การศึกษาเรื่อง แนวทางการเพิ่มประสิทธิภาพของตา รวจกบักระบวนการจดัการ
เลือกต้งัสมาชิกสภาผแู้ทนราษฎรเพื่อให้การจดัการเลือกต้งัเป็นไปโดยมีประสิทธิภาพ เป็นที่ยอมรับ
ของประชาชนและนานาอารยประเทศเพราะเจา้หน้าที่ตา รวจมีบทบาทส าคญั ในการเขา้มามีส่วนร่วม
ในกระบวนการจดัการเลือกต้งัในทุกข้นั ตอน ซ่ึงหากสามารถพฒั นาศกัยภาพของตา รวจให้สูงข้ึน
ท้งัในด้านความรู้ทางกฎหมายเลือกต้งั ความรู้ในกระบวนการเลือกต้งั การป้อมปรามหาข่าวของ
ผกู้ระทา ความผิดเกี่ยวกบัการเลือกต้งั รวมท้งัการประชาสัมพนัธ์ให้ประชาชนโดยทวั่ ไปทราบดว้ย
ยอ่ มส่งผลให้ผลการเลือกต้งัออกมาอยา่ งเป็นที่ยอมรับของประชาชนแน่นอน กลบั ท้งัจะมีผลทา ให้ได้
ผแู้ทนปวงชนชาวไทยที่ประชาชนมีความตอ้งการใหม้าบริหารประเทศจริงๆ ไม่ใช่ไดม้าโดยการซ้ือเสียง
ขายสิทธิการเพิ่มประสิทธิภาพให้กบั เจา้หน้าที่ตา รวจน้ัน อาจดา เนินการได้หลากหลายวิธีและ
หลายรูปแบบ ท้งัในระยะส้ัน ระยะยาว แต่ผูว้ิจยัเชื่อว่าถา้สามารถดา เนินการได้แมจ้ะไม่ทา ให้
การเลือกต้งับริสุทธ์ิยุติธรรมท้งัหมด แต่ก็จะทา ให้การเลือกต้งัดีข้ึน และเป็นจุดเริ่มที่จะทา การเพิ่ม
ประสิทธิภาพในส่วนงานอื่น ๆ ต่อไป เพื่อจะไดช้่วยกนัจดัการเลือกต้งัไดอ้ย่างบริสุทธ์ิและเที่ยงธรรม

Abstract
Title: The optimization of the police to manage the election process.

The study about, Guidelines for increasing the efficiency of the police in process
to organizing the election of members of the House of Representatives for efficient management
of elections. Accepted by the citizen and civilized countries because police have an important role
to get involved in the election process at all stages. Which will make the citizen certainly accept
the results of the election, if it can be able to develop the potential of the police to higher in the legal
knowledge of elections, knowledge of the electoral process, voting for news of electoral perpetrators,
including the publicize to the citizen. In turn, it would result to the representatives whom actually
want to run the country, not from the Election fraud. Enhancing the efficiency of the police officers
may perform in a variety of ways and forms, both in short and long term. Even if the elections
may not completely fair, but the researcher believes that if the plan is doable, it will make the elections
better eventually. And it is also a starting point for continue increasing efficiency in
other segment that helps to manage elections honest and fair. As the Royal Guidance of
His Majesty the King Bhumibol Adulyadej once said, “…In nations, there are both good and
bad people. No one can convince any others to be all good completely. Making the whole nation
at peace is not transforming all citizens to be good people, but it is to support good leaders to rule
the nation and to control bad people not to rise in power, nor to cause the chaos…”, in the Sixth
National Scout Convention Grand Opening at Vajiravudh Scout Camp, Sriracha, Chonburi on
December 11th, 1969.
