อุปสรรค ที่ส่งผลต่อการขับเคลื่อนการพัฒนาตามหลักปรัชญาเศรษฐกิจพอเพียงของหน่วยบัญชาการ
ทหารพัฒนา และศึกษาแนวทางการขับเคลื่อนการพัฒนาตามหลักปรัชญาเศรษฐกิจพอเพียง
เพื่อสนับสนุนงานพัฒนาเพื่อความมั่นคงของ หน่วยบัญชาการทหารพัฒนา
ผลการศึกษา พบว่า ปัจจัยที่ส่งผลต่อการขับเคลื่อนการพัฒนาตามหลักปรัชญา
เศรษฐกิจพอเพียงเพื่อสนับสนุนงานพัฒนาเพื่อความมั่นคง ของหน่วยบัญชาการทหาร ได้แก่ ปัจจัย
ด้านโครงสร้างองค์กร ปัจจัยด้านบุคลากร ปัจจัยด้านงบประมาณ ปัจจัยด้านพื้นที่ปฏิบัติการ
ที่ตั้ง และภูมิรัฐศาสตร์ ปัจจัยด้านเครื่องมือและยุทโธปกรณ์และ ปัจจัยด้านเวลา
ปัญหา และอุปสรรค ที่ส่งผลต่อการขับเคลื่อนการพัฒนาตามหลักปรัชญาเศรษฐกิจ
พอเพียงเพื่อสนับสนุนงานพัฒนาเพื่อความมั่นคง ของหน่วยบัญชาการทหารพัฒนา ได้แก่ โครงสร้าง
องค์กรที่ไม่ทันสมัยที่ไม่ครบถ้วน การขาดแคลนบุคลากร บุคลากรขาดความรู้และขาดแคลนแรงจูงใจ
ในการท างาน การขาดแคลนงบประมาณงบประมาณไม่ต่อเนื่องและล่าช้า ข้อจ ากัดด้านพื้นที่
ปฏิบัติการ ที่ตั้ง และภูมิรัฐศาสตร์ข้อจ ากัดอุปกรณ์เครื่องมือและยุทโธปกรณ์ เก่า ล้าสมัย และ
ไม่เพียงพอ รวมถึงปัญหาการก าหนดระยะเวลาในการปฏิบัติงานไม่สอดคล้องกับกิจกรรมที่ต้อง
ด าเนินการ
แนวทางการขับเคลื่อนการพัฒนาตามหลักปรัชญาเศรษฐกิจพอเพียง เพื่อสนับสนุน
งานพัฒนาเพื่อความมั่นคง ของหน่วยบัญชาการทหารพัฒนา ควรมีก าหนดนโยบายเกี่ยวกับปรัชญา
ของเศรษฐกิจพอเพียงให้ชัดเจนและต่อเนื่อง มีปรับปรุงโครงสร้างองค์กร พัฒนาบุคลากร พัฒนา
คุณภาพและมาตรฐานของศูนย์การเรียนรู้ของเศรษฐกิจพอเพียงฯ มีการจัดสรรงบประมาณสนับสนุน
โครงการ และมีการพัฒนาชุมชนให้มีความเข้มแข็งและให้ความรู้แก่ประชาชนเพื่อสร้างการมีส่วนร่วม
รวมถึงผู้บริหารในทุกระดับต้องแสดงบทบาทในการขับเคลื่อนการบริหารงานตามหลักปรัชญา
ของเศรษฐกิจพอเพียงอย่างจริงจัง

Abstract
Title Guidelines for Driving Development according to the Philosophy of
Sufficient Economy to Support Development Work for Stability of
Armed Forces Development Command

The research of guidelines for driving the development following the
philosophy of sufficient economy is aimed to support development for stability of Armed
Force Development Command to study the factors, problems and obstacles that affect
the driving of development following the sufficiency economy philosophy , and study
ways to drive development according to the sufficiency economy philosophy in order to
support works of development for the security of Armed Forces Development Command.
The results of the study revealed that the factors affecting the driving
of development following the sufficiency economy philosophy to support the security
development works of the command are organizational structure factor, personnel
factor, budget factor, operational area factor, location and geopolitics factor, tool and
equipment factor, and time factor.
Problems and obstacles that affect the driving of development according
to the sufficiency economy philosophy to support security development work of the
command are incomplete organizational structures, personnel shortage, lack of knowledge
and lack of motivation to work, budget shortages, intermittent and delayed budgets,
limitations on operating area, location and geopolitics restrictions, old and inadequate
tool and equipment, and the problem of determining the duration of work which is
inconsistent with the activities to be performed.
Guidelines for driving development according to the sufficiency economy
philosophy to support development work for stability of Armed Forces Development
Command is setting a policy on philosophy of the sufficiency economy clearly and
continuously, making improvements in the organizational structure, human resource
development, quality and standardization of the Sufficiency Economy Learning
Center. There should be a budget allocated to support the project, and develop
communities to strengthen and educate people to create participation. In addition,
executives at all levels should seriously play roles in driving the management of the
philosophy of sufficiency economy.
