลกระทบทั้งด้านชิ้นส่วนยานยนต์และแรงงาน เป็นเรื่องที่ต้องแก้ไขไปด้วยกัน
จะแยกออกจากกันไม่ได้ ซึ่งสามารถแบ่งแนวทางการลดผลกระทบออกเป็นประเด็นส้าคัญ 4 ประเด็นคือ
1.ส่งเสริมการพัฒนามาตรฐานด้านวิชาชีพแรงงานและด้านชิ้นส่วนอะไหล่ยานยนต์สู่มาตรฐานโลก 2. พัฒนา
ระบบฐานข้อมูลด้านแรงงานและชิ้นส่วนยานยนต์ให้สอดรับกับการเปลี่ยนแปลง 3. การขยายเครือข่าย
4.การสร้างการมีส่วนร่วม

Abstract
Title: Guidelines for reducing the impact from the development of the
electric vehicle industry

The objectives of this research are 1. to study the situation and the trend
of the automotive industry in Thailand; 2. to analyze the impact on the automotive
industry in Thailand that is caused by the trend of the automobile industry
revolution from the diesel and gasoline powered vehicles to the electric vehicles;
3. to study guidelines for reducing the impact from the development of the electric
vehicle industry of the government and the manufacturer. The research method is a
qualitative research done by collecting data from key informants who are
representatives from Thai automotive industry entrepreneurs, representatives from
the cars manufacturing sector, and representatives from the Chinese automobile
industry entrepreneurs, for a total of 6 informants. The research tools are namely
in-depth interviews, and data analysis by using interpretations from qualitative data.
Research results
1. The situation and the trend of the Thai automotive industry show that
from the government's attempt to seriously promote and push for the realization of
electric vehicles production in the country and in line with the demand for cars in
the future global market, there are 2 types of electric vehicles, namely BEVs (Battery
Electric Vehicles) that only use electric power from batteries to drive, and PHEVs
(Plug-in Hybrid Electric Vehicles).
2. The impact on the automotive industry in Thailand due to the
tendency of the automobile industry revolution from the diesel and gasoline
powered vehicles to the electric vehicles, it was found that the trend of the impact
from the government policy that will affect the automotive industry in Thailand will
result in two major problems and consequences, namely the production of
automotive parts and labour, which can occur from the transformation to the new
generation of automotive models, employment, importing and exporting of the
electric vehicle parts.
3. Guidelines to reduce the impact of the development of electric
vehicles industry of the government and entrepreneurs, it was found that the impact
on both auto parts and labour Is a matter that must be resolved together and
cannot be considered separately. The guidelines for reducing the impact can be
divided into 4 important issues, i.e. 1. promote the development of vocational
standards for labor and automotive spare parts to recognized global standards;
2. develop database systems for auto parts and labour to be in line with the
changes; 3. network expansion; 4) creating engagement.
