เรื่อง กลยุทธ์การพัฒนาระบบโลจิสติกส์กับซัพพลายเชนของอาหารทะเลแช่แข็งแบบยั่งยืน

การศึกษาเรื่อง “กลยุทธ์การพัฒนาระบบโลจิสติกส์กับซัพพลายเชนของอาหารทะเลแช่
แข็งแบบยังยืน” มีวัตถุประสงค์ในการศึกษา เพื่อศึกษาการบริหารจัดการกระบวนการโลจิสติกส์ใน
อุตสาหกรรมอาหารทะเลแช่แข็งของประเทศไทยในปัจจุบัน เพื่อศึกษาวิเคราะห์ปัญหาและอุปสรรคการ
ลดต้นทุนโลจิสติกส์ในอุตสาหกรรมอาหารทะเลแช่แข็งในปัจจุบัน เพื่อเสนอแนวทางการบริหารจัดการ
อาหารทะเลแช่แข็งด้วยโลจิสติกส์ ด าเนินการวิจัยโดยการศึกษาจากการสัมภาษณ์จากผู้ประกอบกิจการ
ในด้านอุตสาหกรรมอาหารทะเลแช่แข็งของประเทศไทยและศึกษาจากต าราเอกสารต่างๆ
ผลการศึกษาพบว่า ยุทธศาสตร์โลจิสติกส์ขับเคลื่อนการค้าตลาดอาเซียน ประกอบด้วย 3
กลยุทธ์ ดังนี้ กลยุทธ์ที่ 1 ยกระดับการบริหารกลยุทธ์และโซ่อุปทานภาคเกษตรกรรมและภาคอุตสาหกรรม
ให้ได้มาตรฐาน กลยุทธ์ที่ 2 เชื่อมโยงการค้าสู่รูปแบบพาณิชย์อิเล็กทรอนิกส์ กลยุทธ์ที่ 3 พัฒนาศักยภาพ
ผู้ให้บริการโลจิสติกส์ให้สามารถแข่งขันได้
การน าระบบโลจิสติกส์เข้ามาพัฒนาในอุตสาหกรรมอาหารทะเลแช่แข็ง ดังนี้ การควบคุม
การไหลของคลังสินค้า การจัดเก็บสินค้า การเคลื่อนย้ายสินค้า การจัดหาวัตถุดิบ การตรวจสอบ
คลังสินค้า การน าเทคโนโลยีมาช่วยในด้านเอกสาร
การพัฒนาการน าระบบโลจิสติกส์เข้ามาใช้ในอุตสาหกรรมอาหารทะเลแช่แข็ง ดังนี้ การ
คาดการณ์ปริมาณ เพื่อการวางแผนจัดซื้อ จัดหาวัตถุดิบให้ทันต่อความต้องการ การปรับมุมมองของ
พนักงานให้มีความเข้าใจในเรื่องของการจัดการสินค้าให้ถูกต้องและรวดเร็ว การประสานงานกับหน่วยงาน
การบริหารจัดการการผลิตให้เหมาะสม การพัฒนาระบบ SAP-EWM (Extended Warehouse Management)
เข้ามาใช้ในอุตสาหกรรมอาหารทะเลแช่แข็งของประเทศไทย
วิธีการลดต้นทุนในอุตสาหกรรมอาหารทะเลแช่แข็ง ดังนี้ ด้านคลังสินค้า การบริหารสินค้าคง
คลังให้มีความเหมาะสม ด้านห้องเย็น จัดการพื้นที่จัดเก็บให้เกิดประโยชน์และสะดวกในการเคลื่อนย้าย
สินค้า ด้านการจัดส่งสินค้า ลดค่าใช้จ่ายในการขนส่งโดยใช้รถแต่ละรอบให้มีประสิทธิภาพสูงสุด ด้าน
แผนการผลิต วางแผนการผลิตโดยค านึงถึงเวลา ต้นทุน ระยะเวลา ที่เหมาะสม ด้านจัดเตรียมบรรจุสินค้าให้
สอดคล้องกับการผลิต ด้านการตรวจสอบความถูกต้องของลูกค้า โดยไม่ผลิตสินค้าเกินปริมาณความ
ต้องการเป็นระยะเวลานาน ด้านพนักงาน ต้องมีทักษะการท างานที่ดีเน้นเพิ่มประสิทธิภาพของพนักงาน
ด้านการบริหารสินค้าคงคลัง โดยการน าเทคโนโลยีใหม่ๆ เข้ามาพัฒนา
การน าระบบโลจิสติกส์เข้ามาพัฒนาบริหารจัดการอุตสาหกรรมอาหารทะเลแช่แข็งเพื่อ
เพิ่มประสิทธิภาพ ดังนี้ มีต้นทุนที่เหมาะสมและแข่งขันได้สามารถลดต้นทุนในด้านการจัดเก็บ มีการ
ก าหนดเป้าหมาย วิธีการที่ชัดเจนรวมถึงมีการติดตามและประเมินผลของงานได้อย่างต่อเนื่อง สามารถ
เชื่อมโยงกระบวนการท างานตั้งแต่ต้นน้ า ไปจนถึงปลายน้ าได้ข
การศึกษาเรื่อง “กลยุทธ์การพัฒนาระบบโลจิสติกส์กับซัพพลายเชนของอาหารทะเลแช่
แข็งแบบยั่งยืน” เน้นพัฒนายกระดับมาตรฐานระบบการบริหารจัดการโลจิสติกส์และโซ่อุปทานให้ได้
มาตรฐานสากล สนับสนุนการสร้างมูลค่าเพิ่ม และสามารถบริหารจัดการตลอดทั้งโซ่อุปทานจนถึงจุด
จ าหน่ายสินค้าสู่ผู้อุปโภคบริโภคได้ ทั้งนี้โดยมุ่งเป้าไปที่กลุ่มเกษตรกรและผู้ประกอบธุรกิจตั้งแต่ระดับ
ฟาร์มจนส่งมอบสินค้าเกษตรถึงผู้บริโภค โดยการน าระบบโลจิสติกส์เข้ามาพัฒนาในอุตสาหกรรมอาหาร

The study of ‘Strategy of Frozen Seafood Supply Chain and Logistic System
Sustainable Development’ is aimed to study the management of frozen seafood
industry logistic process in Thailand at present to study and analyze current obstacles to
reducing logistics costs in the frozen seafood industry to propose a logistics management
guideline for frozen seafood. This research is conducted by studying from interviews of
entrepreneurs in the frozen seafood industry in Thailand and various textbooks and
documents.
The study found that The logistics strategy to drive trade in the ASEAN
market consists of three strategies as follows: Strategy 1 enhance the management of
strategy and supply chains in agriculture and industrial sectors to meet standards,
Strategy 2 link trade to e-commerce model, and Strategy 3 develop competitiveness of
logistics service providers.
The logistics system is developed in the frozen seafood industry as follows:
warehouse flow control, product storage, product movement, procurement of raw
materials, warehouse inspection, bringing technology to help in documentation.
The development of the logistics system to be used in the frozen seafood
industry as follows: quantity forecast for purchasing planning, procurement of raw
materials to keep pace with demand, adjusting the point of view of employees to have
an understanding of the correct and fast product handling, coordination with agencies,
optimized production management, and the development of SAP-EWM (Extended
Warehouse Management) system into the frozen seafood industry of Thailand.
To reduce costs in the frozen seafood industry is as follows: warehouse side,
inventory management to be suitable for cold storage, manage storage space for benefit
and convenience in product movement. As for delivery, the cost of transportation by
using each vehicle with maximum efficiency. As for production plan, it should be taken
into account the appropriate time, cost, and period.
The preparation of packing products should be in accordance with the
production. As for customer verification, it should not be excess products over the
demand for a long time. Employees must have good work skills and focus on increasing ง
the efficiency of employees. Inventory management should be brought by new
technologies to the process.
Bringing logistics can develop and manage the frozen seafood industry to
increase efficiency as follows: reasonable cost and competitiveness, reducing storage
costs, available target, clear methods including continuous monitoring and evaluation of
the work, able to link working processes from upstream to downstream.
The research " Strategy of Frozen Seafood Supply Chain and Logistic System
Sustainable Development " emphasizes on developing and upgrading the logistics and
supply chain management system to international standards, support for added value
creation, and able to manage the entire supply chain up to the point of sale of products
to consumers
The target groups are farmers and business operators from farm level to
delivering agricultural products to consumers by bringing logistics to develop in the
frozen seafood industry, the method to reduce costs in the frozen seafood industry, and
the introduction of logistics systems to develop and manage the frozen seafood industry
for enhancing optimization and sustainability.
