เรื่อง การจัดท ากรอบแนวทางการบริหารจัดการน้ าบริเวณพื้นที่จังหวัดนนทบุรี
อย่างบูรณาการและยั่งยืน

จังหวัดนนทบุรีเป็นพื้นที่ปริมณฑลรองรับการขยายตัวและการเจริญเติบโตของ
กรุงเทพมหานคร โดยในปัจจุบันจังหวัดนนทบุรีมีอัตราการขยายตัวของชุมชนอย่างรวดเร็ว ท าให้
ภาวะสังคมของจังหวัดนนทบุรีอยู่ในลักษณะ “สังคมเมือง” ซึ่งเมื่อพิจารณาจากสภาพพื้นที่และความ
เป็นเมืองในปัจจุบันที่ประสบปัญหาจากน้ า เช่น ปัญหาน้ าท่วมอันเป็นปัญหาหลักของจังหวัดที่มีความ
เสี่ยงภัยในบริเวณกว้าง (โดยมีสาเหตุน้ าท่วมจากน้ าล้นตลิ่งแม่น้ าเจ้าพระยา น้ าท่วมจากการระบายน้ า
ภายนอกพื้นที่ และน้ าท่วมจากฝนตกหนักในพื้นที่) ปัญหาน้ าแล้งในบางบริเวณ (โดยมีสาเหตุจากการ
เปลี่ยนแปลงพื้นที่และการรุกล้ าของน้ าทะเลหนุน) ปัญหาน้ าเสียบริเวณชุมชนเมือง (โดยมีสาเหตุจาก
การขยายตัวของชุมชนเมืองอย่างรวดเร็ว) เป็นต้น ส่งผลกระทบต่อภาพรวมทางเศรษฐกิจของจังหวัด
เช่น ปัญหาน้ าท่วมจากน้ าหลากจนประสบมหาอุทกภัยปี พ.ศ.2554 สร้างความเสียหายต่อระบบ
เศรษฐกิจ พาณิชยกรรม อุตสาหกรรม การบริการ การลงทุนทั้งจังหวัดนนทบุรี อาคารบ้านเรือนและ
ทรัพย์สินได้รับความเสียหายอย่างมาก การด ารงชีวิตเป็นไปด้วยความยากล าบาก การคมนาคมขนส่ง
สัญจรเป็นอัมพาต นอกจากนี้ยังมีปัญหาน้ าท่วมจากการระบายน้ าที่มาจากพื้นที่จังหวัดปทุมธานีและ
กรุงเทพมหานครเข้าท่วมพื้นที่ชุมชนและเกษตรกรรมริมคลองท าให้บ้านเรือน ทรัพย์สิน และพื้นที่
เกษตรกรรมได้รับความเสียหาย ปัญหาน้ าท่วมจากฝนตกในพื้นที่ชุมชนเกิดน้ าท่วมขังสร้างความ
เสียหายต่อบริเวณสถานที่ราชการและย่านพาณิชยกรรม การคมนาคมขนส่งสัญจรติดขัด ส่วนปัญหา
น้ าแล้งได้สร้างปัญหาขาดแคลนน้ าใช้ในการเกษตรประกอบกับน้ าเค็มรุกล้ าสร้างความเสียหายต่อ
พื้นที่เกษตรกรรม ปัญหาน้ าเสียจากน้ าทิ้งของชุมชนและโรงงานอุตสาหกรรมลงสู่แม่น้ า คูคลอง
ก่อให้เกิดมลพิษเสียสุขอนามัยและส่งผลกระทบต่อแหล่งน้ าเพื่อการเกษตร โดยถึงแม้ว่าหน่วยงาน
ที่เกี่ยวข้องจะได้มีการศึกษาและจัดท าแผนงานโครงการแก้ไขปัญหาน้ าท่วม น้ าแล้งและน้ าเสีย
บางส่วนแล้ว ซึ่งการด าเนินการของหน่วยงานภาครัฐมีทั้งจากส่วนกลาง ส่วนภูมิภาคและส่วนท้องถิ่น
ในภาพรวมระดับชาติ ระดับภาค ระดับกลุ่มจังหวัด ระดับจังหวัดและระดับท้องถิ่น ประกอบกับการ
ประสานงานแก้ไขปัญหาร่วมกันกับภาคเอกชนและภาคประชาชนแต่ก็ยังไม่เพียงพอ โดยยังขาด
แนวทางการบูรณาการแก้ไขปัญหาร่วมกัน ที่สอดคล้องกับแนวทางการพัฒนาจังหวัดนนทบุรี ตาม
นโยบาย ยุทธศาสตร์ และแผนพัฒนาระดับประเทศ ระดับภาค ระดับกลุ่มจังหวัด ระดับจังหวัด และ
ระดับท้องถิ่น ข
ในการจัดท ากรอบแนวทางการบริหารจัดการน้ าบริเวณพื้นที่จังหวัดนนทบุรีอย่างบูรณาการ
และยั่งยืน ได้ท าการศึกษาปัญหาทรัพยากรน้ าและการบริหารจัดการน้ าใน 2 ระดับ คือ ระดับลุ่มน้ า
ด้วยการทบทวนข้อมูลของหน่วยงานที่เกี่ยวข้อง และระดับจังหวัดด้วยการทบทวนข้อมูลของ
หน่วยงานที่เกี่ยวข้อง ประกอบกับการสัมภาษณ์เชิงลึกหน่วยงานภาครัฐ ภาคเอกชน และภาค
ประชาชนในพื้นที่จังหวัดนนทบุรี ท าให้สามารถสรุปภาพรวมปัญหาทรัพยากรน้ าและการบริหาร
จัดการน้ าน ามาสู่การจัดท ากรอบแนวทางการบริหารจัดการน้ าบริเวณพื้นที่จังหวัดนนทบุรีอย่างบูรณาการ
และยั่งยืน ด้วยการน าหลักการและแนวคิดการบริหารจัดการทรัพยากรน้ าเพื่อรองรับหลักเศรษฐกิจ
พอเพียง และแนวคิดเกษตรทฤษฎีใหม่ ประกอบกับแนวทางการบริหารจัดการทรัพยากรน้ าในลุ่มน้ า
ภายใต้แนวคิดการบริหารจัดการทรัพยากรน้ าในระดับลุ่มน้ า ได้ศึกษาข้อมูลเพิ่มเติมใน
ระดับจังหวัด เช่น แผนพัฒนาจังหวัด ผังเมืองรวมจังหวัด แผนงานและโครงการ กฎหมายและ
ระเบียบของหน่วยงานต่าง ๆ ที่เกี่ยวข้อง สภาพทั่วไป สภาพพื้นที่ ตลอดจนความคิดเห็นหน่วยงาน
ภาครัฐ ภาคเอกชนและภาคประชาสังคมในพื้นที่จังหวัด เป็นต้น น ามาประมวลวิเคราะห์จนสามารถ
จัดท ากรอบแนวทางการบริหารจัดการน้ าบริเวณพื้นที่จังหวัดนนทบุรีอย่างบูรณาการและยั่งยืนด้วย
มาตรการไม่ใช้สิ่งก่อสร้างและมาตรการใช้สิ่งก่อสร้าง ทั้งระยะสั้น ระยะกลาง และระยะยาว พร้อมทั้ง
เสนอแนวทางการบริหารจัดการองค์กรและกฎหมาย เพื่อให้เกิดการบูรณาการความร่วมมือของ
หน่วยงานภาครัฐ ภาคเอกชน และภาคประชาสังคมเข้าด้วยกัน

ABSRACT
Title Preparation of guideline for integrated and sustainable water
management in Nonthaburi Province area

Nonthaburi province is a neighbor area to support the expansion and
growth of Bangkok. At present, the expansion rate of community area in Nonthaburi
Province grows very rapidly. The social condition of Nonthaburi Province became the
urban society. When consider the area condition and urbanization of Nonthaburi
Province, it has been facing the water problems. For the example, flood is the main
problem which the risk covers the wide area. The flood problem causes from the
water flown over the river bank of Chao Phraya River, from the water draining outside
the area, and from the heavy raining in the area. Other problems are the drought
problem in some areas and the wastewater problem in the community areas. The
drought problem in some areas causes from the change in areas and the rise of sea
water level. The wastewater problem in the community area causes from the fast
expansion of the community. These problems impact significantly to the overall
economy of Nonthaburi Province.For example, the flood crisis in B.E. 2554 caused
the damages to the economic system, commercial sector, industry sector, service
sector, and investment sector for the whole area of Nonthaburi Province. The houses
and buildings were damaged. The living of the community was very difficult. The
transportation and traffic were paralyzed as well. In addition, the water draining from
Pathumthani Province and Bangkok area caused the flood problem in the community
area and the agriculture area along the canal. It also damaged to the houses,
properties, and agriculture areas. The flood problem from raining in the community
caused the waterlogged area which damaged to Government offices and the
commercial areas. It also impacted to the transportation and traffic. On the other
hand, the drought problem causedthe lack of water for agriculture. The salt water
intrusion also damaged to the agriculture area. The release of wastewater from
community areas and the industrial factories to the river and canal caused the
pollution and impacted to the water source for agriculture. Although the related
organizations had already performed the study and scheduled the projects to solve
some parts of the flood problem, the drought problem, and the wastewater problem
but it is not adequate. The operation of Government organizations implemented ง
from the central part, the provincial part, and the local part in the national level, the
regional level, the provincial level, and the local level, as well as cooperated to
solve the problems together with the private and public sector. However, there is no
guideline to integrate and solve the problems together, in order to comply with the
development plan of Nonthaburi Province as defined in the policy, strategy, and the
development plan in the national level, the regional level, the provincial level, and
the local level.
To prepare the guideline for integrated and sustainable water
management in Nonthaburi Province, the water resource problem and the water
management had been studied in 2 levels which were the river basin level by
reviewing the information from related organizations and the provincial level by
reviewing the information from related organizations as well as the in-depth
interviewing with the government organizations, private and public sectors in
Nonthaburi Province area. The overview of the water resource problem and the
water management had been summarized. Then, the guideline for integrated and
sustainable water management in Nonthaburi Province area had been prepared. The
principle and conceptual idea for water resource management had been applied to
support the Principle of Sufficiency Economy and the New Theory of Agriculture,
together with the guideline for water management in the river basin
For the conceptual idea for water resource management in the river
basin, the additional study in the provincial level had been performed, e.g. the
provincial development plan, the overall provincial town plan, the operation plans
and projects, laws an regulation of the related organizations, area conditions, other
conditions, as well as suggestions from the government organizations, private and
public sectors in the area. The information had been analyzed to prepare the
guideline for integrated and sustainable water management in Nonthaburi Province.
Both non-constructive measure and constructive measure in short term, medium
term, and long term had been proposed. The guideline for management of
organizations and regulations had been proposed also, in order to integrate the
cooperation of the government organization, the private sector, and the public sector
together.
