การวิจัยเรื อง “การพัฒนาระบบการส่งกาลังบํารุงร ํ ่วมของกองทัพไทยกบการเข้าสู ั ่
ประชาคมอาเซียน” มีวัตถุประสงค์เพื อศึกษาปัญหาและปัจจัยที ส่งผลกระทบต่อประสิทธิภาพของ
ระบบการส่งกาลังบํารุงร ํ ่วมของกองทัพไทยในการเข้าสู่ประชาคมอาเซียน และกาหนดแนวทางใน ํ
การพัฒนาระบบการส่งกาลังบํารุงร ํ ่วมของกองทัพไทย ให้มีความทันสมัยและมีประสิทธิภาพต่อ
การปฏิบัติการร่วมของกองทัพไทยในการเข้าสู่ประชาคมอาเซียน โดยการวิจัยนี6เป็ นงานวิจัยเชิง
คุณภาพ โดยใช้ ระเบียบ คําสั ง รวมไปถึงผลงานวิจัยต่างๆที เกี ยวข้องเป็ นเครื องมือในการรวบรวม
ข้อมูล
ผลการวิจัยครั6งนี6พบวา ปัญหาที เก ่ ิดขึ6นในระบบส่งกาลังบํารุงร ํ ่วมของกองทัพไทยใน
การเข้าสู่ประชาคมอาเซียน มีอยู่ ๔ ปัจจัยหลัก คือ ๑. ปัญหาด้านโครงสร้างหน่วยงาน ๒. ปัญหา
ด้านกาลังพล ๓. ปัญหาด้าน ระเบียบ คําสั ํ งและหลักนิยมต่างๆ ๔. ปัญหาการใช้ระบบเทคโนโลยี
สารสนเทศและสิ งอํานวยความสะดวกอื นๆ ดังนั6นแนวความคิดในการพัฒนาระบบส่งกาลังบํารุ ง ํ
ร่วมของกองทัพไทยในการเข้าสู่ประชาคมอาเซียนมีความจําเป็ นต้องพัฒนาใน ๔ แนวทางหลัก
เช่นเดียวกน คือ คือ ๑. การพัฒนาด้านโครงสร้างหน ั ่วยงาน (การจัดหน่วย) ๒. การพัฒนาด้านกาลัง ํ
พล ๓. การพัฒนาด้าน ระเบียบ คําสั งและหลักนิยมต่างๆ ๔. การพัฒนาด้านการใช้ระบบเทคโนโลยี
สารสนเทศและสิ งอํานวยความสะดวกอื นๆ
ข้อเสนอแนะที ได้จากผลการวิจัยในครั6งนี6คือ ๑. กระทรวงกลาโหมต้องกําหนด
นโยบายด้านการส่งกาลังบํารุงร ํ ่วมเพื อการเข้าสู่ประชาคมอาเซียนที ชัดเจน ๒. กาหนดหรือจัดตั ํ 6ง
“หน่วยงานจัดการเบ็ดเสร็จ” เพื อดําเนินการด้านส่งกาลังบํารุงร ํ ่วมอย่างเป็ นเอกเทศ ๓. แก้ไข
ระเบียบปฏิบัติประจําด้านการส่งกาลังบํารุงร ํ ่วม ให้ครอบคลุมการปฏิบัติได้ถูกต้องและครบถ้วน ๔.
ควรจะมีการทําวิจัยที เกี ยวข้องกบหัวข้อวิจัยในเรื องนี ั 6อย่างต่อเนื อง เป็ นเพื อเป็ นการ สนับสนุน
ส่งเสริม และพัฒนาการวิจัยที เกี
ยวกบหัวข้อดังกล ั ่าวฯ ต่อไป

ABSTRACT
Title Development of Joint Logistics System for Royal Thai Armed
Forces Lead to ASEAN Community

The purpose of research on Development of Joint Logistics system for Royal Thai
Armed Forces (RTAFA) Lead to ASEAN Community is to study the problem in joint logistics
system for RTAFA, analysis the cause of problem, and set of guidelines in the development of the
joint logistics system for RTAFA to meet the substantial and more effective in order to support
ASEAN Community . This research is a qualitative research methodology, including the research
on the various channels as a tool to gather information.
Result of this study found that problem in the joint logistics system for RTAFA
Lead to ASEAN Community. Traditionally, there are four main factors: First, Structure and
procedures of the agency. Second, Troop’s organization. Third, Issue regulation, order and
doctrine. And the last is problem using information technology systems and other facilities.
Therefore, the concept of developing a joint logistics system in order to support ASEAN
Community , it necessary to develop here guiding principles are : First, Development of structural
and procedures of the agency. Second, Development of Troops organization. Third, Development
of Issue regulation, order and doctrine. And the last Development of using information
technology systems and other facilities as the same of problem.
Recommendation from the results of this research are consist of First, Department of
Defense must set policy, Second, Defined or established in the Ministry of Defenses to act as
independent and coordinate joint logistics system. Third, Accelerate the integration of
information on the logistics of arm to the same system in order to make the data center for
managing all devices in the future. And the last, this research should be relevant to research in
this area continues. Is to promote and support research on topics such as the following.
