เรื่อง แนวทางการพัฒนาประสิทธิภาพการตรวจราชการของกองทัพบกให้สอดคล้อง
กับยุทธศาสตร์ชาติ

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาแนวทางการตรวจราชการในปัจจุบัน
ปัญหาอุปสรรคและปัจจัยที่มีผลต่อประสิทธิภาพการตรวจราชการ รวมทั้ง แนวทางการพัฒนา
ประสิทธิภาพการตรวจราชการให้สอดคล้องกับยุทธศาสตร์ชาติด้านความมั่นคง ขอบเขตของการวิจัย
โดยมี ประชากรกลุ่มตัวอย่างที่ใช้ในการศึกษาประกอบด้วยผู้บริหาร และผู้ตรวจราชการ
ของ กองทัพบก กองทัพเรือ กองทัพอากาศ และกองทัพไทย การวิจัยครั้งนี้เป็นการวิจัยเชิงคุณภาพ
โดยท าการรวบรวมข้อมูลจากการสัมภาษณ์เชิงลึก รวมทั้งท าการศึกษาเอกสารต่าง ๆ ที่เกี่ยวข้อง
กับการวิจัย ผลการวิจัยพบว่าแนวทางการตรวจราชการมีความส าคัญที่จะชี้ให้เห็นถึงเรื่อง
ความมีประสิทธิภาพการตรวจราชการ หรือเป็นปัจจัยหนึ่งที่มีผลต่อประสิทธิภาพการตรวจราชการ
แต่เมื่อพิจารณาถึงลักษณะส าคัญของการบริหารมุ่งผลสัมฤทธิ์ ไม่ว่าจะเป็นเรื่องของผลการตรวจ
ราชการ การก าหนดมาตรฐานผลการปฏิบัติงาน และตัวชี้วัดจะพบว่า แนวทางการตรวจราชการ
ของผู้ตรวจราชการกองทัพบก ยังไม่มีการใช้ตัวชี้วัดกับผลการตรวจราชการ ซึ่งจะต้องใช้เวลา
เพื่อการพัฒนาไปสู่การบริหารมุ่งผลสัมฤทธิ์ในล าดับต่อไป ในเรื่องความรู้ความสามารถ
ของผู้ตรวจราชการจะต้องมีการเพิ่มพูนความรู้ให้กับผู้ตรวจราชการให้ได้รับความรู้ที่ทันสมัยอยู่เสมอ
และจะต้องท าการเสริมสร้างทักษะในการตรวจราชการให้ผู้ตรวจราชการแต่ละคน ในด้านคุณธรรม
และจริยธรรมของผู้ตรวจราชการจะต้องสร้างจิตส านึกให้ผู้ตรวจราชการ รักความถูกต้อง
รักษาเกียรติยศ ชื่อเสียง ศักดิ์ศรี ความเลื่อมใสศรัทธาในการตรวจราชการ และเป็นที่ยอมรับนับถือ
จากบุคคลทั่วไป รวมทั้งป้องกันการทุจริตและประพฤติมิชอบ ซึ่งจะน าไปสู่การปรับปรุงการตรวจ
ราชการในทางที่ดีขึ้น ทั้งหมดนี้จะต้องพึ่งพาเทคโนโลยี ซึ่งเป็นเครื่องมือที่ส าคัญส าหรับการตรวจ
ราชการในยุคการบริหารแนวใหม่ และเป็นปัจจัยที่มีผลต่อประสิทธิภาพการตรวจราชการของผู้ตรวจ
ราชการ โดยมีข้อเสนอแนะคือการเสริมสร้างให้หน่วยงานเป็นองค์การแห่งการเรียนรู้ ซึ่งสามารถสร้าง
ขึ้นมาได้ด้วยความร่วมมือ ของก าลังพลภายในหน่วยโดยอาศัย แนวความคิดของการสร้างองค์การ
แห่งการเรียนรู้ด้วยกรอบความรู้ 5 ประการ ประกอบด้วย Personal Mastery , Mental Model,
Shared Vision , Team Learning และ Systems Thinking ส าหรับข้อเสนอแนะในการท าการวิจัย
ครั้งต่อไปได้แก่ การปรับปรุงโครงสร้างการจัดก าลังส าหรับการตรวจราชการของหน่วยเพื่อรองรับ
การบริหารมุ่งผลสัมฤทธิ์

This research aimed to study current inspection guidelines, problems,
obstacles and factors affecting the performance of the government inspection,
including guidelines for developing the performance of the government inspection in
