วัตถุประสงค์ของเอกสารวิจัยฉบับน้ีเพื่อศึกษาข้นั ตอนและความเหมาะสมในการบริหาร
จดัการขยะชุมชน ต้งัแต่กระบวนการเก็บ คดัแยกขนส่ง ไปจนถึงกระบวนการกา จดัขยะในปัจจุบัน
จากน้ันจึงนา ขอ้ มูลที่รวบรวมมาวิเคราะห์ปัญหาอุปสรรคและข้อจา กดัในการบริหารจดัการขยะ
ชุมชนในปัจจุบัน เพื่อเสนอแนวทางในการบริหารจัดการขยะชุมชนอยา่ งยงั่ ยืน ตามบริบทที่เหมาะสม
กบั ประเทศไทย
การวิจัยด าเนินการโดยการเก็บรวบรวมข้อมูลจากบทความและเอกสารต่าง ๆ และ
การลงพ้ืนที่เพื่อเก็บขอ้ มูลเชิงลึกโดยการสัมภาษณ์ผูแ้ทนจากหน่วยงานที่มีบทบาทหน้าที่ที่เกี่ยวขอ้ง
ถึงการบริหารจัดการขยะ ประกอบด้วย หน่วยงานที่เกี่ยวขอ้งกบั ภาคนโยบายการกา กบั และในดา้น
วิชาการ และหน่วยงานที่เกี่ยวข้องในเชิงปฏิบตัิในประเด็นที่เกี่ยวข้องกับสถานการณ์การจัดการ
ปัญหาขยะมูลฝอยของทอ้งถิ่นต่างๆ นโยบายการจัดการขยะมูลฝอย และการน านโยบายไปสู่การ
ปฏิบัติ
ผวู้จิยัพบวา่ การดา เนินงานที่ผา่ นมา ประเทศไทยยงัไม่สามารถดา เนินการบริหารจดัการ
ขยะให้เป็นไปตามเป้าหมายที่กา หนด และประเทศไทยยงัขาดแคลนระบบกา จดัขยะมูลฝอยที่ถูก
สุขลกัษณะ ส่งผลใหป้ ัญหาการจดัการขยะมูลฝอยยงัคงมีแนวโนม้วิกฤต เพิ่มข้ึนเรื่อยๆ โดยปัญหาและ
ผลกระทบหลกัอยู่3 ประเด็น คือ1) ปัญหาดา้นการบริหารจดัการขยะ 2) ปัญหาด้านสังคมและการมี
ส่วนร่วม และ3) ปัญหาดา้นขอ้กฎหมายและการบงัคบัใช้
ดา้นการแกป้ ัญหาผูว้ิจยัไดเ้สนอกรอบแนวทางการบริหารจดัการขยะชุมชนอย่างยงั่ ยืน
โดยให้ทุกภาคส่วนมีการทา งานแบบเครือข่ายร่วมกนั แต่ท้งัน้ียงัคงตอ้งค านึงความพร้อมของทุกภาค
ส่วน (ส่วนราชการท้งัส่วนกลางและส่วนภูมิภาคองคก์รปกครองส่วนทอ้งถิ่น รวมถึงภาคเอกชน และ
ภาคประชาสังคม/ชุมชน) เพื่อร่วมกนัวางยุทธศาสตร์การบริหารจดัการขยะให้เหมาะสมท้งัน้ีภาครัฐ
ควรให้ความส าคญั กบัการวางโครงสร้างพ้ืนฐานและสนบั สนุนปัจจยัที่ก่อให้เกิดการบริหารจดัการ
ขยะอยา่ งยงั่ ยนื หน่วยงานผปู้ ฏิบตัิงานควรสร้างเครือข่ายองคก์รปกครองส่วนทอ้งถิ่นให้เกิดการเรียนรู้
แกไ้ขร่วมกนั เพื่อนา ไปสู่การพฒั นาและยกระดบั มาตรฐานในการบริหารจดัการขยะและหน่วยงาน
ภาครัฐควรส่งเสริมและสนบั สนุนภาคเอกชน เพื่อใหเ้กิดการพฒั นาเทคโนโลยแีละนวตักรรม

Abstract
Title Sustainable Practice in Municipal Solid Waste Management

The objectives of this Thesis are to study the suitable practice for waste
management refers to the practice of collecting, transporting, processing or disposing of various
waste materials in current municipal solid waste management situation in Thailand. Then,
gathering the data for evaluate problems and limitations in current municipal solid waste
management situation as to enhance the efficiency of solid waste management of the country.
A gathering information from academic article and an in-depth interview were
selected as a tool of the research. An opinion of interviewees consist of the person who work in
the departments relate to the policy regulator and academic, and the person who work in the
relevant agencies. The scope of interview is focus on the problem of municipal solid waste in
current situation, the national policy for waste management, and implementation of policy.
The study reveals that the waste management in Thailand has not been achieve
target and the solid waste disposal system is remained adequate thereby the amount of solid waste
has been increasing and the situation become worse. In this study, the three major type of
municipal solid waste problem that found are: firstly, waste management problem; secondly,
social participation problem; and thirdly, legal and law enforcement problem.
The solution to overcome these problems has been proposed the Sustainable
Practice in Waste Management by embraced all sectors to work together in a network by
concerning on the preparedness of all sectors (such as government sector both central and
regional, administrators of local authorities, private sector and people sector/communities). In
order to formulate a waste management strategy appropriately, the government should give more
importance to the laying of infrastructure and supporting factors that contribute to sustainable
waste management. For the waste operators, administrators of local authorities, they should
establish a strong network to learn, solve together to lead to the development and set the waste
management standards. And government agencies should promote and support the private sector
for technology development and innovation.
