มีวัตถุประสงค์เพื่อศึกษาการจัดการปัญหาการก่อเหตุรุนแรงด้วยแนวทางสันติวิธีโดยศึกษา
การพัฒนาการนโยบายและแผนงานในการแก้ไขปัญหาความรุนแรงในพื้นที่จังหวัดชายแดนภาคใต้
และเสนอแนวทางการจัดการปัญหาการก่อเหตุรุนแรงในพื้นที่จังหวัดชายแดนภาคใต้ด้วยแนวทาง
สันติวิธีของ กองอ านวยการรักษาความมั่นคงภายในภาค 4 ส่วนหน้า ขอบเขตการวิจัยพื้นที่
การปกครองในจังหวัดปัตตานีจังหวัดยะลา จังหวัดนราธิวาส และ 4 อ าเภอของจังหวัดสงขลา ได้แก่
อ าเภอจะนะ อ าเภอเทพา อ าเภอนาทวี และอ าเภอสะบ้าย้อย การเก็บข้อมูลโดยการสัมภาษณ์เชิงลึก
เจ้าหน้าที่ที่มีส่วนเกี่ยวข้องกับการปฏิบัติงานในพื้นที่ ผู้เชี่ยวชาญ ผู้มีความรู้และเป็นผู้ได้รับ
การยอมรับ ท าการวิเคราะห์แนวทางการจัดการปัญหาการก่อเหตุรุนแรงในพื้นที่จังหวัดชายแดนภาคใต้
จากการศึกษาการแก้ไขปัญหาความไม่สงบในพื้นที่จังหวัดชายแดนภาคใต้จากแนวคิด ทฤษฎีการมีส่วนร่วม
โดยรัฐบาลได้เปิดโอกาสให้ประชาชน ได้รับทราบปัญหาและสาเหตุของปัญหา โดยเข้ามามีส่วนร่วม
ในการคิดริเริ่ม วางแผนพัฒนาแก้ไขปัญหา ร่วมพิจารณาตัดสินใจเลือกแนวทาง ร่วมปฏิบัติ ร่วมรับ
ผลประโยชน์และร่วมรับผิดชอบในทุกด้าน ทุกภาคส่วนในทุกระดับ และทฤษฎีการเพิ่มประสิทธิภาพ
ที่มีการก าหนดเป้าหมายขององค์การ ยุทธศาสตร์ สร้างกลยุทธ์ เพื่อเป็นแนวทางในการด าเนินการ
ไปสู่เป้าหมายอย่างเป็นกระบวนการ ตั้งแต่ระดับนโยบาย และการกระจายจากกลยุทธ์ไปสู่แผนระดับ
ปฏิบัติการ โดยกลยุทธ์และแผนในแต่ละระดับ และแต่ละส่วนงาน มีความประสานสอดคล้องกัน ได้มี
การก าหนดอ านาจหน้าที่ เอกภาพของการบังคับบัญชาและความรับผิดชอบของแต่ละหน่วยงาน
การปฏิบัติเน้นผลประโยชน์ส่วนรวม ด้วยความเสมอภาคและยุติธรรม ผลการศึกษาผู้วิจัยมี
ข้อเสนอแนะในการก าหนดนโยบาย และแผนงานในการแก้ไขปัญหาความรุนแรงในพื้นที่จังหวัด
ชายแดนภาคใต้ให้ปลอดภัยในชีวิตและทรัพย์สิน และมีการบังคับใช้กฎหมายอย่างเป็นธรรม และ
ควรเร่งแก้ ปัญหาคุณภาพชีวิตของประชาชนในพื้นที่และเสริมสร้างความเจริญในพื้นที่เพื่อสนองตอบ
ความต้องการของประชาชนส่วนใหญ่ในพื้นที่สามจังหวัดชายแดนภาคใต้ เป็นการสร้างศรัทธา
การแก้ไขปัญหาของรัฐเพื่อเป็นการโดดเดี่ยวขบวนการในการก่อเหตุรุนแรง รวมทั้งเร่งรัดการเจรจา
