เรื่อง แนวทางการพัฒนาการบริหารจัดการสาธารณภัยและการช่วยเหลือผู้ประสบภัย
ของหน่วยบัญชาการทหารพัฒนา

งานวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาการจัดการความเสี่ยงของภัยพิบัติทางธรรมชาติในปัจจุบัน
โดยมีขอบเขตของการวิจัยที่ศึกษาเฉพาะการเกิดอุทกภัยในประเทศไทย รวมทั้งวิเคราะห์ปัจจัย
ในระบบบัญชาการเหตุการณ์ เพื่อทบทวนแนวทางการปฏิบัติการจัดการสาธารณภัยและการช่วยเหลือ
ผู้ประสบภัยของหน่วยบัญชาการทหารพัฒนา กองบัญชาการกองทัพไทย อีกทั้งได้ศึกษาหลักการ
การป้องกันและบรรเทาสาธารณภัยที่เป็นที่ยอมรับในสากล เพื่อน ามาวิเคราะห์ ร่วมกับสภาวะแวดล้อม
สาธารณภัยและโครงสร้างองค์กร รวมทั้งการบริหารจัดการสาธารณภัยของประเทศไทย
ซึ่งลักษณะการวิจัยในครั้งนี้จะเป็นการประสมประสานระหว่างวิธีวิจัย เชิงอดีต และแบบสถานการณ์
ซึ่งสอดคล้องตามแผนป้องกันและบรรเทาสาธารณภัย พ.ศ.2550 และแผนบรรเทาสาธารณภัย
กองบัญชาการกองทัพไทย พ.ศ.2560ผลการวิจัยพบว่าการเตรียมการและการด าเนินงานด้านการบรรเทา
สาธารณภัยของศูนย์บรรเทาสาธารณภัยหน่วยบัญชาการทหารพัฒนา กองบัญชาการกองทัพไทย
มีการเตรียมการ มีการวางแผนและสั่งการก ากับดูแล แต่จากการศึกษาพบว่าควรมีการบริหารจัดการ
ในภาวะวิกฤติหรือภาวะฉุกเฉินเพิ่มเติมตามสภาพสถานการณ์ภัยพิบัติที่จะเกิดขึ้นในอนาคต ได้แก่
1. การจัดองค์กรรับผิดชอบในทุกระดับ 2. การเพิ ่มขีดความสามารถการค้นหาและช ่วยเหลือ
ผู้ประสบภัย 3. การรักษาความสงบเรียบร้อยในพื้นที่ 4. การรายงานและการประชาสัมพันธ์
ซึ่งมีข้อเสนอแนะในการศึกษาต ่อไปว่าควรมีการน าปัจจัยที ่เกี่ยวข้อง เพื ่อมาศึกษาในข้อบังคับ
ข้อก าหนดในกฏหมายระหว่างหน่วยงาน ข้อตกลงระหว่างหน่วยงานมาศึกษาและพัฒนาเป็นแนวทางร่วมกัน
อาทิเช ่น มีการเพิ ่มความเข้าใจในกฎหมายหรือขีดจ ากัด ข้อก าหนดหรือประสิทธิภาพของ
หน่วยงานข้างเคียงเพิ่มมากขึ้นและควรมีการศึกษาเทคโนโลยีในการบรรเทาสาธารณภัย ที่ส าคัญคือ
ระบบติดตาม ภาพสถานการณ์วิเคราะห์แนวโน้มแบบ Real time หรือเรียกว่า Tactical Data System
เป็นระบบที่หน่วยในสนาม หน่วยที่ก าลังประสบภัยอยู่สามารถเชื่อมโยงข้อมูลถ่ายทอดสัญญาณภาพ
ส่งข้อมูลต่าง ๆ เข้าสู่ศูนย์บัญชาการเหตุการณ์ในเวลาเดียวกับที่หน่วยอื่น ๆ ซึ่งมิได้เข้ามาอยู่ในส่วนของ
ศูนย์บัญชาการเหตุการณ์จ าเป็นที่จะต้องใช้ข้อมูลร่วมกัน น าไปแก้ไขสถานการณ์วางแผนได้อย่าง
Real time และเป็นไปในทิศทางเดียวกัน

Title Guidelines for the Armed Forces Development Command in development
of disaster management to assistance the victims

The objective of research is to study disaster risk management on current
natural disasters with the scope of the research that studies only the occurrence of floods
in Thailand including analyzing the factors in the incident command system to review
the management practice guidelines for the Armed Forces Development Command
in development of disaster management to assistance the victims. Moreover, internationally
recognized principles of disaster prevention and mitigation have been studied for analysis
together with the disaster environment and organizational structure including disaster
management of Thailand, where this research style is a blend of past research methods
and Situation according to the 2007 Disaster Prevention and Mitigation Plan of Royal
Thai Armed Forces Headquarters 2017. The results of the research showed that the
preparation and operation disaster Mitigation have already operated in Disaster Mitigation
Center, the Armed Forces Development Command.The research found in part of internal
factors which affect the assistance was planned and directed, but studies show that
supervision should be taken Manage additional crises or emergencies according to
the upcoming disaster situation the future includes : 1. Organizing the responsibility at
all levels likes Command Post 2.Search and Rescue the victims3. Maintaining peace in the
area by Site Security and 4. Reporting and public relations by Public Information system.
The suggestion from the study is to relevant factors about agreement between the
departments to study and develop is a common guideline by increased understanding of laws
or limits. Futhermore should be studies on disaster mitigation technology. The key is
the tracking system. Real time trend analysis situation image, also known as Tactical Data
System, is a system in the field. Affected units can be linked to a video signal. Send various
information to the Incident Command Center at the same time as other units which are not
part of the Incident Command Center. The need to share information To be able to solve
situations, plan in real time and in the same direction.
