เรื่อง การพัฒนาศักยภาพวิสาหกิจชุมชนกลุ่มจังหวัดภาคใต้ชายแดนสู่ความเป็น

การวิจัยครั้งนี้มีวัตถุประสงค์ เพื่อศึกษาเชิงโครงสร้างของวิสาหกิจชุมชนกลุ่มจังหวัด
ภาคใต้ชายแดน เพื่อวิเคราะห์ปัญหาของวิสาหกิจชุมชนกลุ่มจังหวัดภาคใต้ชายแดน และเพื่อเสนอ
แนวทางพัฒนาศักยภาพวิสาหกิจชุมชนกลุ่มจังหวัดภาคใต้ชายแดนเป็นการวิจัยแบบผสานวิธี (Mixed
Method) โดยเริ่มจากการวิจัยเชิงคุณภาพด้วยการสัมภาษณ์เชิงลึก ตามด้วยการวิจัยเชิงปริมาณด้วย
เทคนิคเดลฟาย และจบกระบวนการด้วยการวิจัยเชิงคุณภาพ ในการสนทนากลุ่ม (Focus Group
Discussion) เพื่อยืนยันผลการวิจัย ผลการวิจัย พบว่า โครงสร้างของวิสาหกิจชุมชนกลุ่มจังหวัด
ภาคใต้ชายแดน ผลการวิจัย พบว่ามี 8 โครงสร้าง ได้แก่ โครงสร้าง ด้านหลักการบริหารจัดการ
ด้านการผลิต ด้านการจัดหาวัตถุดิบ ด้านการตลาด ด้านกิจกรรมห่วงโซ่คุณค่า (Value Chain)
ด้านการเงินและบัญชี ด้านภาวะผู้น าของสมาชิก และด้านการประชาสัมพันธ์ การวิเคราะห์ปัญหา
ของวิสาหกิจชุมชนกลุ่มจังหวัดภาคใต้ชายแดน พบว่ามีประเด็นปัญหา 4 ด้าน ได้แก่ ด้านการผลิต
ด้านคน ด้านการตลาดและการพัฒนาผลิตภัณฑ์ และด้านองค์การ แนวทางพัฒนาศักยภาพวิสาหกิจ
ชุมชนกลุ่มจังหวัดภาคใต้ชายแดน ผลวิจัยที่ได้มีประเด็น ดังนี้ด้านหลักการบริหารจัดการ 4M’s ได้แก่
ด้าน คน (Man) เงิน (Money) วัสดุ อุปกรณ์ (Material) และ การบริหาร (Management) ประเด็น
ด้านการวิเคราะห์ห่วงโซ่คุณค่าในกิจกรรมหลัก (Primary Activities) ประกอบด้วย ด้าน Inbound
Logistics ด้าน Operation (Manufacturing) ด้าน Outbound Logistics ด้าน Marketing and
Sales และด้าน Service ส่วนด้านการวิเคราะห์ห่วงโซ่คุณค่าในกิจกรรมสนับสนุน (Support
Activities) ประกอบด้วย ด้าน Procument ด้าน Technology Development ด้าน Human
Resource Management และ ด้าน Firm Infrastructure กิจกรรมต่าง ๆ ต้องอยู่บนพื้นฐานหลัก
ปรัชญาของเศรษฐกิจพอเพียง ที่ประกอบด้วย ด้านความมีเหตุผล ในการใช้จ่ายของสมาชิก ด้านความ
พอประมาณ ในการท างานที่มีความถนัดและความช านาญของตนเอง ด้านการมีภูมิคุ้มกันที่ดี
ในการสร้างมาตรฐานการผลิตสินค้า การควบคุมคุณภาพ ด้านความรู้ โดยมีการส่งเสริมการเรียนรู้
อย่างต่อเนื่องในทุก ๆ ด้าน และ ด้านคุณธรรม ไม่เอาเปรียบสังคมและสิ่งแวดล้อม และสมาชิก
วิสาหกิจชุมชนต้องมีภาวะผู้น าที่ทันต่อเหตุการณ์ที่เปลี่ยนแปลง ใช้หลักการบริหารแบบมีส่วนร่วม
ในการท างาน โดยมีหลักการวิเคราะห์สภาพแวดล้อม ในด้าน Political ด้าน Economic ด้าน Social
ด้าน Technological ด้าน Environment และด้าน Legal เพื่อสามารถวิเคราะห์โอกาสและอุปสรรค
ที่เกิดขึ้น พร้อมทั้งมีหลักการวิเคราะห์ Feedback เพื่อให้สมาชิกและเครือข่ายได้ทราบช้อมูลข่าวสาร
ที่จ าเป็น ในการปรับปรุงและพัฒนาให้ดียิ่งขึ้น โดยมีข้อเสนอแนะในการปฏิบัติ ประกอบด้วย ด้านการ
พัฒนาคนและการผลิต ด้านการพัฒนาองค์การ และด้านการพัฒนาผลิตภัณฑ์และการตลาด เพื่อให้
วิสาหกิจชุมชนกลุ่มจังหวัดภาคใต้ชายแดนมีความพร้อมสู่การเป็นมืออาชีพ

Abstract
Title : The Potential and Professionalism Development of Community
Enterprises in Southern Border Provinces in Thailand
Field : Economics

The objective of this research was to study the structure of, analyze
problems and draw out development plan for community enterprises in Southern
border provinces in Thailand. This research employed mixed methodology beginning
with a qualitative research by an in-depth interview, following with quantity research
using a Delphi and, and another qualitative research as a focus group discussion to
ensure the result. The study showed that The structure of community enterprises in
Thailand’s Southern border provinces consists of 8 elements: the management
principles, production, material sourcing, marketing, value chain activities, finance and
accounting, member leadership, and public relations. There were 4 areas of problems
found from the analysis: the production, human resources, marketing and product
development, and organization. From the study, it is suggested that the development
plan of community enterprises in the Southern border provinces of Thailand should
cover areas of the 4M’s management model: Man, Money, Material, Management;
the analysis of a value chain of its primary activities which include inbound logistics,
operation and manufacturing, outbound logistics, marketing and sales, and customer
service; the analysis of a value chain of its support activities which include procurement,
technology development, human resources management, and firm infrastructure. It is
also suggested that the community enterprise run activities based on the Sufficient
Economy Philosophy: the reasonable spending of members, moderation of working
in their profession and interests, immunity for good product development and quality
control standards, promotion on knowledge development in every aspect, morality
on not exploiting society and environment. The community enterprise members should
have leadership mindset that is adaptive to changes, a management process that
promotes involvement in working, and ability to analyze the political, economic, social,
technological, environmental, and legal aspects of their works to identify opportunities
and obstacles. The development should cover a feedback analysis for members and their
networks to have updates on information that is crucial to organizational improvements.
It is suggested that, practically, there should be developments on human resources,
production, organizational management, and products and marketing in order for the
community enterprises in Thailand’s Southern border provinces to become a professional
business enterprise.
