หนวยขาวกรองทางทหารไดพัฒนาระบบงานขาวในพื้นที่ จชต. ตามนโยบายของ
ผูบัญชาการทหารบกรองผูอํานวยการรักษาความมั่งคงภายในราชอาณาจักร ประจําป๒๕๕๗ และ
นโยบายเรงดวนประจําปงบประมาณ ๒๕๕๘ ใหมีประสิทธิภาพ และเปนรูปธรรมโดยมุงเนน
การเพิ่มประสิทธิภาพงานดานการขาว ใหสามารถตอบสนองความตองการดานการขาวไดอยาง
ถูกตอง รวดเร็ว และทันเวลา นําไปใชประโยชนทางยุทธวิธีไดตามสถานการณในหวงเวลา และมี
การบูรณาการระบบเฝาตรวจทั้งทางภาคพื้นและทางอากาศเพื่อสนับสนุนการปฏิบัติตอเปาหมาย
จํากัดเสรีการปฏิบัติของผูกอเหตุรุนแรงทุกรูปแบบ โดยสามารถใชเครื่องมือใหเหมาะสมกับพื้นที่
ปฏิบัติการ ทั้งพื้นที่เขตเมือง นอกเขตเมือง และพื้นที่ปาเขา รวมทั้งการบูรณาการ การควบคุม
บังคับบัญชาและรายงานผลการเฝาตรวจเขาดวยกันอีกดวย นอกจากนี้มีการบูรณาการเครื่องมือดาน
ขาวกรองทุกรูปแบบในอัตรา และการใชงานขาวกรองบุคคลเขารวม จัดทําเปนตนแบบ “รือเสาะ
โมเดล” ทําใหสามารถรวบรวมขอมูลพื้นที่ปฏิบัติการความเคลื่อนไหวของผูกอเหตุรุนแรงจัดทํา
ลงในระบบภูมิสารสนเทศ(GIS) เพื่อใชเปนขอมูลพื้นฐาน ในการวิเคราะหพื้นที่ปฏิบัติการและการ
เตรียมสนามรบดานการขาว (IPB) สามารถทําใหหนวยวิเคราะหประมาณการขาวกรอง นําไปสู
การวางแผนเฝาตรวจสนับสนุนการปฏิบัติทางยุทธวิธีสงผลทําใหสามารถจํากัดเสรีในการปฏิบัติ
ของผูกอเหตุรุนแรงไดเปนอยางดีอยางไรก็ตาม การขาดแคลนกําลังพลที่มีความรูความสามารถ
เฉพาะดานการขาวการผลัดเปลี่ยนกําลังพลของหนวยปฏิบัติทางยุทธวิธีการทุมเททรัพยากรดาน
การขาวที่มีอยูตอพื้นที่ใดพื้นที่หนึ่ง (รือเสาะโมเดล) การปรับเปลี่ยนแนวทางในการเคลื่อนไหว
ของกลุมผูกอเหตุรุนแรง เปนปจจัยที่สงผลกระทบตอการปฏิบัติงานใน จชต. เชนเดียวกัน

ABSTRACT
Tittle Army Military Intelligence Command and the Intelligence Operating System in
the Southern Border Province of Thailand

According to the policy of the Commander in chief of the Royal Thai Army/ Deputy
commander of the Internal Security Operations Command 2014 and the Urgent Policy Fiscal Year
2015, the Army Military Intelligence Command has developed the Intelligence Operating System
in the Southern Border Province of Thailand to be efficient and concrete in order to improve the
efficiency of the Intelligence operating system to respond the intelligence requirement with the
precision, swiftness and timely and useful for the tactical beneficial in each situations. Moreover,
the Army Military Intelligence Command has integrated the surveillance system both ground and
air to support the mission of each targets in order to limit the freedom of the insurgent in every
ways by using the equipment that appropriate to the operating area including urban, suburb and
mountain area. Also, the Army Military Intelligence Command has integrated the command and
control system together with the reporting system. Besides, the Army Military Intelligence
Command has integrated all the intelligence equipments of the unit also with the human intelligence
system to produce “Rueso Model” that was able tocollect the area of operation information and the
movement of the insurgency group then produce the report in the Geographic Information System
(GIS) to be the information to conduct the area of operation analysis report and the Intelligence
preparation of the battlefield (IPB) report that made the analysis unit be able to produce the
Intelligence Estimate Report which lead to the surveillance plan support the tactical operation
which will limit the freedom of the insurgency. However; the insufficiency of the personal with the
specific in the intelligence knowledge, the alternation of the personal in the tactical unit, the
dedication of the available intelligence resources for only one area of operation (Rueso Model) and
the modification of the insurgency movement will impact the Operating System in the Southern
Border Province of Thailand as well.
