เอกสารวิจัยฉบับนี้มีวัตถุประสงค์เพื่อศึกษาสภาพสถาบันการศึกษาในสามจังหวัด
ชายแดนภาคใต้เพื่อศึกษาปัญหาและอุปสรรคที่มีผลต่อการขัดเกลาทางสังคมส าหรับสังคมพหุ
วัฒนธรรม และเพื่อหาแนวทางพัฒนาสถาบันการศึกษาในสามจังหวัดชายแดนภาคใต้มีปฏิสัมพันธ์
แลกเปลี่ยนเรียนรู้ระหว่างกัน เพื่อให้เกิดการยอมรับในความหลากหลายของอัตลักษณ์ขอบเขตของ
การวิจัยด้านเนื้อหา ศึกษาวิเคราะห์สภาพสถาบันการศึกษาในสามจังหวัดชายแดนภาคใต้โดย
วิเคราะห์และเก็บรวบรวมข้อมูล ต.ค.๖๒ - ก.ค.๖๓ ส าหรับวิธีด าเนินการวิจัย เป็นการวิจัยเชิงคุณภาพ
ซึ่งผลการวิจัยพบว่า ปัญหา คือ ขาดความปลอดภัย เกิดความอ่อนแอของระบบการศึกษาสามัญ
การศึกษาไม่ตอบสนองความต้องการของท้องถิ่น ขาดการบูรณาการและขาดความสมดุลระหว่าง
หลักสูตรศาสนากับหลักสูตรสามัญ บทบาทสถาบันการศึกษาคือ การลดความรุนแรงด้วยการศึกษา
ต้องส่งเสริมสังคมพหุวัฒนธรรมที่เน้นปฏิสัมพันธ์ระหว่างชาวไทยพุทธ - มุสลิม ให้ความรู้ทางวิชาการ
พร้อมปลูกฝังคุณธรรม จริยธรรม บูรณาการให้เยาวชนมีทักษะสังคมในการปฏิสัมพันธ์และการสื่อสาร
ระหว่างกัน สถาบันการศึกษามีผลต่อกระบวนการขัดเกลาทาง ความคิด ความเชื่อ และพฤติกรรม
ในทางที่ถูกต้อง การจัดการศึกษาแบบพหุวัฒนธรรมเป็นการจัดการศึกษาที่มีความแตกต่างทางด้าน
วัฒนธรรมให้เกิดความเข้าใจกัน ตระหนักรู้และเข้าใจถึงความแตกต่างทางวัฒนธรรม จัดหลักสูตรให้มี
ปฏิสัมพันธ์โดยผสมผสานสาระความรู้ต่างๆ ให้เหมาะสมกับบริบททางสังคมโดยมีการจัดกิจกรรม
ต่างๆ ส าหรับข้อเสนอแนะ ควรน ารูปแบบการบริหารแบบพหุวัฒนธรรมศึกษาไปปรับใช้ตามความ
เหมาะสมกับบริบทของโรงเรียนเท่าที่ระเบียบข้อบังคับของกระทรวงศึกษาธิการเอื้ออ านวย
ปรับเปลี่ยนโครงสร้างหลักสูตรให้มีการเรียนภาษาไทยมากขึ้น ปรับปรุงระเบียบต่อการกระจายอ านาจ
การบริหารจากส่วนกลางที่น าไปปฏิบัติด้วยความคล่องตัว ลดความเหลื่อมล้ าและความไม่เป็นธรรม
ทางการศึกษา ต้องเสริมศักยภาพของชุมชนและสร้างความร่วมมือระหว่างชาวไทยพุทธ - มุสลิมใน
ชุมชนหรือระหว่างชุมชน

Abstract
Title: The Guideline on the Development of Fundamental Education
Management in the Three Southern Border Provinces.

This research has objectives to study conditions of educational institutes
in the three southern border provinces, to study problems and obstacles that affect
the socialization in the multicultural society and to find out the guidelines on the
development of educational institutes in the three southern border provinces for
learning interactionand exchangetoinitiatetheacceptanceof diversity inidentity.The
scopeof this research, the study and analysis were conditionsofeducational institutes
in three southern border provinces. The data were collected from October 2019 - July
2020. For the research implementation, the research was considered qualitative
research. According to the research results, problems were comprised of security
lacking, weakness in the normal educational system, non - responding of education
toward the local needs, and lacking of integration and balance between the Islamic
religion study program and normal education program. Roles of the educational
institutes were Reducing violence through education, supporting of multicultural
society, focusingon the interactions between Buddhist - Muslim people, disseminating
ofacademic knowledgeinalignment with morals and ethics, and integrating theyouths
in terms of social kills, interactions and communications. The educational institutes
have impacts on the socialization processes, thoughts, beliefs and acceptable
behaviors. The multiculturally educational management is the educational that is
different culture. To understand each others. awareness and realization of cultural
diversity. The multiculturally educational program can be interactions by combining
knowledge contents, that are suitable for social context through activities. The key
suggestions are such as : that the management of multiculturally education should be
applied and adopted in the school contexts, as far as the regulations by the Ministry
of Educationcover. Change the course structures tohave more Thai language learning.
Improve regulations for centralized management authority that can be implemented
with flexibility. This will reduce the educational overlapping and unfairness. Besides,
community’s potentials should besupported and promoted, whereas thecooperation
between Thai Buddhist people and Muslim people should be built, complying with
the community to community cooperation.
