เรื่อง การบูรณาการปฏิบัติในภารกิจสกัดกั้นและปราบปรามยาเสพติดของ
กองก าลังป้องกันชายแดน : ศึกษาเฉพาะกรณีกองก าลังผาเมือง
ศูนย์ปฏิบัติการกองทัพภาคที่ ๓

งานวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาว่า การปฏิบัติภารกิจของกองก าลังผาเมืองในการ
สกัดกั้น และปราบปรามยาเสพติดตามแนวชายแดนนั้น มีความเหมาะสมหรือไม่ และหากมี
ความเหมาะสม ก็จะพิจารณาถึงรูปแบบการปฏิบัติการทางยุทธวิธีที่กองก าลังผาเมือง และหน่วยข้างเคียง
ได้ใช้อยู่ในปัจจุบัน ว่ารูปแบบใดบ้างที่กองก าลังผาเมืองควรจะปฏิบัติต่อไป รูปแบบใดบ้าง ที่ควรได้รับ
การสนับสนุนในประเด็นใดบ้าง และรูปแบบใดกองก าลังผาเมืองควรหลีกเลี่ยงที่จะปฏิบัติ เพื่อเป็น
แนวทางให้กับกองก าลังผาเมือง และกองก าลังป้องกันชายแดนอื่น ๆ ปฏิบัติภารกิจดังกล่าว
อย่างเหมาะสมในอนาคตต่อไป ขอบเขตของการวิจัย ขอบเขตด้านเนื้อหา, ปัญหายาเสพติดในพื้นที่
รับผิดชอบ, ภารกิจและพันธกิจของกองก าลังผาเมืองเฉพาะในส่วน ของการสกัดกั้นและปราบปราม
ยาเสพติดตามแนวชายแดน, รูปแบบการปฏิบัติที่ใช้ในการสกัดกั้น และปราบปราม และขอบเขต
ด้านเวลา ตั้งแต่กองก าลังผาเมืองย้ายที่ตั้งเข้าสู่จังหวัดเชียงใหม่ ในปี ๒๕๔๒ – ๒๕๖๓ เป็นการวิจัย
เชิงคุณภาพ โดยท าการรวบรวมข้อมูล ได้แก่ เอกสารของส่วนราชการ เช่น ยุทธศาสตร์นโยบาย แผน
และค าสั่ง, งานวิจัยที่เกี่ยวข้อง เอกสาร ต ารา ตลอดจนหลักนิยมทางทหารที่เกี่ยวข้อง, ข้อมูลจากสื่อ
ต่าง ๆ และความเห็นของผู้ทรงคุณวุฒิและผู้มีประสบการณ์ด้านการสกัดกั้นปราบปรามยาเสพติด
ผลการวิจัยพบว่า กองก าลังป้องกันชายแดนมีความเหมาะสม ในภารกิจการสกัดกั้นและปราบปราม
ยาเสพติดตามแนวชายแดน และเป็นหน่วยงานที่มีประสิทธิภาพในภารกิจดังกล่าว ซึ่งชี้วัดได้จาก
ทั้งปริมาณการจับกุม ความเห็นของผู้บริหารระดับสูงของหน่วยที่เกี่ยวข้อง กับการแก้ไขปัญหายาเสพติด
มีข้อเสนอแนะคือ การปฏิบัติภารกิจสกัดกั้น/ปราบปรามยาเสพติดตามแนวชายแดนของกองก าลัง
ป้องกันชายแดน ควรพิจารณาเลือกรูปแบบการปฏิบัติที่มีความเหมาะสมกับคุณลักษณะของหน่วย
ในบางกรณีควบคุมการปฏิบัติโดยบูรณาการร่วมกับหน่วยงานอื่น ๆ ที่เกี่ยวข้อง รวมถึงหลีกเลี่ยง
รูปแบบการปฏิบัติที่หน่วยอาจไม่มีความพร้อมส าหรับภารกิจรูปแบบนั้น ซึ่งสุ่มเสี่ยงต่อการเกิด
ผลกระทบที่ไม่คุ้มค่า ส าหรับข้อเสนอแนะในการท าวิจัยครั้งต่อไป ในอนาคตหากมีผู้ที่มีความสนใจศึกษา
หรือท าการวิจัยเกี่ยวกับการสกัดกั้นและปราบปรามยาเสพติด โดยเฉพาะอย่างยิ่งในมุมของฝ่ายทหาร
ควรศึกษาวิจัยเพิ่มเติมควรศึกษา ในเรื่องกฎหมายที่รองรับเจ้าหน้าที่ฝ่ายทหารในการปฏิบัติภารกิจ
สกัดกั้นและปราบปรามยาเสพติด, การบูรณาการด้านการข่าวในภารกิจการสกัดกั้นและปราบปรามยา
เสพติด และเทคโนโลยีส าหรับการเฝ้าตรวจในภารกิจการสกัดกั้นและปราบปรามยาเสพติด

Title Operational Integration of Drug Interdiction and Suppression

Research objectives : This research is aimed at studying if Pamuang Task
Force has appropriately done the mission of drug interdiction and suppression along
the border. If appropriate, patterns of tactical operation currently used by Pamuang
Task Force and its neighboring agencies will be taken into consideration to determine
which one should be pursued, which one should obtain additional support and if so,
what kind of support is needed and which one should not be applied. The study will
serve as a guideline for Pamuang Task Force and other border defense armed forces to
pursue their mission appropriately in the future. Research scope : Area of studies are
narcotic problems in the area of responsibility, mission and obligation of Pamuang Task
Force regarding drug interdiction and suppression along the border, patterns of drug
interdiction and suppression operation. Scope of time is between 1999 where Pamuang
Task Force’s Headquarter had been moved to Chiang Mai and 2020. This is a qualitative
research of which sources of data are official documents such as strategy, policy, plan
and order, related research papers and textbooks, related military doctrines, opensource information as well as opinion of senior and experienced individuals on drug
interdiction and suppression. Findings revealed that border defense task force
is appropriate for the mission of drug interdiction and suppression along the border and
is efficient enough to support this mission. Indicators are its’ quantitative
accomplishments and accolades from the leadership of other counter-narcotic
organizations. Suggestion is that appropriate patterns of operation should be
considered, by being based on characteristics of that unit, to conduct the mission of
drug interdiction and suppression along the border. For some cases, operation has been
pursued by integrating with other related agencies while avoiding the patterns of
operation or the mission which the unit might not be ready for and which might be
risky to cause unfavorable impact. Regards to suggestion for any other research in
the future, individuals who might be interested in the study of drug interdiction and
suppression, particularly from military perspective, they should research more about
legal procedures which will be able to support military officers while on drug
interdiction and suppression operation, integration of drug interdiction and suppression
intelligence as well as technology useful for monitoring narcotic activities.
