การวิจัยเรื ่อง แนวทางการพัฒนาการฝึกนักศึกษาวิชาทหารให้มีประสิทธิภาพ
มีวัตถุประสงค์เพื่อศึกษาถึงปัจจัยที่ส่งผลต่อประสิทธิภาพการฝึกนักศึกษาวิชาทหาร ตลอดจนปัญหา
ข้อขัดข้อง และเสนอแนวทางในการพัฒนาการฝึกนักศึกษาวิชาทหารให้มีประสิทธิภาพ เป็นการวิจัย
เชิงคุณภาพ ด้วยการศึกษาจากเอกสารในส่วนของระบบการผลิตนักศึกษาวิชาทหาร และการสัมภาษณ์
ผู้ให้ข้อมูลจากหน่วยบัญชาการรักษาดินแดน ศูนย์การนักศึกษาวิชาทหาร (โรงเรียนรักษาดินแดน)
ตัวแทนครูฝึกจากโรงเรียนรักษาดินแดน ผู้ก ากับนักศึกษาวิชาทหาร ตัวแทนนักศึกษาวิชาทหาร
ชั้นปีที ่ 3 และ ชั้นปีที ่ 5 และน าข้อมูลที ่ได้มาวิเคราะห์หาข้อสรุปแนวทางการพัฒนาการฝึก
นักศึกษาวิชาทหารให้มีประสิทธิภาพ ผลการวิจัยพบว่า ปัจจัยต่าง ๆ ที่ส่งผลต่อประสิทธิภาพการฝึก
นักศึกษาวิชาทหาร ได้แก่ หลักสูตรและนโยบายการฝึกวิชาทหาร เวลาในการฝึก สถานที่ฝึก อาวุธ
ยุทโธปกรณ์และเครื่องช่วยฝึก ครูฝึก สิทธิหลังส าเร็จการฝึก และนักศึกษาวิชาทหารเอง โดยแนวทาง
การพัฒนาการฝึกนักศึกษาวิชาทหารให้มีประสิทธิภาพต้องสอดคล้องกับยุทธศาสตร์ชาติ โดยมี
การพัฒนาในด้านต่าง ๆ ได้แก่ การพัฒนาหลักสูตรการฝึกนักศึกษาวิชาทหารให้มีความทันสมัย
ผ่านการใช้แอปพลิเคชัน ใช้สื่อโซเชียล ปรับปรุงกฎหมายและระเบียบที่เกี่ยวข้องกับการฝึกฯ
ให้เหมาะสมกับสถานการณ์ในปัจจุบัน ปรับปรุงอาคารสถานที่และเวลาให้มีความเหมาะสม พัฒนา
อาวุธยุทโธปกรณ์และเครื่องช่วยฝึกให้เพียงพอและอยู่ในสภาพที่พร้อมใช้งานได้ตลอดเวลา
ในการเรียนแบบ Active Learning จะมีครูฝึกต้นแบบซึ่งจะต้องเป็นผู้ที่มีลักษณะทหารดี มีความรู้
ความสามารถเกี่ยวกับการจัดการเรียนการสอน ในส่วนของนักศึกษาวิชาทหารนั้น ต้องมีการพัฒนา
บุคลิกภาพและคุณลักษณะทางทหารตามนโยบายผู้บัญชาการทหารบก (Smart Soldiers Strong
Army) การพัฒนาทัศนคติ ปลูกจิตส านึกที่ดี ให้มีความรักและหวงแหนในสถาบันชาติ ศาสนา
พระมหากษัตริย์และกองทัพ ตลอดจนการพัฒนาจิตใจ เพื่อให้เป็นเยาวชนที่ดีของสังคมรับรู้บทบาท
ว่าเป็นกลไกหนึ่งในการช่วยเหลือสังคม มีจิตสาธารณะ พร้อมอุทิศตนเพื่อประโยชน์ส่วนรวม
ท ากิจกรรมเพื่อสังคม พัฒนาไปสู่การเป็น รด.New Gen และเป็นก าลังส ารองที่มีคุณภาพในอนาคต
ต่อไป ส าหรับข้อเสนอแนะ ควรมีคณะกรรมการพัฒนาหลักสูตรการฝึกนักศึกษาวิชาทหาร ความพร้อม
ด้านการจัดสรรงบประมาณจากระดับนโยบาย และการจัดหาสิ่งอุปกรณ์ควรสอดคล้องกับสถานการณ์
บ้านเมืองปัจจุบัน กิจกรรมและโครงการต่าง ๆ ควรน ามาใช้และพัฒนาต่อไป

Title Guidelines for the Development of Thai Reserve Officer Training

The objectives of the study of “Guidelines for the Development of Thai
Reserve Officer Training Corps Student (TROTCS) Training” is to explore factors and
issues that matter to the quality of the TROTCS training. The study also purposes the
quality improvement of the training. This study is a qualitative research done by
collecting information from documentations related to the Thai Reserve Officer
recruitment system and interviewing informants from theTerritorial Defense Command,
the Military Student Center (Territorial Defense School), a representative of the
Territorial Defense School, the Director of Military Subjects, and a representative of the
3rd and 5th year of Military Students. The information gathered and analyzed were
bringing to the guidelines of the development of TROTCS training. The result of this
study found that factors and issues that matter to the quality of the TROTCS training
are involving courses and policies on military training, training period, training location,
armaments and training gears, trainer, post-training welfareand students.Therefore, the
guideline for the development of TROTCS training must be in line with the National
Strategy covering various developments including the development of modern military
training courses through the utilization of media applications. Social improvement laws
and regulations related to the training are suitable to the current situations. Improve
the construction and timing. Armament and training aids must be sufficient and are in
ready-to-use condition at all times. The Active Learning concept is consisting of decent
trainers who has high skills in teaching management. Military students must develop
military personalities and characteristics according to the Commander-in-Chief’s policy
(Smart Soldiers Strong Army). Improve students’ attitudes to cultivate good
consciousness to love and cherish in the institute of nation, religion, monarchy and
army. As well as mental development for being a good youth in society. The student
must perceive their role as one of the mechanisms in helping society and to have a
public mind and are ready to dedicate oneself for the common good, join social
activities, raise to be a New Gen Military Student and continue to be a quality reserve
in the future. For recommendations, there should be a curriculum development
committee to improve the military training course, the readiness of budget allocation
from the policy level and the provision of equipment should be in line with the current
situations. Activities and projects should be implemented and developed further.
